Commons ChamberIt is perfect timing to launch the action plan and survey results in advance of London Pride this weekend. It shows that while this country has come a very long way—I am very proud of the fact that it was our Government who brought forward legislation on same-sex marriage—there is still a very long way to go. My right hon. Friend mentioned one of the most shocking statistics, but another is that 70% of respondents still felt that they could not be open about their sexuality or relationship because they were worried about a negative reaction. I know how that feels as I have been part of that 70% in the past, so may I simply welcome my right hon. Friend’s action plan and say that this matters because people can only be at their best when they can be themselves?
I thank my right hon. Friend for her comments and for giving us the opportunity to do this. It is our action plan, and I mean that for every Member of this House. There are some good policies in there that, if implemented, as I hope they all will be by the end of this Parliament, will transform the lives of LGBT people. It is not just about the culture; it is also about the practical access to services that meet their needs. It is an important piece of work and my right hon. Friend should be very proud of her role in it.

Commons ChamberWe can make sure that we review progress against the Tokyo mutual accountability framework. The progress review will happen regularly. There are already a number of countries that, alongside Britain, have made clear financial commitments to continue to support Afghanistan, while a number of others are yet to confirm exactly what their contributions will be. We secured an overall agreement that £16 billion would be made available to support the Afghanistan Government as they go through their period of reform, and that is just between now and 2016. That is a substantial investment. There was also clear support for the sense that the next decade needs to be one in which Afghanistan will be truly transformed. I am sure that there will be further discussions about the funding needed beyond 2016 to support that.
May I also congratulate the Secretary of State on her new role and thank her for the tribute she paid to our armed forces? That includes not just those who have lost their lives, but the many who have been injured. Does she agree that their sacrifice not only has enabled capacity building in law and order, democracy and governance to take place, but for the first time has enabled millions of children to access an education? That should give us great pride, as well as optimism for Afghanistan’s long-term future.
My hon. Friend is absolutely right. One of the things that struck me in my first few days in this role is just how common some of the challenges we all face are. Education is the route for all of us to make the most of ourselves. That is why it is so important that children in Afghanistan should also have the chance to develop into the people they can be. Some 5.9 million children—nearly 6 million—are now attending school in Afghanistan, which is a huge, dramatic increase. Nearly 40% or so are now girls. Let us remember that under the Taliban none of them were girls and there were also far fewer children in school. If we are to see long-term progress, we have to enable people in Afghanistan, particularly children, to get the knowledge and skills to develop their country themselves. That is one of the most important things we are doing.

Commons ChamberI am sure that we will look closely at the case my hon. Friend has made. I know he has worked very hard, alongside other local MPs, to see local railway services improved. Wimbledon itself is a key railway hub for his local area. It plays a really important role, and I am keen to see what we can do to improve it.
I congratulate the Secretary of State on this announcement, and particularly the investment in the Portsmouth to London line and longer rail franchise agreements. If she will forgive my greed, will she consider writing into those new agreements basic passenger comfort standards, such as seat design and toilet provision, so we can ensure the quality and accessibility of these services?
I have met my hon. Friend to discuss some of her concerns about the rolling stock used by some of her constituents on local lines. I take those points very seriously. That is why one of the pots of money we have set aside is to improve the passenger experience. It may seem like a small thing to have adequate toilet provision on trains, but for many people, particularly for mothers with kids, it is really important. My hon. Friend is therefore right to raise this point.

Commons ChamberI am always happy to meet parliamentarians. I will ensure that as Secretary of State for Transport I am out and about around the country. I have already started doing that and I would be very happy to meet the hon. Gentleman and his constituency colleagues.
T3. I hope that in the Secretary of State’s induction, she has been made aware of the unsuitable suburban rolling stock used on the main line Portsmouth to London service. Is she also aware that 1970s rolling stock has been reintroduced on the Portsmouth to Brighton line? Will she meet me to discuss how we can ensure that Portsmouth passengers get the services they deserve and the services they pay for?

We had to take decisions to support motorists in spite of the catastrophic state of public finances that Labour handed over. We have made sure that there are no fuel duty increases this year by deferring the inflation-only increase that was planned for April to 1 January 2012. This is real help for families and for businesses. As of 1 April, average pump prices are approximately 6p per litre lower than if we had continued with the previous Government’s escalator.
I have listened to this debate with great interest, because I was previously spokesman for the Freight Transport Association and I remember that one year into the Labour Government’s stewardship of the fuel duty escalator hauliers were on the streets of London on a go-slow programme because of the way that they approached taxation.
My hon. Friend is right to refer to the response of hauliers to the previous Government’s policy.
The hon. Member for York Central called the action that the Government have taken for hauliers in the Budget “slight”. Actually, the average haulier will benefit by approximately £1,700 in 2010-11 as a result of those measures compared with what they would otherwise have faced. I also draw his attention to the remaining part of the package for motorists, which includes freezing vehicle excise duty on HGVs, providing further help to hauliers. The package is even broader than that, because for motorists who are required to use their own vehicle for work, the approved mileage allowance payments rate, which had not been increased by the previous Government since 2002, was increased from 40p to 45p per mile for the first 10,000 miles. An average AMAPs user claiming for 2,500 miles a year will benefit by £125 a year.
