Since April 2010, the number of senior civil servants has reduced by 16% and the senior civil service pay bill has reduced by 20%. Last year, civil servants helped to deliver more than £10 billion in efficiency savings by changing the way in which Whitehall and central Government operate. We are determined to drive even greater value for the taxpayer while continuing to provide exceptional public services.

Is not the truth that Government cuts have seen many senior civil servants take early retirement, with an enormous loss of expertise and capacity, with increasing staff churn and work overloads, leading to problems like the west coast main line franchise chaos, delays in replying to Members’ correspondence and much else besides?

I wish to take this opportunity to praise civil servants for the work that they have done. With a civil service that is significantly smaller than that which we inherited in May 2010, productivity has improved markedly. The civil service is delivering at least as much as it was before, with fewer people. Engagement scores have stayed high, and I want to praise them rather than run down what they do.

Since I only just heard that term I doubt very much I would use it at the Dispatch Box, and it is absolutely not our intention to delay further progress on devolving powers and decentralising control over how money is raised and spent across all parts of the United Kingdom, including Cornwall. We are doing that in the steps I described earlier: a first wave of city deals, a second wave of city deals, and then implementing the recommendations of the Heseltine review.

T12. A number of countries have abolished the second Chambers of their Parliaments, and Ireland has just decided to follow suit. About half of all Labour Back Benchers in a recent previous Parliament voted for a unicameral Parliament. Will the Deputy Prime Minister now accept that that is one reasonable option for reform of the House of Lords?

Notwithstanding my frustration that we did not manage to introduce even a smidgeon of democracy into the other place, I am not going to throw the baby out with the bathwater and say that therefore we should scrap the place altogether. I remain of the view that there are virtues in having a tension—a balance—between two Chambers. That is the virtue of bicameral systems all over the democratic world. I just have this old-fashioned view that it is best done when both Chambers are elected by the people they purport to represent.

The most important thing to remind the House about in that regard is how the pipelines we have published show British firms, and indeed firms around the world that have a good piece of value to offer the British taxpayer, where they can find contracts.

Britain has a massive trade deficit with the European Union, and it could be reduced if British companies were employed to provide for the Government. How much are the Government doing to ensure that public organisations purchase from British companies, rather than those from the continent of Europe?

I understand the point that the hon. Gentleman is seeking to make. What we seek is best value for the British taxpayer and to use the British Government’s procurement spend to allow for growth as far as possible in this country. We are of course bound by certain EU procurement rules, with which I am sure he is very familiar. [Interruption.]

I am very grateful for what my hon. Friend says. I have met the CST relatively regularly. It is an excellent organisation, and I commend the work that it does to keep people in our country safe. I will look carefully at its research and at his work to see what more we can do.

Austerity policies are causing serious economic damage across the European Union. Among other things, they are causing mass unemployment, particularly among young people. We are now suffering from a threat of civil disorder, which has already started—even in peaceful Sweden. Was there any discussion at the EU Council of unemployment and the threat of civil disorder?

There was a discussion about unemployment because, of course, the rising unemployment in many European countries is an issue of huge concern. The rates of youth unemployment in some southern European countries, such as Spain, Portugal, Greece and Italy, are truly horrific, so more work will be done, including at the next European Council, to look at what lessons we can learn from each other—at what we can learn from countries such as Holland and Germany, which have very low rates of youth unemployment—and I will take a full part in those discussions.

I am quite sure that all my right hon. and hon. Friends always strive for accuracy in this department. It has to be said that I sometimes open my newspaper and am quite surprised to read some of the material published on the subject, so if anyone relies on such newspaper articles, it may be that they are likely to be misled.

Will the Attorney-General confirm very simply that the European convention on human rights was founded by the Council of Europe and is nothing to do with the European Union, and that it is legitimate to be against the European Union while being supportive of the European convention on human rights?

My hon. Friend is entirely right that it is only once every seven years that we have the unanimity lock that enables us to achieve a deal such as this one. I do not share his view that Britain would be better off outside the European Union, but I accept what he says: we need to convince people that Europe and the bureaucracy live on a tight budget. We have taken some steps forward, but I am not satisfied with where we have got to with regard to the costs of the Commission or the other central costs. Six per cent. is still too high and, just as Government Departments here have made and are planning huge savings between 2010 and 2015, the same should apply in Brussels, too.

The future of the euro remains extremely uncertain. Indeed, a wobble in the markets only last week shows how brittle it is. Are there still European politicians who believe that the euro was a good idea and that it is now safe?

The answer is yes. As I have said—we have had this exchange before—I have never supported Britain’s membership of the euro and never will. We are better off outside it, but we have to understand the fact that, for some European leaders and politicians, the euro is an article of faith and they will do everything they can to save their currency. That is why I think we should be planning on the basis of change in Europe; the eurozone requires changes to make sense of its currency, and we should use that opportunity to win changes that are good for countries outside the euro, too.

I very much agree with my right hon. Friend. Our primary concern in public procurement is value for the taxpayer, but it is entirely legitimate to be concerned about ensuring that companies that are—rightly—profiting from Government contracts should be paying the proper amount of tax.

Is not the answer simply to put out a message to all companies that if they do not pay their taxes they will not get the contract?

I do not recall this ever being addressed by the previous Government. We have inherited very large numbers of extremely costly contracts where nobody has taken any interest in this subject at all.

I greatly respect my hon. Friend’s views on and knowledge of this issue. I was not claiming that we had changed the treaty. The point that I was making was that a number of people in the European Union, including the Commission at one stage, had said that it was impossible to write new rules to deal with circumstances in which some were in the single currency and some were outside it, but we had persevered. We said “If you want to go ahead with banking union, this really is essential”, and that is why there is effectively a new system. If more than four countries are outside the banking union, there must be a double majority in favour of a proposal: a majority of those outside, and a majority of those inside.

I am not claiming that we have rewritten the treaties, or that this is a new treaty change; it is not. However, I think that it is a step forward to deal with a deep problem that Europe will have as the single currency integrates further and those outside it want to ensure that they are properly protected.

I am one of those who very strongly take the view that Greece, Spain and Italy can recover economically only if they leave the euro and recreate their own currencies and have their own interest rates. Was there any private discussion about the effect of the imminent departure of Signor Monti and the re-entry into front-line politics of Signor Berlusconi on the future of Italy in the euro?

There was not any open discussion about that issue, although I understand that Signor Berlusconi was in Brussels on the day of the European Council. My view is that these are issues for the countries in question. We can all have our views about the economic position of these countries, or indeed the political choices they make, but in the end, if we believe in democracy, we have to allow the Greek, Italian and Spanish voters to elect Governments who reflect their views. That is the way it has to work.

I absolutely agree with my hon. Friend. He is completely right to talk about the importance of working with other countries. I commend him on all the very good joint working that he managed to do in encouraging colleagues to go and campaign in the Corby by-election.

The Prime Minister and my right hon. Friend the Leader of the Opposition made much talk of agriculture today. Is it not time to call for the abolition of the common agricultural policy and the restoration of agricultural subsidies to national Governments, not the European Union?

After the coalition Government formed, we put in place the efficiency and reform group, which is driving a much more business-like approach to those areas of activity that run across government: the procurement of common goods and services; property; the management and oversight of major projects; and information and communications technology infrastructure, which was wholly unco-ordinated. All this is driving savings in the cost of government, but we need to do much more. The key to that is developing much more interchange between the private sector and the civil service, which the head of the civil service is committed to driving forward energetically.

Will the Minister confirm that “reform” is not just code for privatisation, outsourcing and politicising the senior civil service? Will the civil service be retained as a neutral service to government, with proper ministerial responsibility?
