Yes; we are taking steps, and the right hon. Gentleman is right that we should take further steps. I think there will be agreement about that across the House.

Q14. The announcement that pubs and music venues will receive a much-welcome reduction in business rates is a positive step. However, in our manifesto we did promise root-and-branch reform of business rates. Hospitality and leisure businesses in my Stourbridge constituency are facing a projected £20,000 increase in business rates over the next three years, along with employment cost increases and energy costs. Hospitality and leisure play a vital role for our communities, providing jobs and spaces to socialise in, so will the Prime Minister consider a similar rates relief package for hospitality and leisure?

My hon. Friend is right that we need the conditions for flourishing high streets. That underscores the importance of six interest rate cuts, the £5.8 billion that we have put into Pride in Place, and the work to put money in people’s pockets. I am pleased that we have delivered a 15% cut and a two-year freeze for pubs and live music venues. That comes on top of the £4.3 billion to support businesses, and permanently lower rates for retail, hospitality and leisure properties.

The most chaotic Budget was the Liz Truss Budget. It did huge damage to our country, and we are still suffering from that damage. What did the right hon. Lady say about Liz Truss? She obviously does still think it. When asked, “Was Liz Truss right?”, she said, “100% right”. It was the most chaotic, damaging Budget there has ever been, and she sticks by it. I am very interested to see her response to this Budget, if she thinks Liz Truss got it right.

What we are doing is focusing on cutting waiting lists, cutting the national debt and cutting the cost of living. We are renewing our country—a Labour Budget with Labour values, delivering for the British people.

Q5.    At the moment, everyone is being bombarded with adverts and emails for Black Friday encouraging them to spend money on so-called time-limited deals, leading to panic buying and increasing debt and buyer regret—not to mention the impact on the planet, with delivery and returns of goods responsible for millions of tonnes of CO₂ emissions. Does the Prime Minister agree that instead of rushing to buy online, people should look to their high streets to support local businesses and keep money in the local economy this Christmas?

I want to see our high streets thriving, and I encourage everyone to support local businesses this Christmas. Through our small business strategy, we have delivered a £3 billion boost to help small businesses expand, and we have introduced the most significant reforms in 25 years to tackle late payments. The Chancellor will have more to say about that in just a moment.

What we contribute into a pot is parts for fighter jets, and if we were to stop that, they could not be used by other countries in other conflicts, including those in which we are involved—[Interruption.] The hon. Member does not know the detail at all. They are not sold directly. They go into a pot. If we were to stop that, they would not then be available to others around the world who desperately need them in the conflicts they are engaged in, and that is why we will not do it.

Q13.   The dementia gateway in my constituency was recently at risk of closure following £42 million-worth of budget cuts by the Conservative-run Dudley council. The gateway is a vital service for dementia patients and their carers, providing daytime activities and advice and support from trained advisers. Following a well-fought campaign with cross-party support, the dementia gateway has been saved. In this Dementia Action Week, will the Prime Minister join me in congratulating Lisa and the campaigners? Does he agree that such services are essential and that they support the Government’s mission to provide quality care in our communities close to home?

I thank my hon. Friend and celebrate Lisa and all those who have saved this important source of local support. The Conservatives left local councils on the brink, unable to provide these vital services, letting down patients across the country. We are committed to improving dementia care through our plan for change, which is why we provided a £69 billion boost for local government, invested £26 billion in the NHS and made £3.7 billion available for social care, including an £880 million increase in the social care grant.
