I am proud of that vote at the time, and proud of the work that our country has done on development. This is not a decision that I want to make, and I absolutely want us to get back to more funding on overseas development and increasing those capabilities. Some of that will be helped if, as we are doing, we get the asylum backlog down and stop using that money to pay for hotels, which is not what it is intended for. This has been a difficult decision. The right hon. Gentleman knows how much I value overseas development and how important it is, but I thought, and think, that the most important thing today is to be clear about the commitment we are making on defence, to spell out the reasons that we are making those decisions, and to set out penny and pound exactly how it will be funded. I would not come to the House with a plan that was not credible and not costed, because that would be far worse for our country, but I accept the tenor of what he says about the importance of the issue.

I thank the Prime Minister for his statement and for the leadership that he has shown in these uncertain times. As the Member of Parliament for the home of the British Army, I know that this is hugely welcome news for my constituency and that my community is ready to serve. What will the Prime Minister do to help to create jobs in the defence sector in my community?

I thank my hon. Friend for her question. Given the make-up of her constituency and constituents, they are hardwired for this. This is an important obligation that we must rise to, but it is also an opportunity to ensure that the jobs that will be generated are British jobs, with British skills, in all our constituencies. We will endeavour to ensure that that is the case.

The right hon. Lady is right to say it is one of the worst scandals; it is terrible. That is why I acted on it. Her recently acquired view is that it is a scandal, having spent a lot of time on social media over Christmas. Not once in eight years did she stand here and say what she has just said—not once in eight years. The previous Government did not act on the recommendations. They want a national inquiry. We had a national inquiry: the Jay inquiry. The report made 20 recommendations—not a single one implemented. She talked about doing two things at once. The Conservatives cannot kill the Bill this afternoon—wreck the Bill—and protect children.

Everyone will remember the dreadful case of Sara Sharif. This is the girl who was taken out of school and abused by an abuser. This afternoon’s Bill fixes that gap. I am looking across the House, and I know there are hon. Members on the Opposition Benches who know very well that what is in this Bill is necessary, that it is the right thing to do, and would want to vote for the Bill. I urge them to think twice about following the short-sighted, misguided, bandwagon-jumping, non-leadership approach of the Leader of the Opposition.

Q3. My constituent Annemarie, like countless other armed forces families across Aldershot and Farnborough, is living in shabby military accommodation which, after 14 years of Conservative neglect, is simply not good enough. I therefore welcome the Ministry of Defence plan to buy back thousands of homes in my constituency. Will the Prime Minister set out how sorting out the bad deal left by the Tory Government will make life better for Annemarie and others like her living at the home of the British Army?

I thank my hon. Friend for her question. We all owe an extraordinary debt of thanks to those who serve. By reacquiring over 36,000 service family homes, including 1,700 in her constituency, we can rapidly transform substandard accommodation. The deal we have done also saves the taxpayer around £230 million per year in rent and follows the largest pay rise for the armed forces in over 20 years. There is, of course, still work to do, but this is a major step forward.

As the right hon. Member will know, we made the economy the centrepiece of our Budget, and we will do everything that we need to do to ensure that our economy grows, and that is measured in living standards going up for working people across the country.

Q5. Many families across Aldershot and Farnborough have struggled for years to get their children with special educational needs the help that they need. It is therefore shameful to read the misguided claims made by the Leader of the Opposition that autistic people“may well get better treatment”and receive economic privileges and protections. Will the Prime Minister stand with the families of autistic children, and distance the Government from those awful words?

I will leave the Leader of the Opposition to respond to those words. As the recent National Audit Office report exposed, children with special educational needs and disabilities were being failed by the system under the previous Government. This has come up I think five times in the last two or three weeks at PMQs. It is clearly a serious issue. Our focus will be on ensuring that every child receives the right support to succeed in their education.

Q9. Our leisure centre in Farnborough was knocked down by the Conservative council, which made empty promises to replace it with an expensive civic hub, with no viable plan to pay for it. Will the Prime Minister help to secure the funding that Rushmoor borough council needs to rebuild our leisure centre, so that Labour can start delivering change after years of Tory failure?

I welcome my hon. Friend to her place. She is the first female and first Labour MP for Aldershot, and she is doing a superb job for her constituents. Rushmoor borough council was left with a shortfall of over £19 million over the last four years. The running down of local services has been one of the most painful features of the last 14 years. We will work hand in hand with councils, including on multi-year funding settlements, and with local leaders to develop and make sure the services that are needed are there.
