What we are seeing in this country is not only the £10 billion that I spoke about in the earlier exchange, but enterprising innovative companies—large and small—seizing the opportunities of developing green technology and renewable energy technology in a way that will take advantage not just of the change in the domestic market, but of that growing export market globally as well. Through their industrial strategy, the Government will continue to work for green growth, and I hope very much that businesses in Midlothian and elsewhere in the UK will benefit from that.

At the most recent indicative votes, the Opposition did move one of their key red lines and supported a proposal that did not specify a permanent customs union. In fact, they supported customs arrangements—a temporary customs union followed by alternative arrangements. Now that the Government and Opposition are virtually on the same page, is it not time to put party politics to one side and agree a deal in the national interest?

My hon. Friend makes an important point. As we look to the future relationship with the European Union, we are looking at the customs arrangement that would be in place as part of that future relationship. We have already indicated—as reflected in the existing text of the political declaration—that we want to retain the benefits of a customs union, with no tariffs, no quotas and no rules of origin checks. We remain focused on agreeing an approach that delivers on the result of the referendum, which was for the UK to leave. I hope that it would be possible to bring Members from all parties of the House together in support of a customs arrangement as part of a wider approach to our future relationship with the European Union that enables us to get on with this task in the way in which the British people expect.

I have been here long enough to know that one should accept rulings from the Chair, but I can say to my hon. Friend that our intention in Government is to provide the kind of analysis that I believe he has been seeking, but which also meets the requests and calls of Members of all shades of opinion on the European issue, not just in my party but in all parts of the House.
I want to put on the record that there have already been discussions through the usual channels on a cross-party basis about how the Government can facilitate the briefing of Members in every party represented in this House. I can give the House a further commitment that those contacts and conversations will continue.

What my right hon. Friend is setting out seems to be more or less what the shadow Secretary of State was asking for. Can he confirm that, if we were called to vote on this motion, we would be voting on something entirely different, which would be to produce all legal advice in connection with this matter?

I always try to build bridges. I hope that what I have said is of some assurance to colleagues in all parts of the House. As I said earlier, I think that the motion as worded goes wider than what the right hon. and learned Member for Holborn and St Pancras, in all fairness to him, was clear about in his introductory speech.

Despite the success of online registration, we accept that there is more to do. It is important that we encourage all our citizens to take advantage of their democratic right to cast a vote, both locally and nationally.

A number of my constituents have suffered terribly as a result of the contaminated blood scandal. Will my right hon. Friend please update the House on the progress towards the appointment of a chair and the timescales for the inquiry?

The contaminated blood scandal was an appalling tragedy from which individuals and their families are still suffering. I regard this as a very high priority for me. We have asked the Lord Chief Justice to nominate a judge to chair the inquiry, and I hope to announce the name of that judge soon.
