Commons ChamberLet me congratulate the hon. Lady on taking up this constituency case. Many of us have done exactly the same thing with constituents who have had assessments that have not turned out to be accurate. If she gives me the details, I will certainly look at the specific case and see what can be done.
Q9. A report recently commissioned by Transport for the North, a body created by this Government, highlights the opportunity to halt the growing divide between north and south and to create 850,000 new jobs and £97 billion of economic growth by 2050. Does my right hon. Friend agree that, to build on our economic prosperity, we need to continue to rebalance infrastructure spending from London to the regions, particularly to the north of England?
My hon. Friend is absolutely right. The report shows that, if we do not take the necessary actions, we will see a continued north-south divide, which is why we are committed, for instance, to seeing increased spending on transport infrastructure go up by 50% to £61 billion in this Parliament. In his area, for example, we are spending £380 million on upgrading the A1 from Leeming to Barton, which will be a big boost for the local economy.

Commons ChamberI thank the hon. Gentleman for his remarks. I agree with him that keeping the United Kingdom together is an absolutely paramount national interest for our country. Because of the decision that has been made about Europe, there need to be exhaustive conversations between officials in Whitehall and in Northern Ireland, and we need to have very strong relations with the Republic of Ireland, so that we can keep the benefits of the common travel area.
The hon. Gentleman has always supported one blue team, Leicester City. I hope that one day he will support another blue team, but there we are.
Having been members of the single market for more than four decades, many businesses have deeply embedded supply chains and customer relationships throughout the European Union. Does the Prime Minister agree that any future deal with the EU must include access to the single market?

Commons ChamberWe are planning to continue with a successful energy policy that is seeing cheaper and lower carbon energy at the same time. The strength of the Hinkley Point deal is that there is no payment unless the power station goes ahead and is built efficiently by EDF. That will be good for our energy supplies because, if we want low-cost, low-carbon energy, we need strong nuclear energy at the heart of the system.
Q11. Antibiotic Research UK, situated in my constituency, is the world’s first charity to tackle antimicrobial resistance, which is a looming global danger of disaster-movie-style proportions. Will the Prime Minister agree to meet me to see how we can fund this vital research, so that this time it is not the Americans who save the world but the British?
I am very happy to meet my hon. Friend, who is absolutely right to raise this issue. Owing to the growing resistance to antibiotics, which in many cases now do not work, we face a genuine medical emergency around the world. That is why Britain must put this issue squarely on the G20’s agenda; why it was a large part of our discussions with the Chinese during their state visit last year; and why we are investing £50 million in an innovation fund, working with the Chinese Government to take it forward. I hope that the organisation in my hon. Friend’s constituency can benefit from some of this research.

Commons ChamberFirst, the European Commission’s statement is very clear, saying that it
“considers that the kind of information provided to it by the United Kingdom shows the…exceptional situation…exists in the United Kingdom today.”
That would enable us to pull this brake to make sure that people could not get instant access to our welfare benefits. But there is another consideration that those thinking that we would be better off outside the European Union have to think about: when most of those countries outside the EU that want a close relationship with it ask for free access to the single market, the first demand is that there should also be the free movement of people. That is the case with Norway, for example. This is a deal from within and in many ways, even on this issue, it would be better than a deal from without.
In his statement, the Prime Minister outlines the work we have done to tackle migration from outside the EU. What conversations has he had with other European leaders about what they are doing to tackle the migrant crisis? Many of my constituents are very worried about the future implications of migration, particularly given that we are seeing such unsustainable levels of people coming into the UK at the moment.
My hon. Friend asks a crucial question that needs to have a full and proper answer. The arrival of these people on to the European continent does concern people. What I say is that, first, we do not have to allow into our country foreign nationals resident in other states. That is why we keep our border controls.
Let us consider, for example, the situation in Germany. Getting German citizenship can take as long as 10 years and it is the product of a lot of work, tests and everything else. We must therefore, first, keep our Schengen no-borders agreement and, secondly, continue to exclude people if they are not European Union citizens and they do not have a visa. Thirdly, I should say that the changes here that mean that we can crack down on the fraudsters, criminals and sham marriages, and on those who are trying to get round our immigration controls, put us in a much better place to deal with the pressures of the future.

Commons ChamberI completely understand how the hon. Lady’s constituents feel. This must have been an absolutely tragic event, only made worse by not knowing what had happened to the child. I am happy to arrange that meeting. I am not aware of the case and had not heard of it before, but let me look into it very carefully and see what I can do.
Q13. I was delighted that the Chancellor chose our county city of York to launch the new National Infrastructure Commission. Will the Prime Minister confirm that this is the start of a new era in which important investment decisions on issues such as roads and railways between the great cities of the north will help to bring growth and prosperity to our region?
My hon. Friend is right to raise this issue. People in Yorkshire have long felt that there has not been a fair enough deal for transport funding for roads and rail. People can now see that £13 billion is being spent on transport in the north as part of our plan to rebalance Britain’s economy. We have committed more than £4.8 billion of major road improvements and are continuing to invest in improving the A64, which is vital for the people of York. We will go on looking at what more we can do to ensure that this vital part of our economy has the transport links it needs.

Commons ChamberFirst, what we have been most keen on is trying to protect the services and the jobs, and it has a direct impact if you simply have larger pay rises. But of course today inflation is 0% and there are pay increases in the public sector, and what the hon. Gentleman completely fails to mention are the progression payments that, for instance, in the health service, have delivered year-on-year pay increases for many hard-working people in our NHS whom I want to see rewarded. But there is something else we can do, which is to cut their taxes. By keeping public spending under control and by growing our economy, we are able to say to everyone in our public sector, “You can earn £11,000 before you start paying any income tax at all.” That has been, in effect, a pay rise for 29 million working people.
Q13. Following the Prime Minister’s visit to Yorkshire last week, peace, love and harmony has broken out right across the county. Members on both sides of the House have expressed their support for a “Greater Yorkshire” bid, encompassing north, east and west Yorkshire and Hull. Will he agree to meet me and other Members to discuss the merits of the bid, and the central role we believe it can play in the northern powerhouse and our economic security?
I will obviously take great care with my answer. I think it is excellent that we have got these devolution proposals, and it is very good that a number of different ideas have come forward from Yorkshire. The most important thing now is for people to try to come together and get behind a plan for Yorkshire. But be in no doubt: this devolution is coming, in terms of real powers and real ability to drive that economy as part of our northern powerhouse.

Commons ChamberI can tell the hon. Gentleman that we are absolutely committed to electrifying the great western main line to Cardiff and through to Swansea. We are also contributing £125 million to the costs of the wider valley lines electrification. It is vital that this work goes ahead. We need to make sure that Network Rail gets its costs under control and has strong leadership in place, and we will make sure that those things happen.
Q4. Unemployment is down by 61% in Thirsk and Malton since 2010—a strong endorsement of this Government’s policy to make work pay and of the hard work and investment of business people in my constituency. What further support will the Prime Minister offer to help with much-needed investment in the A64, superfast broadband, and mobile phone coverage, all of which would further help job creation in my area?
Let me welcome my hon. Friend to this place and the work that I know he will do on behalf of his constituency. He is absolutely right. In rural areas like the one he represents, better transport, better broadband and filling in the “not spots” on the mobile phone network are absolutely vital. The mobile infrastructure project is providing more homes and businesses with mobile coverage, but we need to make sure that we build the masts. I am pleased to say that the A64 is part of our £3 billion investment in roads in the north-east and Yorkshire. As for broadband, I think that 130,000 homes and businesses are getting access in North Yorkshire, but there is more to be done.
