Commons ChamberI start by welcoming the return of the devolved institutions to Northern Ireland, following the publication of the “Safeguarding the Union” Command Paper earlier this month and the Windsor framework, which was agreed exactly a year ago yesterday. Let me also take this opportunity to mention that the Northern Ireland Human Rights Commission and the Equality Commission for Northern Ireland will celebrate their 25th anniversaries on Friday.
The Government are doing all that we can to support the Independent Commission for Reconciliation and Information Recovery in delivering effectively for victims and families. Significant progress has been made since the ICRIR was established in December last year, and I expect the commission’s doors to open on 1 May.
It is deeply concerning that the Government’s own imposed 1 May deadline means that inquests will be unable to conclude as they otherwise would. We have heard reports that there was only one specialist in the Ministry of Defence dealing with these inquiries, and that possibly MOD delays in providing material have caused additional hold-ups. We really need to understand what the Government are doing to ensure that inquests can conclude by the Government’s self-imposed deadline.
I humbly remind the hon. Lady that the original deadline, before we tabled amendments to the Act, then a Bill, in the House of Lords, was 1 May 2023, so there has been an extra year. The Government continue to assist the Northern Ireland courts in good faith on legacy matters. There is no question of the Government deliberately seeking to frustrate inquests. The Act allows a coroner to request a review of a death by the independent commission, led by chief commissioner Sir Declan Morgan, if the inquest has not been concluded via the coronial process by 1 May 2024.

I thank my right hon. and learned Friend for his wise question, and I can give him that assurance. The processes behind the issuing of freedom of information answers have been very well checked and will, I am sure, be checked and checked and checked again—and, I believe, simplified, with much more senior eyes making sure that information goes out correctly.
I was in Northern Ireland during the week after the breach, and the fact that officers continued to go out and go about their duties is a testament to them and their service. However, it is unacceptable that the job they do remains a secret from many people, and that we somehow think this is normal in Northern Ireland 25 years after the peace process; it would not be normal in any other part of the United Kingdom, or in Ireland. What is the Secretary of State doing with the co-guarantors of the peace process, the Irish Government, and those in the field more widely to deal with what is now clearly a crisis?
I personally agree entirely with the first part of what the hon. Lady has said. Policing should be much more normalised in Northern Ireland, as, indeed, life should be. However, there is an interesting, rich and troubled history in Northern Ireland that has led us to where we are now. What the Chief Constable did in introducing community policing means that the hon. Lady will be able to walk around all sorts of places and have the sense of a much more normal policing experience.
I have had conversations with my Irish counterparts, although this is very much an issue that rests with the UK Government, but everyone is interested in how freedom of information requests are now dealt with.

Commons ChamberIndeed. When I spoke to Dáithí earlier, I asked him whether he fancied his chances of being elected to this House and trying to put us all straight. A bit of common sense would probably go a long way in our dealings, and he and his family have displayed it in huge quantities.
Dáithí also met Mr Speaker and is now the proud owner of a Speaker teddy bear. I could make so many jokes, but I would never be called again if I went down that route. I know that he and his father Máirtín enjoyed meeting Mr Speaker. This change goes to show what can be done in politics when everybody comes together.
I will save my remarks on the technical details of the amendments for Committee, which I hope will commence shortly.
I have spoken a decent amount about the Bill’s dates and timelines, so I will conclude my remarks by noting an anniversary of which hon. and right hon. Members on both sides of the House are keenly aware—the upcoming 25th anniversary of the Belfast/Good Friday agreement. Members throughout the House will doubtless join me in celebrating the progress that Northern Ireland has made since that historic agreement, which has served as an example of peacebuilding across the world. Looking back on the signing of the agreement, and the great strides that Northern Ireland has made since then, gives me a great deal of optimism, but I am also struck by the huge importance of delivering the functioning devolved institutions that the people of Northern Ireland endorsed by voting for it.
This Government will always seek to implement, maintain and protect the Belfast/Good Friday agreement, and, as I said in my opening remarks, the restoration of the Executive therefore remains my top priority. The Bill will help to bring that about by avoiding an unwelcome election and providing space for the parties to work together to end the current impasse, but, of course, the Bill alone will not be enough to achieve that. We now need all Northern Ireland’s locally elected leaders to work together once again to make the most of the opportunity that it presents. I hope that they will take their cue from those who went before them and secured the Belfast/Good Friday agreement, and display the co-operation, courage and leadership that are needed to deliver functioning devolved government in Northern Ireland.
The British-Irish Parliamentary Assembly, of which I am a vice-chair, will meet for a session in Stormont in early March—led by the right hon. Member for Staffordshire Moorlands (Karen Bradley), who is not in the Chamber—bringing together people across the jurisdictions and across all parties, as happened before 1998. Those informal ties are very important, but it is also important that parliamentarians on all sides understand where we have come from and, crucially, look forward to where we are going. Will the Secretary of State endorse that aim, and encourage Members in all parts of the House to become more involved in cross-jurisdictional organisations so that we can understand each other and get ourselves out of the current impasse?

Commons ChamberThere were a number of questions on this at oral questions, but I am not sure if my right hon. Friend was in his place. The Northern Ireland Troubles (Legacy and Reconciliation) Bill is about to have its Second Reading in the other place, and I look forward to working with everyone to make sure it gets to the right place. Lots of people are not happy with that Bill, and I tried to explain to the hon. Member for Barnsley Central (Dan Jarvis) earlier that it will never please everyone. However, I believe we can improve that Bill through the parliamentary process in the other place to encompass both its critics and its supporters. That will make the Bill a whole lot better.
The British-Irish relationship has been somewhat problematic for a couple of centuries, rather than just since 2006. The Secretary of State is in for a long haul. This is the easy bit, because we have not yet diverged from the European Union. Brexit has divided the island and, as the UK seeks to diverge, there will be more problems of this nature. He referred to the three strands of the Good Friday agreement, and he needs to make sure those three strands are fully implemented to help us through both this crisis and the forthcoming crisis. What action does he propose to take with regard to strands 2 and 3?
I intend to spend a lot of time working on all three strands. I would like to think the hon. Lady has already noticed a complete change in tone, emphasis and friendship between the Government of Ireland and the Government of the United Kingdom. How we work is based on respect and trust, which is what I intend to bring to all my relationships both with institutions based on the three strands and with those outside the strands.

Commons ChamberI thank my hon. Friend the Member for Hazel Grove (Mr Wragg) for securing this important and timely debate. Indeed, I think it was through him that I was first informed about the issues addressed in his speech. It is fair to say that ever since, he has been fairly persistent in his contact with me and, indeed, Northern trains and others to build a coalition to try to get services reinstated on the line.
I hope momentarily to draw the Minister away from Cheshire and the north-west. Last October, my constituency neighbour, the right hon. Member for North Somerset (Dr Fox), had an Adjournment debate on the subject of the Portishead line, which I also supported. We are very keen to see that line expedited. I wrote to the Minister further in August and hope he can look into that so that I can share in the good wishes of the hon. Member for Hazel Grove (Mr Wragg).
I will honourably take up the hon. Lady’s offer, because what is going on in Portishead is a very positive piece of news. I look forward to having conversations with her to move that forward.
We are, though, talking about Rose Hill and Hazel Grove. My hon. Friend the Member for Hazel Grove has been building a coalition to reinstate his and his constituents’ much-loved services. He has done a very good job. We know him in this place as a hard-working chairman of a Select Committee and a great parliamentarian, but now we also know that he is a hard-working, caring and great constituency MP. He has demonstrated how he is willing to work with others from other political parties to get a result for his, and their, constituents. I put on the record the work that I know has been done on these issues by the hon. Members for Stalybridge and Hyde (Jonathan Reynolds), for Denton and Reddish (Andrew Gwynne) and for Stockport (Navendu Mishra). I was pleased that we all had an opportunity to discuss this matter with the managing director of Northern trains last Friday.
As my hon. Friend the Member for Hazel Grove knows, I was concerned to hear that the Rose Hill service had been temporarily removed until December 2020. Let me be clear that Northern took this unwelcome decision itself, to maintain operational performance by increasing services overall while it managed its recovery from covid-19. Alas, prior to the pandemic Northern already had an intensive driver-training-programme backlog, but extra delays caused by the epidemic, combined with staff self-shielding at home, have meant that Northern has had to take steps to prioritise its available-and-competent driver resource to where it is most needed.
Northern made the decision to temporarily suspend services from Rose Hill because it believed that, given the availability of other train routes, stations and public transport options for Rose Hill passengers, that would have less impact for local customers than for those of other stations and routes. Northern says that it did not take the decision lightly. It anticipated and hoped that the provision of a replacement bus service and the availability of train-travel options from other stations close by would enable Rose Hill passengers to return to work and school with minimal disruption. None the less, Northern recognises that the decision, although made with the best interests of its customers network-wide in mind, caused significant concern and frustration among passengers, local-friends groups and Members of Parliament.
As we have been slowly exiting from lockdown and seeing Britons get back to work, the railway has rightly been increasing services to meet passenger demand and expectations. This Monday, on 14 September, there will be an additional service uplift for many passengers across Northern’s network. Train operators overall have been asked to restore a timetable that maximises the opportunities for passenger travel while maintaining the excellent performance levels we see at this point in time. I assure all Members that the rapid return of a good, regular, resilient timetable on the line is our priority.
Having listened to Members’ concerns, I can inform them that Northern has reviewed its timetable and outlined improvements. But I have challenged the operator to do more—immediately—for the passengers in the Rose Hill area. Moving resource around has enabled Northern to provide some glimmer of light for passengers on this line. Northern has prioritised the running of services for its customers that will be both resilient and reliable, rather than ramping up its services quickly. That is something I insist on: we need a reliable railway if we are to have a railway at all. It is focusing its efforts on the morning and evening peak times, using customer feedback to get essential workers to where they need to be. Literally moments before this debate commenced, Northern informed me that it intends to introduce two trains in the morning, Monday to Friday, for Rose Hill Marple from 14 September. They will arrive at 8.11 am and 8.36 am respectively to ensure that Northern can meet key school demand. There will also be an afternoon service to meet school demand, arriving at Rose Hill Marple at 3.14 pm and getting to Manchester Piccadilly half an hour later.
I would like to think that the coalition my hon. Friend the Member for Hazel Grove brought together—the voices of his residents and the voices of Members of Parliament, hopefully amplified by me as the Minister—has been listened to by Northern in the conversations we have all had with the operator.
