Commons ChamberWe very much agree with the thrust and purpose of the hon. Gentleman’s remarks. In fact, paragraph 3.56 sets out how we are learning from what has happened in Liverpool and elsewhere in the country to make sure that we get early diagnosis right because, as he says, early diagnosis is absolutely critical. I will take away his specific points, but the whole thrust of the plan with regards to cancer is about increasing early diagnosis.
In a local community survey that I am doing right now, mental health is particularly flagged up by people as a priority for them, as well, so I very much welcome the Secretary of State’s continued focus on that in this 10-year plan. I also very much welcome the fact that as part of the work with the Department for Education, the trailblazer area in south-west London will enable us to really see some of the more joined-up working that he talked about. Will he set out what the additional services available for young people up to the age of 25 will mean practically? I represent a very young constituency, and that will be a key change that could benefit us.
At the moment, as somebody transitions from children’s mental health services to adult mental health services, there is often a gap in provision as they register for the adult services. The purpose of having the new care plans up to the age of 25—similar to those, for instance, for care leavers that we have brought in in other legislation—is to make sure that there is a seamless transition from children’s mental health services to adult mental health services and not a gap that many, many people fall through.

Commons ChamberI am grateful for that. We put significant resources into the NHS last Monday. The hon. Gentleman makes an important point about the use of data. Instead of just targeting the average, it is about making sure that we get the public health messages to the people who really need to hear them. There is an argument that just broadly targeting public health messages actually exacerbates health inequalities, because people who are likely to listen to the messages tend to be people who are more likely to take responsibility for their own health in the first place. We need to be much more targeted and work is under way to make that happen.
I very much welcome the Secretary of State’s statement today. It is not only the right thing to do, but the smart thing to do for the NHS, and also a healthy economy needs healthy people. Communities such as my own have very many young people, who are often renting, do not necessarily stay very long and therefore do not register with a GP. Will he take that into account when he is looking at where investment in primary care flows to in the detailed strategy?
My right hon. Friend makes an incredibly important point. The way that money for primary care is allocated is being looked at right now, taking that and other things into account.

Commons ChamberThe previous Conservative Government handed over a golden economic legacy. It was the Labour party that handed over a Britain loaded up with debt, costing us £120 million a day in debt interest, and that left unemployment higher than when it came to office, like every single Labour Government we have ever had. I will take no lectures from the party opposite on economic management, and neither will the British people.
On the question of investment from overseas, is my right hon. Friend aware that some Labour shadow Cabinet Ministers have said that they would reverse the corporation tax cut, which was cited by GlaxoSmithKline yesterday when it announced 1,000 new jobs in this country?
Ultimately, Labour Members seem to know nothing about how business runs. It may be that none of them has ever worked in business. Keeping our corporation tax rate low is critical in re-establishing our economic credibility and our tax competitiveness. Those are fundamental building blocks in getting the investment that we are seeing. I wholeheartedly welcome the steps that the Chancellor has taken.
As my right hon. Friend the Prime Minister has said, the infrastructure deficit that we inherited is just as serious as the budget deficit for our future productivity and the country’s ability to be successful. Infrastructure matters because it makes possible our journeys to work, delivers light when we flick on the switch and provides the connections that have created the communications revolution. Whether it is the congestion on our roads, our ageing power stations or the slow speed of our broadband connections, we face massive challenges to ensure that we have the infrastructure that we need to put Britain at the head of the competitiveness curve, not just in the next four to five years, but in the next four to five decades.
My remarks will focus on transport, because the Budget sends a clear message about how crucial the Government and I believe our transport infrastructure is to our economic future. That reflects what business is telling us. The CBI states:
“There are large amounts of business capital waiting to be unlocked if the Government achieves a step-change on transport”.
The Institute of Directors says that it is
“essential to provide more and better transport infrastructure in order to sustain the UK’s competitiveness.”
The British Chambers of Commerce rightly states:
“Infrastructure is the lifeblood of British business.”
I could not agree more. The last Government delivered the biggest boom and the biggest bust. As we chart our way back to economic recovery, what companies and firms up and down the country rightly want to see is a Government taking action.

Commons ChamberI have already spoken to Willie Walsh about the proposed deal, which, as the hon. Lady will be aware, has some way to go before it is finalised and before we know about the impact on connectivity. She will also be aware that a scoping document consultation has just closed. When we look at the emerging strategy for aviation, it is important to ensure that we see a United Kingdom in the sense that we should have a well connected transport policy.
T6. In Mildenhall, Brandon, Elveden and across Suffolk and East Anglia, people are thrilled that the Government are finally completing the dualling of the A11, but the questions they are now asking are when will it be finished, and when can they finally drive at an appropriate pace all the way up to Norfolk?[Official Report, 14 November 2011, Vol. 535, c. 3MC.]

Commons ChamberI would have thought that the hon. Gentleman was so intelligent that he could do the maths himself. The calculation is pretty straightforward. It is a bit like doing a tax calculation where someone has an allowance and then a rate, and they apply it to the excess of the allowance that they are paying in extra.
Does my hon. Friend remember a distributional table ever being placed in a Budget under the Labour Government?
I have no recollection of that, but I will not take up more of the time of the Committee. The last figures that I set out probably spoke louder—

Commons ChamberThe hon. Gentleman continues in the vein that the Opposition have adopted today, which is to try to score cheap political points. The message from the British public at the last election was that they want a constructive debate about how to solve the deep financial crisis that our country faces. We have had nothing from the Opposition. No alternative is being presented to all of the measures that were raised as concerns by Opposition Members. I presume that we can now start ticking them off as measures that the Opposition would say a Labour Government would take. We will rapidly reach the conclusion that there are no measures that the Opposition would take to solve this deficit. After all, they were happy to cancel their spending review, and now they are happy to play no role in having a constructive debate with the public and the Government about how we dig ourselves out of this mess. It is simply not true to say that the Opposition had no role in it. We were running a deficit long before the global crisis hit. That is why we went into the recession first, that is why we came out of it later, and that is why our recession was deeper. We have now had the longest and deepest recession since the second world war under the Labour Government. We need take no lectures from them.
Does my hon. Friend agree that the Labour party’s views tend to be based on misrepresentations? For instance, I think that the shadow Minister said that according to the Office for Budget Responsibility on almost every measure things were better, but on the crucial measure of the size of the structural deficit, which is the measure that will not come back with economic growth, things are worse, and that justifies the position that the Government have taken.
My hon. Friend is absolutely right. Let us just talk about the Office for Budget Responsibility. I still cannot quite work out whether the Opposition support it. I am happy to take an intervention from the shadow Secretary of State to clarify that. We are none the wiser.
On the point about changing forecasts, and the OBR forecast pre-Budget and its forecast on the Budget, let me be clear about what it said about comparing those two forecasts. If the Opposition have any shred of credibility, I hope that they will pay attention to this. At the bottom of page 94 of the Red Book it says it is
“misleading to interpret the difference between the pre-Budget and Budget forecasts as the economic impact of the Budget measures.”
The Opposition want it all ways. They want to quote some figures and, as my hon. Friend says, conveniently forget the key figure, which showed that the structural deficit was worse. They want partially to welcome it warmly, but to ignore what it says about the impact of comparing false statistics. They do the debate, which is important for people throughout the country as we go through an incredibly difficult process, a real disservice, because the British public need them to play a role, which should be for them as the Opposition to come up with some constructive comments. It would have been better if they could have come up with some kind of an alternative, but we have had none today.
We need take no lectures from the Opposition about fairness. This is the party that did a pensions raid. This is the party that came up with the 10p tax fiasco. This is the party that widened the gap between rich and poor. This is the party that told us we had an end to boom and bust. It is no wonder the savings ratio in Britain went down. If people had listened to the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown)—who knows where he is now?—they would never have thought that they needed to save for a rainy day. The British people get it, because they have started paying down their debts, but the Opposition parties have totally missed the point. They seem to be living in a post-election bubble, and they have not taken a moment even to reflect on what has happened or on the verdict of the British voters, let alone to reach the stage at which they might apologise for the mess that they handed over to the coalition Government. The two parties in government have taken the decision that they need to work together for the British public’s interest in order to find a resolution to our crisis, and to get ourselves out of this financial mess.
