Today’s debate is undoubtedly about whether that is the right approach, but I want to be clear that, in the Republic of Ireland, a referendum is required for constitutional change. That is not the situation in the United Kingdom, including in Northern Ireland. I want to be clear that there are very significant differences. We do not know what the Irish law will look like. That has to be debated and then taken through both Houses of the Irish Parliament. We cannot simply read across from the vote. The referendum was decided by the people of Ireland, and the process is now to be taken forward by the Irish Government. It is clearly a matter for the Irish, and it should not be implied that that should automatically extend to the people of Northern Ireland.

I am interested in the Secretary of State’s thoughts. She is of course right that the situation is very different in the Republic, but the situation across the island of Ireland is now very important. What has happened has massive implications for Northern Ireland. Has she spoken to the Irish Government about the implications of women travelling from the north to the south, and about the relationship now, in the spirit of the Good Friday/Belfast agreement, regarding this issue on the island of Ireland?

I have of course spoken to the Irish Government, as I do regularly, and as I do with all the main parties in Northern Ireland. However, let us be clear: this referendum was to allow a change in the law. The law has not changed in the Republic. In Ireland, there is still a prohibition on abortion, as there was previously, and it is now for both Houses of the Irish Parliament to debate what the law should look like. I make the point that this is not a simple process. It takes time, and the matter will need consideration in the Irish Parliament.

I am a strong supporter of the right of women to autonomy and choice, and it is right that in this place we highlight the appalling treatment of women in Northern Ireland, as we would highlight discrimination in any other part of the world. Given that the 1861 Act is a UK law, it is also right that this Parliament debates—and, I hope, in time repeals—the relevant sections. I do however, wish to use the brief time available to utter a few words of caution about the next political steps we take to make the change that we want to see.

I am vice-chair of the British-Irish Parliamentary Assembly, and our Committee D, many members of which are present, is in the middle of an inquiry into abortion across all jurisdictions of Britain and Ireland, including the Isle of Man, which I do not think has been mentioned today. We paused our work to allow for the Irish referendum, but we will continue our debate following this weekend and in the coming months.

The Republic of Ireland vote on the eighth amendment is transformative, not just for women in the Republic, but for women around the world whose politicians have not heeded the need for change in respect of votes of what has been termed conscience. The referendum result will have major implications, not only for Northern Ireland in terms of the debate on the rights and wrongs of abortions, but for the practical realities. The referendum vote is transformative for all people across the island of Ireland. Women from Northern Ireland will now have the ability to travel into the Republic for abortion services, once those are up and running. They will not have to get on a plane or a boat; they will be able to walk into Cavan, Monaghan or Donegal at any point and probably access abortion services. They will be able to take a short bus ride.

Will women have to apply for funding, as agreed by this Parliament, to travel into the Republic of Ireland? Will the reciprocal healthcare rights apply to terminations? Do they apply as part of the European Union? Do they apply under the spirit of, and the rules that govern, the Good Friday/Belfast agreement? Has the Secretary of State discussed implementation with the Irish Government? There is merit in an all-island view of this issue. There is a debate in Northern Ireland about whether abortion is an issue of human rights or healthcare, with one of those subjects within our purview and the other not. It is not a binary issue.

This debate is helping to spotlight the scandal that is the collapse of the Northern Ireland Assembly. If the politicians cannot agree, how are we going to get them to make some kind of future Act? There is discussion about whether a civic forum is the way forward for Northern Ireland, but I am not entirely sure how that would be made a reality, given that the Assembly is not in place.

We have heard a lot of assertions about what people think. Members from Northern Ireland are quite right to say that they have a mandate to be here and say what they have said; others have a mandate not to be here. We do not know what people in Northern Ireland think because we have not asked them directly. That is the political reality. There is unlikely to be any change in the electoral mathematics in Northern Ireland at any time soon. The law is complex in this policy area, and it is no good pretending it is not.

The Government cannot now be let off the hook on this issue, and we need to understand how they will unblock this situation. I am not generally in favour of referendums —I think they do not go that way—but a referendum should be considered as a tool to unblock the political situation. What discussions have the Government had, or will they have, with the Irish Government about the all-island situation and implementation? What support will be given to women who travel to and access abortion services in the Republic of Ireland? What is stopping the Government going directly to the people of Northern Ireland for a view on this issue?

The hon. Gentleman will know that the Northern Ireland civil service had started work on efficiencies before the Executive collapsed. Those things had been talked about within ministries while there were Ministers in place at Stormont, so this is about working forward from the programme of government to deliver those efficiencies, which Ministers had previously been looking at. I recognise that this is all terribly difficult to explain, but we are working within the boundaries of what we can.

I very much welcome the strong commitment in the statement to the Belfast Good Friday agreement. There is no doubt that Northern Ireland needs the funding—indeed, an end to austerity would be welcome in Bristol South and the rest of the United Kingdom—but in tying up the money for confidence and supply, the strength of that case is undermined. What impact assessment has the Secretary of State done on the confidence and supply money?

As I have said, the agreement on the confidence and supply money is publicly available on the internet. It recognised the priorities and the issues that needed support and additional funding. This process has not been easy—balancing a budget is never easy—but we have done it while mindful of the commitments made in the confidence and supply arrangements and the previous work that had been done.

I thank my right hon. Friend for his remarks, because he speaks with real, lived experience of this. He knows exactly what happened at St Andrews, and he knows that it has been precisely the role of Prime Ministers in trying to push through change and to get people to find agreement that has led to a breakthrough.

It is entirely true that not all the instances when we have deployed Prime Ministers have been successful. It may be that Prime Ministers in the current era enjoy less power and influence. Indeed, the Taoiseach may enjoy less power and influence over some of the players in this, too. However, this is another tool in the Secretary of State’s armoury, so I cannot understand why he will not deploy it. It is utterly inexplicable that the Prime Minister has been to Northern Ireland only once—and then for a scant 20 minutes—during her entire period in office. It is beholden on her now to get involved. [Interruption.] The Secretary of State is interjecting from a sedentary position. I do not think he has said anything that would lead me to believe that the Prime Minister has engaged personally in any of the talks process. She has made a few phone calls, but she has not, in any substantive fashion, sat down face to face in Belfast with any of the leaders of the parties, and she is not involved in a roundtable. There is a duty on the Secretary of State to lead—

Surely the importance of the Prime Minister bothering to visit Northern Ireland is that it would give hope to the people of Northern Ireland that someone beyond the failed Executive—from the highest level in this Parliament—has their best interests at heart, and is prepared do something about the abhorrent situation that we are facing.

I think that people in Northern Ireland will not understand why their Prime Minister—the Prime Minister of Great Britain and Northern Ireland—seems so distant from this process. I cannot understand why she is not getting stuck in. I think she ought to, and I think the Secretary of State should urge her to.

If the Secretary of State fails, and if the other avenues that I propose do not work, he needs to start spelling out what he is going to do. DUP Members have stressed that they want him to spell out when he is going to introduce direct rule Ministers. If he does that, he will also need to spell out what he is going to do to try to keep the institutions alive, to allow such things as the north-south arrangements to persist and to be properly served, and to enable proper input from the Irish Government during direct rule. That needs to be considered so that the spirit as well as the letter of the Good Friday agreement is adhered to.

I point the Secretary of State to the experience of the previous Labour Government in the period before d’Hondt had been deployed and before we had Ministers and an Executive in Northern Ireland. In 1999, a budget was given to the Northern Ireland Assembly by the then Minister, of whom questions were asked beforehand. The Secretary of State could perhaps deliver the next iteration of this budget in April to a shadow Assembly so that he could be properly scrutinised, with people with a really detailed understanding of the minutiae asking him the correct questions. I think that that would be a step forward.

Let me make some suggestions about the priorities that the Secretary of State should have in the event of his failure to bring into being the new institutions. First, he should consider the victims of historical institutional abuse in Northern Ireland, some of whom are sitting in the Gallery tonight. This is a desperate state of affairs. Just two days after the Hart report came up with clear recommendations, the Assembly collapsed. The victims have sat for 10 months without any progress being made on those recommendations. I put it to the Secretary of State that there is widespread agreement across the parties about the way forward, particularly in respect of the notion of an interim payment for the victims. I cannot understand why he will not deploy all his best efforts to bring about quick action. As I have said, David Sterling has indicated in an email to the victims today that he wants to act quickly. I urge the Secretary of State to support him in doing so.

Secondly, may I ask the Secretary of State to consider the plight of another group of victims in Northern Ireland: the victims of the troubles? He will know that there has been a very live debate about the notion of a victims’ pension for the 500 or so people who are most mentally and physically scarred by the troubles. There is political disagreement about whether we can afford to allow that to capture a few people who were injured, as it were, by their own hand. That is controversial in Northern Ireland, but I think there is a moral imperative to look beyond the political difficulty. If the Secretary of State is in the position of being a direct ruler, I urge him to act on that moral imperative and provide a pension for all victims of the troubles in Northern Ireland.

Financial decisions will remain with the Northern Ireland civil service. I take the hon. Gentleman’s point about voluntary and community sector organisations, and I have raised that with the Northern Ireland civil service. I am seeking to provide as much certainty and assurance as possible, because I know just how important those organisations are in delivering services across Northern Ireland, and I pay tribute to all groups that do such an incredible job.

The hon. Gentleman points to decisions on infrastructure, and we would obviously like other public sector reforms. It is for the Northern Ireland civil service to do that work at this point. If possible, we obviously then want a devolved Government to move in and take those decisions, but if that is not possible, we will need further careful reflection on the next steps.

I am vice chair of the British-Irish Parliamentary Assembly, which recently met in Liverpool. The Under-Secretary of State for Northern Ireland, the hon. Member for Norwich North (Chloe Smith), addressed that meeting, and many right hon. and hon. Members were there. It was a grouping from across these islands, and across parties, and people with very different views were able to discuss and debate. It is important that such forums continue, including those established as a result of the Good Friday agreement. Such forums are critical, and decisions and conversations take place during them. My experience of this place is that people are not aware of the history, politics and passions that arise in this House, and that statements in this House have a profound impact on the people of these islands. We must keep those other forums going.

Today I have heard what we do not want, but I have not heard a plan for how we get from that to what we do want. As has been said, it is inexplicable that the Prime Minister has not been able to make the short journey—less than an hour—to Northern Ireland to give confidence to people there that this is one of her highest priorities. I urge the Secretary of State to encourage the Prime Minister to do so.

The hon. Lady makes an important point about the role of bodies outside this House and the work of the British-Irish Parliamentary Assembly. As she said, my hon. Friend the Under-Secretary recently attended a session in Liverpool. It is helpful to have such forums so that people may debate and exchange their views, and I pay tribute to all Members of the House who support that important engagement and work.

The hon. Lady highlights the role of the Prime Minister. The Prime Minister has been actively engaged with the process and has been kept closely informed about the steps that have been taken. No one should be in any doubt about her close interest in the process and her desire to see a positive outcome from it. The hon. Lady speaks about flying people in and so on, and although we keep all options firmly on the table, our judgment at this point is that that would not have made a difference. This is about how we can constructively support the two main parties to find a resolution on those core issues, which we have done with the support of the Irish Government. We will continue to support that process and we are considering other interventions and ways that we can help constructively. I will keep the House informed about that process, because we need a resolution quickly in the best interests of Northern Ireland. I hear the hon. Lady’s point, but this is about getting that optimum outcome and using people, interventions and the work of the Prime Minister and the Taoiseach in the most effective way.

I agree with my hon. Friend on the intent that we must have and the approach to be taken. Clearly, we will do all that we can to support the parties in the days ahead. The time for action is now. I stress that we are seeing engagement between the DUP and Sinn Féin. I have been encouraged by the nature of the intensive engagement that they have shown, but agreement has not been reached. A high number of issues remain outstanding and we must focus on finding that resolution and seeing devolved government restored.

Ultimately, the election will be about the future direction of Northern Ireland. As we are in a democracy, I am sure the issues will be debated to and fro in the coming weeks—that is absolutely the whole point of the political and democratic system that we operate under. So much is at stake here. As I said yesterday, I encourage people to take part and vote in the election.

The people of Northern Ireland are magnificent. They have got used to living with a sense of peace over the past 18 years. They need hope going forward. I just listened to the Prime Minister’s speech, in which she talked about making practical arrangements for the border, and making that a priority. In today’s context, those are warm words. She has managed a phone call, but she should be here, and she should have been there. I have listened to the Secretary of State talk about his phone call and his activity over the past week, and with due respect, I think that is wholly inadequate. The elections are about not only the future of Northern Ireland but all our futures—those on the island of Ireland, and those who live on this island. What meetings will the Secretary of State have with the Irish Government and the Taoiseach in the next few weeks, and what will those conversations involve? What hope can he offer today to the people of Northern Ireland?

As I have indicated, the Government’s clear intent and focus is on seeing the return of devolved government in Northern Ireland. That is what is absolutely in the best interests of Northern Ireland, which is why I will continue to do all I can to bring together the political parties. Ultimately, that political division has been part of the issues at stake. Yes, of course, as I have indicated to the House today, we have had continued dialogue and discussion with the Irish Government, and we will continue to keep them closely informed. As I indicated to the hon. Member for Gedling (Vernon Coaker), I intend to meet the Irish Foreign Minister very shortly to discuss the position and how we can work together and ultimately re-establish devolved government and the sense of the politics moving forward. We should be positive about what we can achieve. I am certainly not going into this issue in a negative way; it is all about how we can get on with it and make it happen.
