My hon. Friend makes a very important point. The screening of the Royal Opera House’s productions across the country has widened access. I feel very strongly that we should have fantastic regional arts. Last Friday, I saw some fantastic arts in Hull, the city of culture. That amazing work was about ensuring that the arts were getting to everybody.

Will the Secretary of State look at some of the work that we did when I chaired the Education Committee on young people’s access to the arts, including access to museums? What we found was that if a child from a more deprived background did not go on a school visit, they did not go at all, whereas middle-class children went with their parents. It is vital that we encourage schools to take kids to the arts and to museums.

The hon. Gentleman makes an important point. This Government made a manifesto commitment to keep free access to museums to ensure that access is available to young people, whatever their background.

My hon. Friend is absolutely right about the success of the UK film industry. I am sure that many right hon. and hon. Members are planning over Christmas to enjoy the new “Star Wars” film, which was made in Britain. Last week, I was in China to sign a co-production treaty, making us only the second country in the world to have both film and TV treaties with the Chinese. That is important because this is a global industry—it relies not merely on the other 27 member states of the European Union, but on the whole world—and I want to make sure that it continues to be a success.

I was born in the shadow of Shepperton film studios and have long had links with the film industry, so may I urge the Secretary of State to do something about getting more apprentices into the film sector? Our great directors and many of our great actors left school at 14 or 15 and did apprenticeships. Today, too many people at the top are not very creative, because they all went to Eton. Will she do something about getting ordinary kids into the film industry again?

I am incredibly proud of the creativity of all our young people, no matter which school they went to. Perhaps that was an audition by the hon. Gentleman, given his close links to film. He rightly identifies that there are issues with apprenticeships in the film industry because of the business model in that industry, and particularly because there are so many freelancers and shorter-term contracts. We are working with the Department for Education to make sure we have the right apprenticeships so that young people can get the skills they need to succeed in the global success that is the British film industry.

I thank my hon. Friend for his question and for the work that he has done as the constituency Member of Parliament for Yarl’s Wood. He is right that the individuals in question have let down many people. He is also right that it is not just about the individuals. We need to get to the bottom of what is going on there and to understand it exactly. The measures that we have insisted that Serco undertake urgently, including the use of body-worn cameras by all staff, will make a difference by exposing where there is abuse.

My hon. Friend talked about people being in detention for too long. I agree that people have been kept in detention for too long. That has happened because the previous Government’s immigration system allowed up to 17 appeals. The Immigration Act 2014, which we brought in, brings that number down to four. I hope that we will see a difference in the length of time people spend in detention. It is not something that any of us want to see, but it is a necessary evil if we are to have a fair, robust immigration system.

I am disappointed that the Minister is reacting in the way that she is. This is a very important issue. It is a stain on our country’s reputation for human rights. Does she agree that we all have to learn from the tradition of using these big, monopolistic companies? G4S let us down at the Olympics, Serco is involved in this case, Capita was involved in the tagging of individuals and now the Government are putting our probation service out to one of these companies. When will we learn that these companies have poor management, the wrong ethic, the wrong culture and the wrong priorities? It is about time we changed all that.

I think it was the previous Government who used private contracts. Private companies are not necessarily bad; they just have to be properly managed.

My hon. Friend raises an important point. This Government take economic and financial crime extremely seriously, which is why the Home Secretary set up the economic crime command within the National Crime Agency and why she and I have been working with banks and other financial institutions to ensure that we can give everyone security in their financial operations. I congratulate my hon. Friend on his great work as a constituency MP and on achieving the recovery of money for one of his constituents. I would be more than happy to meet him to discuss what else we can do.

If the Minister is to tackle serious and organised crime, will she consider looking at the competency and fitness for purpose of the Serious Fraud Office? Its recent history does not fill many of us with confidence. The fact of the matter is that, because of a lack of resources, the SFO has increasingly had to listen to the big accountancy firms, which is leading us into terribly dangerous waters.
