Commons ChamberI pay tribute to the health and social care workers, education and childcare workers, those working in the food supply chain, local government, civil servants, utility workers, food bank workers and everyone in my constituency who is fighting in my constituency of Jarrow and across the country day in, day out in the fight against this virus.
I am sorry to say, however, that it seems to me that, on just about every measure, the Government are losing control and, sadly, we are going backwards in this fight. This lack of control has seen the Government resort to treating the north of England as some sort of sick experiment this week. It is beyond belief that now, because London has moved into tier 2, the Chancellor has rejigged his support package and now gone some way in addressing what we in the north have been asking for for weeks. Previously, it fell on deaf ears. Why did it take London going into tier 2 for this to happen when areas like my constituency of Jarrow in the north-east have been in similar restrictions for many weeks? This has come far too late for some and is no consolation for those who have already been made redundant or for businesses that have already closed. Significant economic damage has already been done. The new support will help going forward, but we still need a bold strategy to level up our region to stop covid from further increasing existing inequalities.
Now let us have a look at the money wasted by this Government. We have seen £108 million for a PPE contract going to a firm that is best known for making sweets—it has certainly left a bitter taste in my mouth—and £12 billion for a private track-and-trace system that is now reaching fewer than 60% of close contexts. The only people benefiting are Dido Harding and her Tory mates. With the constant changes in guidelines and restrictions, we are going round in circles. The Government must listen to Labour’s call for a national two to three-week circuit breaker that will give us a chance to fix testing, protect our NHS, and save livelihoods.
Moreover, the Government’s new plans for the job support scheme are still not enough. People on low wages are already struggling, and today’s announcement still leaves many to fall through the cracks. It is still not as generous or as well targeted as others, like the German scheme, and other European countries extended their furlough schemes through to next year months ago, giving certainty and clarity—and those schemes are not dependent on tiers. We must remember that the cost of living in England is much higher than in our European counterparts. We have the highest rents in Europe and pay some of the highest bills for our gas and electricity, so receiving a fraction of what is an already low wage is pushing many further into poverty. Renters who are struggling financially can now, of course, be evicted.
The Government need to stop jumping from one announcement to another. Businesses need to be able to plan in order to survive, and the Government need to stop their haphazard approach. If the Government had had a clear plan from the start, then we would not be where we are now. The Government must change tack, as well as moving to a circuit breaker. They must ditch the proposed job support scheme and extend the 80% minimum furlough scheme across the country. The confusion in the Minister’s eyes says it all. The Government have lost control of the virus and lost control of the message, and they are now completely ignoring the scientific advice from SAGE. My constituents and those across the country deserve better.
The last speaker from the Back Benches will be Greg Smith. I know that many Members who have waited to speak this afternoon will be disappointed, as quite a large number have not been called. I must point out that all the people who have not been called are those who have spoken many times in recent weeks. I am sure that a little arithmetic will show that with the number of Members there are, 650, and with the amount of time that we have to debate every day, which is eight hours, it is actually not possible for most Members of Parliament to make more than one speech in a week or several speeches in a month. It is not possible and it is not normal.

The petition states:
The petition of residents of the constituency of Jarrow.
Declares that it is vital that high quality, compassionate palliative and end-of-life care is accessible across the country; further declares that each person who is nearing the end of their life should feel safe in the knowledge they will receive the very best care and be supported to die peacefully and painlessly; notes that in the Jarrow constituency, St Clare’s hospice collapsed into insolvency in January 2019 after more than 30 years, leaving the borough without an end-of-life care facility; and further notes that a petition requesting to keep palliative care at the Primrose Terrace site in Jarrow, rather than setting up an alternative site elsewhere within the borough, has received 13,500 signatures.
The petitioners therefore request that the House of Commons urge the Government to support the NHS South Tyneside Clinical Commissioning Group in reopening the St Clare’s hospice site at Primrose Terrace, Jarrow.
And the petitioners remain, etc.

Commons ChamberI am grateful for the opportunity to speak in this important debate.
Over three years after the Grenfell Tower fire, any improvements to fire safety legislation are of course welcome; however, the Bill in its current form is only a modest improvement on the current fire safety regime. I do not have the experiences of so many hon. Members speaking in this debate today, but as the daughter of an ex-firefighter I certainly understand the importance of these issues, and I share the concerns highlighted by the Fire Brigades Union that the views and concerns of the people who live and work in high-risk buildings should be at the heart of the new system of fire safety across the UK.
That means that the voices of tenants must be heard in this process. Residents have raised concerns about the removal of flammable cladding and the role of waking watches. It is disturbing that three years on from Grenfell, there are still issues around the removal of flammable ACM cladding from both social and private-sector tower blocks. Coronavirus has caused many contractors to stop work on cladding sites, while others have not even begun due to complex legal disputes. These delays mean that residents of buildings continue to face extortionate fees for interim safety measures, most commonly waking watch. The National Fire Chiefs Council’s advice on waking watch has become outdated. Its guidance suggests that waking watch should be a temporary measure, yet some residents have been forced to pay for waking watches for a number of years. This is not a sustainable solution. New clause 5 would require both this Government and the Welsh Government to specify when a waking watch must be in place for buildings with fire safety failures.
The voice of firefighters also needs to be heard with regard to the Bill. The FBU believes that this legislation requires investment in professional firefighters and an expansion in the number of fire inspectors. Therefore, I have great concern that the Bill gives little consideration to the additional costs to the fire and rescue services in implementing these additional inspections. That comes on top of Government cuts to central funding to fire and rescue services by 28% in real terms between 2010 and 2016, followed by a further cut of 15% by 2020. These cuts have led to 11,000 fewer fire service personnel—that is 20% of the service. On Boris Johnson’s watch as Mayor of London, in eight years the London Fire Brigade was required to make—

On the Prime Minister’s watch as Mayor of London, in eight years the London Fire Brigade was required to make gross savings of over £100 million, leading to the cutting of 27 fire appliances, 552 firefighters, 324 support staff, two fire rescue units and three training appliances, the closure of 10 fire stations and a reduction in fire rescue unit crewing levels. Ministers must commit to funding fire and rescue services sufficiently to ensure that fire authorities are able to inspect and enforce these new measures.
In conclusion, last October the Government promised to implement the recommendations of the Grenfell Tower review in full and without delay. Nearly a year later, this Bill does not contain a single measure recommended by the inquiry. Therefore, I will be supporting new clause 1 as it places robust requirements on building owners or managers to implement the recommendations from phase one of the Grenfell Tower inquiry. I will also be supporting new clauses 2 to 5. I urge the Government to make true on their promises: back the amendments and put everyone’s safety first.

Ahead of today’s debate, and like my hon. Friend the Member for City of Durham (Mary Kelly Foy), I received hundreds of emails from constituents asking me to ensure that the NHS is kept off the table in any trade negotiations. I share their concerns. We know that the United States and Donald Trump expect a trade deal very much on their own terms. We also know that for the President of the United States the interests of corporate America come first and that he will demand that the NHS pays higher prices for US drugs in a trade deal with the UK.
Over 60% of my constituency of Jarrow voted in favour of leaving the European Union in 2016, but they did not expect it to lead to our NHS being controlled from outside the UK. Over the past few months, the NHS has coped tremendously throughout the peak of the coronavirus pandemic, even though it has not been properly funded for years—over 10 years—owing to the Government’s unnecessary and unwelcome programme of austerity. The coronavirus pandemic has demonstrated the importance of healthcare being accessible to all. However, as the Bill currently stands, it gives no protection to our NHS. We know that our NHS has already been turned into a market, making services vulnerable to being included in the deal unless they are clearly and comprehensively excluded. I can see no evidence so far that the Government want to ring-fence the NHS and keep it out of trade discussions.
The Bill also gives no role for Parliament to review or oversee trade agreements, weakening parliamentary democracy. Those on the Government Benches argue that the UK has taken back control of its trade policy, but do they not find it ironic that, compared with what is being proposed now, there was more parliamentary scrutiny and democratic oversight of trade policy when we were part of the European Union?
We also need to ensure that both public health and social care data relating to UK citizens are protected. Research by Global Justice Now concluded that the United States wants its companies to have unrestricted access to UK data, including NHS health records. The value of that health data is estimated to be about £10 billion a year. The Bill in its current form gives free rein to UK data being moved to servers in America. That could mean that the NHS would be unable to analyse its own health data without paying royalties and could find itself buying back, at considerable expense, diagnostic tools, medical technologies and expertise, even when they have been created from freely exported NHS data.
It is not just the NHS that is at risk. The Bill, as it currently stands, says nothing about climate change, human rights or workers’ rights. We need to ensure that any Bill passed protects the employment rights or terms and conditions of employment for public sector employees and those working in publicly funded health or care sectors. Failure to protect our NHS will be yet another broken promise from Boris Johnson that insults us all, but particularly the sacrifices made by our wonderful NHS and care staff. Failing to protect our NHS will mean that instead of a pay rise and a stronger NHS, we will get more US companies profiteering from our ill health. However, it is not too late to put in place strong protections for our NHS, and I call on the Government to commit to protecting our health service so that it cannot be subjected to yet more privatisation through trade deals.
