Lady highlights one of the other issues that came out of the experience of Clyde House residents, which is that nobody is willing to take responsibility. On the one hand, A2Dominion said initially that the responsibility for rectifying some of the major urgent issues was down to the developer, which was responsible because it had built the building. On the other hand, the developer was clear with me that it had handed over that responsibility and that the issues within the footprint of the building itself had been passed on to A2Dominion, which is responsible for maintenance. While that discussion was happening between those two organisations, my constituents were left with no action, from which there are lessons to be learned.
I thank the right hon. Lady for securing this debate. She is making a clear case about the lack of responsiveness and responsibility from the housing association, A2Dominion. It is incredible how common these issues and stories seem to be.
Over the past two months I have had an issue with a broken lift at Camellia House in Feltham, where the issue has been between A2Dominion and FirstPort, with neither seeming to take responsibility for resolving the issue as quickly as it could be. There has been poor communication with residents throughout the process. They also said that a fob was available for an alternative lift, which was not available to all the residents.
Where people have been affected, whether they are families with young children or people with disabilities, it has become even more of a stress and a strain at the beginning and end of every day. Does the right hon. Lady agree that we need to do much more to ensure there is transparency of service charges and accountability so that housing associations work in the interest of residents, and not in their own interest?
The hon. Lady is absolutely right. The work now under way at Clyde House will steadily make a difference to residents. Communal areas on all the floors will be redecorated, and fresh flooring will be put down. Work is beginning on upgraded CCTV, and the entrance doors will be much friendlier for disabled people who will now not have to reach the doors to open them—the doors will open automatically with a fob. A whole series of improvements will be made, which is welcome, but it should not have reached a crisis point for my local community and residents before action was taken. They should not have had to call me, as their local MP, to step in and force the issue to get action.
I will briefly address some of the possible solutions, because it strikes me that people see housing and homes as the ultimate public utility, yet whatever expectations we have of any other utility, whether mobile phones, water or energy, we have a completely different approach to the one on which we are most reliant, the home we live in. Who built it and to what standard?
I know the Government are looking at how we can have a more streamlined approach, but I will finish by setting out where positive differences could have been made in the case of Clyde House. First, when buildings are completed, obviously an independent inspection is needed to sign them off. My suggestion is that there should be a further follow-up inspection in, say, one to two years to consider whether issues have emerged since the building was finished and occupied that simply were not there to be identified at the beginning.
In cases like ours, the issues were clear from the first three months of residents moving in, but there was no independent person to pick them up. This suggestion would allow the industry to take quick action before problems become worse and more costly to rectify. It should also happen on an independent basis so that residents have the reassurance that somebody entirely separate from both the developer and the managing agent is able to come in and look at whether the building is performing and being maintained as expected.
I thoroughly agree on the need for more transparency on service charges and the whole range of costs that residents often experience in such homes. I do not know why we cannot have an approach like our approach to energy ratings, which is more consistent and transparent across buildings, wherever they are in the country, so that residents can get a sense of whether the various charges they are being asked to pay to live in their flat are at the high end or the low end for an average flat of the same nature. People are used to seeing that for other utilities and should be able to see it for the flat they live in.
We need a more pan-regulatory system that allows us to identify issues that are not just specific to a particular residence but symptomatic of an organisation with failings. Based on what other MPs have said to me about A2Dominion—I must repeat that it has now responded to the issues at Clyde House and is working hard to resolve them—my sense is that my constituents are not the only ones who have had issues. Organisations such as A2Dominion need to consider whether particular issues are in fact symptomatic of wider organisational problems around promptness, the efficacy of what they do and whether they follow up to make sure residents are content with the work done.
From what I can gather, the ventilation at Clyde House might not have been the best approach for that building, given its circumstances. Where such issues are systemic—for example, if the developer at Clyde House is repeating them in block after block—we need an approach and a regulatory system that can pick that up so that developers can learn from building mistakes and suboptimal approaches and get them rectified and so that the industry as a whole can rectify problems. It would also enable people thinking of living in a particular property to find out whether it was built by someone who tends to get these buildings right or someone who tends to get them wrong.
We urgently need a broader review of this area. It is unacceptable that people are living in the sorts of conditions I saw in Clyde House. It does not matter on what basis they are living in those conditions. People should know they have redress to get urgent action taken, and taken effectively, so that they do not have to live like that for long.
The right hon. Member is making an important point about the need for a wider review and rightly draws a distinction with developments where there have been positive experiences. On the management of properties, particularly where there is shared ownership, is it not also important that there is fairness in the system—that people feel they are being treated fairly—and that the system works for those doing their best to have a home they can feel secure in, not exploited in?
Indeed. It is really important that residents have access to redress, independent oversight of the quality of the work and somewhere to go when there are issues, and it is important that the system be streamlined so that it is simpler for residents. They should not need to have access to expensive lawyers to get proper advice about how to get their problems sorted out.
This is important. I was shocked at the kinds of environments that Clyde House residents were having to live in. I am pleased that A2Dominion is now responding to them, but the situation has raised some systemic issues and it would be good to hear from the Minister about what action the Government can take to ensure they are addressed.

Commons ChamberI certainly do not think so in relation to the outcomes achieved for young people who left the education system having all too often taken exams that suffered from grade inflation and—critically, as we see from the report by Alison Wolf—having taken qualifications that employers simply did not value, but that those people had often been told to do because that was an easier route for the institution that they were in. There is lots to learn from that Labour Government, but clearly it is what not to do, rather than what to do.
I will try to make some progress and finally conclude.
Opportunity areas are not simply about addressing the need for more good school places in all parts of the country. We want them to be in the vanguard of helping us to ensure that we learn how best to drive social mobility in very different places, to spread what works throughout England. Under this Government, further and higher education, schools and apprenticeships have been put back into one Department—the Department for Education. That means that we have never had a better chance to make sure that education, and opportunity as a whole, work to drive social mobility throughout our country.
Improving social mobility is our country’s greatest generational challenge. Its complexity means that change will not happen overnight—as I have said, no country has cracked how to drive great social mobility—but making the best possible success of Brexit, as this Government and this party are committed to doing, is why social mobility matters, and why education is at the heart of that agenda. In the end, it will be people who lift this great country of ours, which is why we have to make ours a country that works for everyone. The Prime Minister set out her intention and the intention of the Government. Now it is time for the House to do the same so that we can get on with ensuring that the education system becomes the driver of social mobility that it really can be. Young people get only one shot at their education, so we urgently need to get this right. That requires all of us to be prepared to work together so that, if at all possible, we can build a cross-party consensus on how we get it right.

I can indeed; we are going to get on with this funding formula. To tie my hon. Friend’s point together with that of the hon. Member for Harrow West (Mr Thomas), we now have a school funding system and a funding formula, but we also introduced the pupil premium, so we have additional mechanisms to ensure that the funding follows disadvantaged pupils with additional needs. We are now trying to get a system in place that is sensible about the core funding that schools receive and not based on frankly very old data. At the same time, the system should take account of the fact that we are able to top up through the pupil premium and other funding mechanisms when we particularly want to tackle disadvantage.
Will the Secretary of State confirm that, behind the warm words of fairer funding, school funding is still set to be cut by some 8% by 2020, as confirmed by the Institute for Fiscal Studies, and that is coming at the same time as we see the threat of falling teacher numbers? Over a third of the children in this country currently leave school without five good GCSEs. Will she also confirm whether my local authority in Hounslow will see a funding cut? When will it know?

Commons ChamberI am not sure whether the hon. Lady is aware, but we have worked hand in hand with the Medical Research Council and GlaxoSmithKline to help those trials to come forward faster. In fact, the Minister for Government Policy and Chancellor of the Duchy of Lancaster , my right hon. Friend the Member for West Dorset (Oliver Letwin), has played a pivotal role internationally in ensuring that those trials could progress. It would be more constructive if she asked some relevant questions, rather than scoring pointless political points.
6. What recent progress has been made on negotiations to agree the sustainable development goals.
8. What steps she is taking to ensure that the UK plays a leading role in preparations to set new UN development goals in September 2015.
The UK plays a leading role internationally at the EU and UN and bilaterally to push for an ambitious and implementable post-2015 framework. As the hon. Member for Feltham and Heston (Seema Malhotra) will know, the first session of intergovernmental negotiations on the SDGs has concluded, and the open working group proposal includes 17 goals and 169 targets. We support the breadth and balance of the proposal but will be arguing for a much more concise and workable agenda as negotiations progress.
Millennium development goal 3 was to promote gender equality and empower women. Will the Secretary of State be championing the inclusion in the new SDGs of texts on ending violence against women and girls and supporting sexual and reproductive health and rights, as well as statements in the declaration of the commission on the status of women?
Absolutely—yes. The Government play a leading role in raising the issue of violence against women and girls, and I pay tribute to the amazing work done by the then Foreign Secretary, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague). I can assure her that we will continue to play that role.
On Iraq in particular, we work extremely hard on the so-called winterisation approach, ensuring that tents are warm, that people have blankets and that appropriate shelter, food and sanitation are in place. That has been done, but the challenge in the region is now immense. The Syrian crisis alone has seen 3.8 million refugees.
T6. Many people who live and work in the United Kingdom, including people in my constituency, wish to send money back to their families in other parts of the world. Initiatives from companies such as Xendpay are starting to challenge some of the costs of money transfer. What is the Secretary of State doing to address the charging of exorbitant fees of up to 20% for money transfer services such as those provided by Western Union?
The hon. Lady is right to draw attention to the role played by remittances, which are a key part of the grand sweep of cash flow into developing countries. As she will know, we are working very hard in countries such as Somalia to ensure that families can continue to send money back to their relatives. I agree with her that one of the most important things we can do is introduce competition to the market, as well as helping to develop banking services so that people have more choice.

Commons ChamberAs I said earlier, when I see waste, I am determined to cut it. We have targeted our bilateral programme on fewer countries and we are taking aid out of countries that we think can afford the development themselves. On corruption, only 5% of our bilateral aid goes as budget support direct to Governments, but if I have concerns about corruption I stop that budget support, as I have done in Uganda and Malawi.
A news report today states that only 12% of women in India use sanitary pads because they are not available, and that a school drop-out has invented a sanitary pad that can be made in communities. What support is the Department giving to women’s health across the world?
The MDG relating to maternal health, in particular, is critically important. We know that investing in women’s health, whether family planning, antenatal or post-natal, gives an extremely good return on investment. It can help women to have a more productive life, perhaps enabling them to go out to work and reinvest their income in their homes and communities. That is absolutely key and the hon. Lady is right to raise the issue.

Commons ChamberMy hon. Friend is right to point out two things. First, we need to look at our transport system as a whole. It is about getting around, and that can involve not only aviation but railways and roads. Secondly, the matter of the hub airport is incredibly important. It is also a medium to long-term issue. We received more than 600 responses to our original scoping document. We are considering those and will take some of them forward in the strategy document we will publish in March.
Does the Secretary of State agree that, with Heathrow supporting more than 100,000 jobs in west London, the future of Heathrow and its competitiveness needs to remain at the heart of our national aviation strategy?
The hon. Lady is right that Heathrow has an incredibly important role to play in aviation, not just for London and its economy but nationally, and of course for the many regional airports with connecting flights that hub into Heathrow and have passengers who then travel onwards. We are absolutely aware of that, and it is one reason we need to take a responsible approach to looking at the future of aviation in our country.
We looked closely at the wider economic impacts. In fact, looking at high-speed rail’s impact in other countries, such as France, one sees that there has been a broader regional benefit. I am determined to work not only with the cities where high-speed rail will stop but with the broader regions served to ensure that we make the most of the huge opportunity that I think high-speed rail presents.
T5. Lorries are involved in 19% of cyclist fatalities. Does the Minister support the call by The Times cycling campaign to require lorries entering city centres to have sensors and mirrors by law to reduce cycling fatalities?
