My right hon. Friend’s Department has announced that the Alanbrooke barracks in my constituency, which proudly hosts the 4th Regiment Royal Artillery, will close in 2031. Can my right hon. Friend identify any possible other military uses for that base? Alternatively, will he work urgently with the local authority to ensure that the obvious redevelopment opportunities are taken up as quickly as possible?

While I have not opened a formal investigation, I have absolutely asked the question of the Army to get the bottom of what happened with the original allegations and where we got with that. At the same time, I am respecting the judicial process. The right hon. Member and I will know that we can comment only so far on what is ongoing with that incident and others that appear in the service justice scheme, or indeed on any foreign assistance required.

T3. Will the Minister provide some clarity on the future of the RAF Linton-on-Ouse base? As well as having played an important role in defence of the realm, it is a key part of the local economy, yet local residents are still unclear about its future and the MOD’s plans for its disposal. Some months after a previous request for information, we are still at a loss.

What steps his Department is taking to make the most effective use of the defence estate.

I would like to take the opportunity, on behalf of everyone in Defence, to send Captain Sir Tom Moore our best wishes for his recovery from covid. He continues to be an inspiration to us all, embodying the “Trust, Courage, Team Spirit” motto of the Army Foundation College in Harrogate, for which he is the honorary colonel. From the newest recruit upwards, we all wish him a very speedy recovery.

We are taking several steps to ensure that we are using the estate in a most effective way. They include updating our infrastructure strategy plans; implementing an asset management system across the estate; and increasing investment in the estate to implement the defence estate optimisation portfolio, reducing our footprint and modernising our infrastructure.

My constituents are very proud of the role RAF Linton-on-Ouse has had in the defence of our realm, all the way from the second world war to the current day—or near to it. Will my right hon. Friend update the House on any other potential purposeful military uses he has for the base?

At the urging of my hon. Friend—the RAF have been in the process of drawing the base down, as he said—we did look at exploring other military uses for that base, but at the moment no long-term military requirement has been identified. Defence is, I am afraid, therefore completing the final assessment, with disposal details to be announced in due course.

Given the economic character of that question, the best thing is for me to write to the hon. Lady with the detail of the number of financial investigators—[Interruption.] The hon. Lady has not been particularly specific. Does she mean the number of detectives within the National Crime Agency, within the Met’s serious organised crime command, within the regional organised crime units or within the local forces? I will send her the details so that she can analyse and discuss them.

I welcome the economic crime plan, but I do not see any mention of extending the “failure to prevent” offence to include economic crime. Is the Minister still keen to do that?

Absolutely. Building “failure to prevent” offences such as bribery and tax evasion into statute makes a real difference. It is important for us to give our law enforcement agencies powers to deal with, for instance, corporations that engage in conspiracies, because in the past that has been very hard to prove.

We have made significant progress since the National Crime Agency was established in 2013. Capabilities have improved; partnership working is better; and we intervene earlier to prevent serious and organised crime. The agency has gone from strength to strength, with an impressive and sustained track record of disruptions across the full range of serious and organised crime threats.

Thames Valley police spent £7 million investigating the HBOS Reading banking scandal. Will my right hon. Friend consider establishing regional fraud squads, which would be self-funded from the proceeds of both fines and recovered funds, to properly investigate business banking fraud and other financial crimes?

My hon. Friend’s suggestion is similar to what already happens through the regional organised crime units. We have injected £140 million in grant funding to help to establish them and to ensure that we put in place the right financial investigators in each region to tackle fraud.
