Commons ChamberI do not wish to correct the hon. Gentleman unnecessarily, but the recommendations of the Hart inquiry came two years ago, just after the Executive collapsed. Since that time, the head of the Northern Ireland civil service, David Sterling, has completed a consultation, and we await its results; that would need to be done in any event. I stand ready to look at the appropriate action that needs to be taken when the consultation recommendations are brought forward and I hear from David Sterling.
As I set out previously, the statutory instrument that I laid before Parliament on 26 March extends the period for Executive formation until 25 August. I have proposed a short, focused set of five-party talks aimed at restoring devolution at the earliest opportunity.
Given that the Secretary of State has previously stated that she wishes to ensure the best chance of restoring devolution, is she concerned that no opportunity to successfully bring the parties together has yet presented itself?
We have tried on a number of occasions to bring the parties together. My hon. Friend will know that we had an intensive period of talks last year that were very close to a successful outcome, but it has just not been possible to do that. I would not wish to say to the people of Northern Ireland that we were able to do something if I did not genuinely believe that we could. I therefore need to ensure that the conditions are right to have the best chance of success, because that is what the people of Northern Ireland deserve.

Commons ChamberOn the first day of Lent, we continue our feast of Northern Ireland business.
I am working closely with the main Northern Ireland parties to restore devolved government. I met the five main political parties on 15 February, and again—with the exception of one party—on 1 March. Northern Ireland needs a functioning Executive and Assembly, and that is what the Government are determined to achieve.
My hon. Friend has made the important point that in the absence of Ministers at Stormont, it is incumbent on the Government to ensure that, when necessary, steps are taken to ensure that there is good governance. Yesterday we legislated to put the 2018-19 budget on a statutory footing, and today we will legislate to set the regional rates and cost-cap the renewable heat incentive scheme.
Does my right hon. Friend agree that, as in Scotland, it is vital for us to respect the need for devolution in Northern Ireland? Does she share my concern about the fact that four of the five parties in Northern Ireland want devolution to work, and only one party is holding up the process?
I think that all parties and all politicians in Northern Ireland want devolution to work. We want to find a way through this. My hon. Friend is absolutely right: there is no alternative to power-sharing devolution that is good and sustainable in the long term for the people of Northern Ireland.

Over 94% of UK homes and businesses can now access superfast broadband and we are on track to reach 95% by the end of the year. Superfast broadband coverage will extend beyond that to at least another 2% of premises. For those not covered by superfast broadband, we will ensure universal broadband coverage of at least 10 megabits.
I thank the Secretary of State for that answer, and I am delighted that Aberdeen is one of six pilot areas for superfast reliable full-fibre broadband, which can offer speeds as high as 1 gigabit. However, at a time when the Scottish Government’s slow roll-out of superfast broadband has left my constituency with one of the worst broadband speeds in the UK for an urban constituency—as well as the city being Europe’s energy capital—does the Secretary of State share my belief that this UK Government investment is vital to boosting connectivity in Aberdeen?
