While the Prime Minister has been on the randan at Chequers, people in Scotland are suffering because of the Tory cost of living crisis and we are paying a high price for his disastrous hard Brexit, imposed against the wishes of Scottish voters. It is time to end this democracy denial, Prime Minister: Scotland cannot afford to stay shackled to this crumbling Union and Tory Governments that we do not vote for. Does the Prime Minister not accept that Scotland is a democracy? He has no right to overrule the votes of people in Scotland and we will have the referendum we voted for.

This is the country that secured furlough and that delivered the vaccine across the whole of the UK, while the SNP gets on with overtaxing to the tune of £900 million—that is how much they are overtaxing in Scotland. And we had a referendum in 2014.

During his statement, the Prime Minister kept referring to “we” when he talked about the sorry saga that Sue Gray has reported, but it is his rules, his rule-breaking and his inability to tell the truth about it that is the issue. He is the Prime Minister. Does he not take any personal responsibility at all for this disgraceful fiasco?

We continue to support people throughout the pandemic, and we can be very proud of the speed with which we not only did the vaccine roll-out, but secured 17 billion items of personal protective equipment for the use of people across this country.

It is good to see some positive signs on covid, but throughout the pandemic it has been clear that we need to remain cautious and accept that covid may well have some surprises up its sleeve for us, and that is not really the approach set out in this conveniently timed statement today. The Prime Minister’s changeable and increasingly distant relationship with the rules that he himself set undermines public health messaging and future compliance. Does he really not recognise how damaging that is?

The hon. Lady is right in what she says about the risks we still run. I think they are diminishing but we still need to be cautious. She is also right to say that even if this is the final reel, there can be a twist in the final reel and we will have to deal with it then. The Government have been able, to quite an amazing extent, working with healthcare professionals up and down the country, to deliver—

It is directly on her point. We have been able to deliver a vaccine roll-out that has commanded the confidence of the British people in a way that I have never seen—I have never seen anything like it, and there are countries around the world that have never seen anything like it. As I said, it was done not by compulsion. We have got the numbers up to their stratospheric levels—more than 90% of people over 60 have done this. Huge, huge numbers of people are still coming forward to be vaccinated entirely voluntarily, because, despite all the noise, hubbub and politicking, they are listening to the messages and understanding them, and I owe them my deepest thanks.

I am grateful to my hon. Friend, but what we are doing is ensuring that we support hospitals up and down the country that are facing the pressures he describes, not only with more staff but with more facilities and on-site Nightingales, as I said in my statement.

My hon. Friend the Member for East Dunbartonshire (Amy Callaghan) and the hon. Members for Chatham and Aylesford (Tracey Crouch), for Bradford West (Naz Shah) and for North East Fife (Wendy Chamberlain), all of whom have been affected by the lack of proxy voting and remote participation, have jointly written to the Leader of the House seeking the reintroduction of remote provision. That is not just a covid issue, but we certainly see now how much it is needed. It matters because, as things stand, Parliament is excluding MPs and disenfranchising their constituents. Will the Prime Minister throw his weight behind their calls to modernise and ensure that no Member is prevented from fully representing their constituents?

I was delighted to visit the Neasden temple last month to hear about all they have done during the pandemic. I wish everybody in that community and all those celebrating all the very best.

Q3. The chaos of this Government is a distraction from the serious decisions they should be taking. We all know that the Chinese Government deny basic human rights to China’s minority religious communities. The repression of the predominantly Muslim Uyghur population in Xinjiang has been condemned as an act of genocide. In the face of these abuses, President Biden has decided that US diplomats will boycott the Beijing Olympics. New Zealand and Australia have followed suit. It is international Human Rights Day on Friday, so will the Prime Minister raise his eyes from his chaos and commit the UK to joining the diplomatic boycott, or does his desperation for trade deals trump human rights?

No, because we make all those points regularly to the Chinese. Indeed, I did to President Xi when I talked to him recently. As I have said before, we do not support sporting boycotts, but there are certainly no plans for Ministers to attend the winter Olympics.

Well, Mr Speaker, I am not surprised to say that my hon. Friend is completely right. This Government are determined to give the people of this country the homes they need. We are building record numbers of homes, but we owe it to our kinder, gentler politics to be accurate about what is going on in our constituencies. This Government do not set local housing targets. I understand that the draft Bassetlaw local plan is subject to consultation. I encourage him and his constituents to make their views known.

Q2. Tomorrow, at 2.50 pm, my constituency will fall silent as we mark exactly 50 years since Scotland’s largest peacetime explosion ripped through Clarkston Toll in East Renfrewshire. Ten shops were demolished by the ignition of gas, which had escaped from a fractured gas main beneath the shops. A passing bus was caught up in the blast. Twenty-two people died, mostly women, and over 100 were injured. Tomorrow, 50 years on, the community and the families will come together for a memorial service. Will the Prime Minister join me in acknowledging the terrible losses that many families locally suffered and the continuing sorrow in the community, and in reflecting that the victims of the Clarkston disaster must never be forgotten?

Simply put, the trade deal that the Prime Minister has struck means undercutting our farmers and short-changing consumers, and it will set animal welfare standards back by decades. The RSPCA has said that the Prime Minister’s deal “will start a race to the bottom and the losers will be billions of farmed animals and UK farmers.”Does the Prime Minister accept these concerns from the experts at the RSPCA, or does he think that he knows better?

I really think that these constant attacks on Australia, its standards and its animal welfare standards will be very much resented by the people of Australia, and will not be recognised. Australia is marked five out of five, which is the highest possible, for animal welfare by the World Organisation for Animal Health performance of veterinary services evaluation team. This deal that we have done is the first ever to incorporate high animal welfare standards, as part of the package that Australia has agreed.

My right hon. Friend raises a very important point, particularly about the flu jab. As she will know, there was not much of a flu pandemic over the last winter period. We are worried about people’s levels of resistance to flu, but we have the capacity, and we will also have the capacity for the booster jabs.

I thank the Prime Minister for an advance copy of his statement. I was interested to hear him commit to an inquiry. He will be aware that the First Minister has already committed to that; of course, the devolved Administrations have tailored their decisions to their needs.

I think all of us can feel a sense of optimism: the feeling that, after such a difficult year, things are edging towards some normality. The simplest of things—hugging a loved one—have never felt so important, after a year of restrictions in which we have never seen people suffer so much. The vaccines have generated the hope that people are feeling, and that hope is within touching distance—but just as the hope is fragile, so is the economic recovery.

The Prime Minister spoke of lessons, answers and timing, but this morning’s Office for National Statistics figures demonstrate the depth of the plummet that has been experienced by the economy and, equally, the scale of the recovery needed. That is why the glaring omission of an employment Bill from yesterday’s Queen’s Speech was so shocking—a clear signal of a UK Government with no recovery plan.

Let me ask the Prime Minister three questions on concrete measures that would kickstart the economy and help those still in need. First, will his Government reverse their rigid plan to suddenly end the furlough scheme in September, which will result in a damaging cliff edge for millions of workers? Secondly, there is another damaging cliff edge due in September, with the planned Tory cut to the lifeline of the £20 universal credit uplift. Is he really still planning to rip that lifeline away from the most vulnerable when they most need it? Finally, as people re-enter the workplace, will the Prime Minister commit to supporting legislation, led by my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands), that would finally ban the disgraceful practice of firing and rehiring workers?

The entire programme of this Government is dedicated to ensuring that we go from jabs, jabs, jabs to jobs, jobs, jobs, as I said yesterday in the Chamber. The hon. Member talks about kickstarting an employment recovery. As she knows, for young people we have the £2 billion kickstart programme to get 18 to 24-year-olds into work, and we have the restart programme for those who are long-term unemployed.

Our campaign and our mission is to use the resources of the state, as we have done throughout the pandemic, to get people into work. Because of the unusual, extraordinary circumstances that we faced, we had to use the resources of the state to keep people out of work. We are now going through a massive programme of investment in infrastructure across the whole United Kingdom to get people into work, and I hope that she will support that.

I will look very carefully at my diary to see whether I can actually get up to Blackpool. I have many happy memories of joyful evenings spectating at the illuminations of Blackpool. I know that Blackpool will play an important part in the tourism recovery that we hope to see this summer if we continue on our road map.

Yesterday, the Prime Minister published his plans for an Erasmus replacement, without any consultation or discussion with the devolved Governments. The replacement scheme offers lower living support, no travel support and no tuition fee support. Why are this Tory Government taking opportunities away from our young people?

That was a delightfully concise question, but the hon. Member is wrong about the difference between Erasmus and the Turing project. Unlike the Erasmus scheme, which overwhelmingly went to kids from better-off homes, the Turing project is designed to help kids across the country, of all income groups, get to fantastic universities around the world.

That is just not the case. We know that we cannot trust a word that the Prime Minister says on this. He told us that there was no threat to the Erasmus scheme, but he clearly will not match EU levels of support. And it is not just us saying it; his own Scottish colleague, the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie), told the BBC last week that young people will not benefit from Brexit. The Government have saddled a generation with tuition fee debt, and are now closing the door on Erasmus. It is no wonder that students are choosing the SNP and independence for a prosperous future. Prime Minister, will you think again, do the right thing, engage with our EU friends and rejoin Erasmus?

My hon. Friend will have to wait until the announcements by the Health Secretary on Thursday about exactly who goes into which tier. As my hon. Friend knows, the point about London is that although it is very diverse and massive—650 square miles or so—it is held together by a very dense mass transit system, and although there are fewer people on it right now, the transmission within London means that it is quite difficult to separate one bit of London from another.

Whatever tier of protection, people expect frontline workers to get the support they need to keep themselves and their colleagues safe. In response to a judicial review initiated by the Independent Workers Union of Great Britain, the High Court ruled that the UK Government were wrong in not extending health and safety protections to gig economy workers. Will the Prime Minister ensure that this is corrected and that his Government do not appeal against this finding?

Parliament will return after the summer recess to what manufacturing group Make UK describes as a “jobs bloodbath” because the Chancellor is ending the furlough scheme. We can see the impact on jobs and livelihoods coming over the horizon because of that furlough cliff edge. A meal deal does not cut it. What will the Prime Minister do to support strategic sectors and prevent unemployment from reaching 1980s levels?

As the hon. Lady knows, we already have in place the job retention scheme and the bonus of £1,000 for employers keeping on furloughed workers. She also knows about the £2 billion kick-starter fund that we have instituted, the “eat out to help out” programme, the VAT cut and the many other things that we have done, on top of the £160 billion that we have invested in incomes, jobs and livelihoods throughout this crisis. But of course we will continue to do more as the economic ramifications of covid unfold; of course we are preparing for that. As the Chancellor has said, we must be clear with the country that we cannot protect every job, but no one will be left without hope or opportunity, and this country will bounce back stronger than ever before.

Thank you, Mr Speaker.My constituent Daniel Caplan, who has just turned 17, has been diagnosed with a diffuse midline glioma—a brain stem tumour. That is a terminal diagnosis and an absolutely crushing one. There have been no new treatments for conditions like Daniel’s for 40 years, so no progress in treating childhood brain stem tumours. Will the Prime Minister join me in supporting Daniel’s family in their call for a renewed focus on research and for a light to be shone on awareness of childhood brain stem cancers, so that other families in future do not have to face the heartbreak that Daniel and his family are facing today?

The Prime Minister has just spoken about making difficult judgments, but it was his judgment not to sack Dominic Cummings. Does his judgment extend to understanding the damage that that decision did to confidence in England’s public health messaging, and the consequences of that for people’s lives? What is his judgment now of how he can repair that damage?

I must say that, in spite of the kind of comment we have just heard, I have been overwhelmingly impressed and fortified by the common sense of the British people, who heard our messages and understood what to do. Let me remind the House of one statistic that shows the power of community spirit in this country at the moment: 87,000 people have been contacted by NHS test and trace, and they have voluntarily agreed to self-isolate to prevent the transmission of the disease. That is a fantastic thing. People understand what to do, they are doing it, and the common sense of the British people is going to get us through this.

I pay tribute to the emergency services for what they are doing in my hon. Friend’s constituency and, indeed, in all flood-affected areas. As he knows, we have activated the Bellwin scheme to protect homeowners, and we are putting £4 billion into flood defences. I certainly will do what I can to take up his offer to visit his constituency and see the scene for myself.

Q10. The new daily allowance for the unelected and unaccountable Peers being stuffed into the House of Lords by the Prime Minister is set to rise to £323. The monthly allowance for a single person over 25 on universal credit is £317.82. Is that the levelling up that the Prime Minister keeps talking about?

I hate agreeing with these people, but I do find it odd that the House of Lords has chosen to do that, but it is a decision for them.
