Commons ChamberMy hon. Friend is making an important point, and that is why this is a call for evidence. It is about information; we have not come to conclusions or, indeed, decisions about potential legislation. There is a balance to be had here. Many people rent out a spare room, and in particular in these straitened times, it is very important that they can get additional revenue where they can.
With the announcement, just now, that the Prime Minister has resigned as the leader of the Conservative party, will his temporary occupation of No. 10 Downing Street over the summer qualify as a short-term holiday let?
I am sure the hon. Gentleman is enjoying himself, but that is nonsense. I think the important thing to make very clear, as people can see today, is that government continues.

Commons ChamberTo date, the cultural recovery fund has given out £1.5 billion in grants and loans to around 5,000 organisations. I am pleased that our investment has helped support fantastic cultural organisations such as Aerospace Bristol, which I have had the pleasure of visiting with my hon. Friend. Arts Council England decides independently which organisations to fund; the national portfolio programme is a competitive process, in which the Arts Council makes decisions on funding based on the applications it receives and, obviously, the criteria. I therefore cannot comment on this particular case, but I wish Aerospace Bristol all the best in its application. It is a great institution.
Libraries are cultural institutions that are perhaps most accessible to a lot of the people we talk about wanting to help, who will often go into a library more easily than they might to a museum or theatre. Local authorities have a statutory obligation to provide a comprehensive service. What steps will the Minister take to ensure that local authorities are meeting that obligation and that our libraries continue to be able to offer access to all parts of our communities?
The hon. Gentleman is right: libraries fulfil a vital role in our local communities. The partnership between central Government, DCMS through various funds and, of course, the huge amount of money—about £600 million—that local authorities put into library services, is really important. If there are particular issues and councils are closing down libraries inappropriately, the Secretary of State could possibly get involved. If the hon. Gentleman faces that situation, he should please let us know.

I absolutely share my hon. Friend’s hope and aspiration. That is precisely why we conducted the programme. Despite the cynicism we have heard from Opposition Members, the events research programme is important not just for its scientific learnings but in helping to lift the mood of the nation. The fact that we have been able to watch football with crowds in stadiums again has been fantastic. We will shortly see other events such as Wimbledon, with centre court again at full capacity. Life is getting back to normal, and that is something we should be celebrating.
Following on from what my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith) said earlier, has the Minister actually read what the Kendal Calling festival said about the reason it cancelled? It stated that, crucially, it was the Government’s failure to publish the research from the events research programme, and with it safety guidance. That is why it had to cancel, even though the festival fell beyond the reopening dates. The Society of London Theatre said that research from the Crucible theatre and the snooker world championship showed no difference—a negligible difference—between 25% and 100% capacity. Why are the Government hiding this information from the public, to the detriment of our theatres, our venues and our festivals?
I am very disheartened to hear that events are cancelling, but we need to be clear: events could not necessarily take place under step 3 of the road map. We need to be in step 4 before many of these events can open. So the hon. Gentleman is confusing the release of the publication of a report with the rules and regulations regarding the steps in the road map. They are two different things.

Commons ChamberWe all know that the gambling industry got it very wrong on the campaign on fixed-odds betting terminals. Does the Minister agree that this review is an opportunity for the British gambling industry to get it right and produce an outcome that maximises the fun for people who want to gamble, but minimises the harm? We all know that prohibition does not work; what we need is effective reform.
The hon. Gentleman, who I know is well versed in the industry and is very knowledgeable, is absolutely right. We must get the right balance here, and we expect the stakeholders, the key gambling operators, to play a role in providing evidence in this review. They have contributed already and made some voluntary changes, but I think we would all like to see further changes. They can make those voluntarily; there is always the option of legal regulation at the end of this review, but we do not necessarily need to wait for legislation for the gambling industry to do the right thing. We have seen some positive moves in the right direction and I welcome that constructive contribution. If we need to regulate and implement laws we will, but I would also like to see further changes voluntarily conducted by the industry, as I am sure he would too.

Public Bill CommitteesQ In your first speech as Information Commissioner you made much of the need for businesses to establish trust in relation to data sharing, with which I obviously completely agree. Do you think this Bill could have done more to put safeguards around data sharing in the commercial space?
Elizabeth Denham: Again, I think that trust and transparency go hand in hand. Part 5 is about Government data sharing and sharing with Government providers, so the focus there needs to be on transparency and trust. All Governments are really struggling with this issue, especially in the face of new technologies. How can you make transparency easy and understandable? We have just issued a privacy notice code of practice, which we introduced last Friday. What would help this Bill is if there was a reference to following our privacy notice code of practice, which again is across the public and the private sector and would lend more trust among the public.
Q The UK is one of the most advanced digital economies in the world, yet we heard from witnesses on Tuesday that, in terms of Government data sharing, we are well behind the curve, well behind other countries—that is partly because they are probably more focused on the opportunities. Does this Bill, in your experience, bring us more in line with the best practice you are seeing in other countries?
Elizabeth Denham: I think the approach that the UK is taking in this Bill is a responsible approach. My recommendations are to up the safeguards and improve the transparency. Breaking down the data sharing by type, function and purpose of data is a good way forward. There are some draconian data-sharing regimes in other parts of the world, which are concerning to data protection commissioners. I generally think that the approach here is right, but there could still be some strengthening of the Bill. That would go a long way to assuring more public trust and therefore more buy-in and participation in the digital economy and digital services.
Q If the Bill were not amended in the ways you have suggested, where would that leave us in terms of privacy protection and data protection in the international league table?
Elizabeth Denham: We would not be first at the table in terms of privacy safeguards, and I think we have an opportunity for this Bill to be very strong in supporting the digital economy, digital services and data privacy. I very much encourage Parliament to look at the recommendations that we have made. If no amendments are made, yes, we are slipping behind. If you take a look at what Australia has done recently, they have put a provision in law that any re-identification of de-identified data has a sanction and a penalty next to it. I think that is an excellent idea, and it is another recommendation that we have made here. If no amendments are made, we will make this work from our perspective. We will be coming back to Parliament with a report on what is happening on the ground so that citizens can understand it.
