Commons ChamberPart of the plan we set out in the manifesto was to establish what we called skills advisory panels. In other words, local employers within regions will look at what the needs are in their skills pipeline, consider them in relation to the 15 skills routes that we have set out and understand how that maps on to the provision in the education system locally. Across the country, that is exactly what we will need, to make sure we have the right number of people coming through with the right skills in the right places; to have an understanding of what is needed in the years ahead; and to know the risks in provision so that we can tackle them early. This is common sense and I think it will bring a significant step change in our ability to have a successful industrial strategy that benefits young people.
I will make a bit of progress because many colleagues want to speak in this debate once I have sat down.
The Government are committed to having the best lifelong learning for adults in the developed world. We will achieve that by setting up a national retraining scheme.
All these reforms represent real support for people across the country, real opportunity and real ways to tackle inequality. We recognise that access to equality of opportunity—social mobility—is what will lift our country, not some kind of snake-oil populism from the Labour party, backed up by a fiscal black hole that will mean cuts in the very areas that are most important in improving opportunity.
Of course, throughout those reforms we will work hand in glove with British businesses, relying on their expertise, knowledge and leadership—businesses that the Labour party continually castigates as being part of the problem that our country faces, as Labour sees it. We see businesses as critical in driving opportunity and social mobility.
We know that good schools are the engines of social mobility, and they are not just about individual success. Schools are at the centre of every single community. Last week I visited the Kensington Aldridge Academy, in the shadow of Grenfell Tower. I am sure the House will join me in paying tribute to the teachers and staff of all the schools in the area, and indeed those in Manchester affected by what happened after the Ariana Grande concert. They were met with a terrible situation but helped the young people caught up in it with absolute professionalism. Leaders, headteachers and teachers in those areas have been the unsung heroes over recent weeks, along with our emergency services, and I want to put on record again my thanks to them for all the work they have done to make sure that our children are back in school but also getting the support that they need to deal with the experiences they have had. We are committed to ensuring that that support stays in place as those schools continue, when the cameras have gone, to help their students deal with what they have been through.

Commons ChamberI think it has worked fantastically well so far. Over the last two years, we have seen 131 teachers from England visiting Shanghai and 127 teachers from Shanghai visiting English schools, and through that exchange our teachers have observed Shanghai teaching methods. In the 48 schools participating in the study, the teachers have implemented changes, which have led to increased enthusiasm for mathematics—hopefully as strong as my hon. Friend’s was at school—deeper engagement, increased confidence and, critically, higher attainment.
One of the best ways to support teachers in improving educational outcomes, particularly for children with special needs, is through the pupil premium. Will the Secretary of State therefore explain why the level of the pupil premium has been frozen at current levels through this Parliament?
The pupil premium was introduced by the previous coalition Government and it is continuing to be supported throughout this Parliament precisely to make sure that funding gets to those children who need it most. Last week, I announced the national funding formula, which also prioritises resources going towards disadvantaged children.

Commons ChamberAs part of the figures for deprivation we will be using IDACI—the income deprivation affecting children index—which essentially looks at how deprivation affects children in particular. It was last updated very recently, so it gives us a fresh database to use. In relation to broader pupil cohort characteristics, the census is updated in October every year and that feeds into the following academic year’s funding formula details. Those two things should mean that we have up-to-date data to feed in.
Is it not the case that this reform of the funding formula, which many of us agree needs to happen, would have been much easier had the Chancellor given some additional money to fund some of the changes? Also, notwithstanding what the Secretary of State has said, will not every single school in the country face real-terms cuts in their budget, including even those that gain, or think they gain, from the change to the funding formula? One way of tackling disadvantage is the pupil premium, so it would be interesting to hear what discussions took place about the pupil premium in making these changes. The Secretary of State said that the pupil premium “will be protected at current rates throughout the remainder of this Parliament”. Can she confirm whether that means rates as they are now or real-terms increases through the Parliament?
We said that we will continue to put around £2.5 billion into the pupil premium, which is separate from the additional funding that will be uplifted on top of core basic funding rates, as part of the consultation that we are setting out today. Both those things underline the fact that this Government are determined to ensure that our schools funding really supports children in some of the toughest parts of the country who are most likely not to come out of the schools system with the outcomes that we want for them to be able to fulfil their potential.

Friend raises the important point that local communities need to be intrinsically involved in how their school system develops, and I assure him that we are very seized of that. I should also take this opportunity to put on record how much I enjoyed working with him in our previous roles within the Department for International Development. He did an outstanding job and was a pleasure to have as a ministerial colleague.
All of us want the best for our children, but in answering the question asked by my hon. Friend the Member for Gateshead (Ian Mearns)—although in my view she did not answer it—did not the Secretary of State understand the very real fear that reintroducing grammar schools also reintroduces secondary moderns? That will mean, in essence, recreating divisions when the consensus has been that we should not allow those divisions in our education system. How will proposing new grammar schools, which will bring in secondary moderns, improve attainment for all pupils in all our communities?
The fundamental premise of the hon. Gentleman’s question is wrong. This is absolutely not about going back to the past. Secondary moderns for many years did not even put their children through a single exam. Our school system has, thankfully, been reformed beyond all recognition since then, so the premise of his question is wrong. This is about improving standards for all children. He asked how we can help to make that happen. One way is by having good and outstanding schools playing more of a role and lifting other schools that can benefit from their experience and knowledge.

Commons Chamber2. What assessment he has made of the effects on the economy of recent trends in domestic energy prices.
The Office for Budget Responsibility is now responsible for independent economic and fiscal forecasts for the Government, and that includes taking account of trends in energy prices and their impact on the economy, including on inflation. The OBR will publish a fully updated forecast in the autumn.
Thousands of people in my constituency of Gedling and millions across the country will be disappointed by that response from the Minister. Consumer Focus has said that, on average, energy bills will go up by £200 a year, which means that this winter many people —pensioners and families—will be worried about switching on gas and electricity. Has the Minister met the energy companies to discuss that, and will she specifically outline some measures that she and her Government intend to take so that people are not afraid to switch on the heating this winter?
The hon. Gentleman is right to raise the issue because it is important. The challenge that we all face is to make sure that energy bills are affordable not just this winter—the point that he makes—but in winters in 10 and 20 years’ time. The problem that we have as a country is our dependency on fossil fuels. In the long term, we need to get ourselves off that dependency so that we are not so blown about by the international winds that see commodity prices go up and down. In the short term, we are taking steps to support the most vulnerable through the Warm Homes discount. Next year, we will introduce the green deal to help energy efficiency. The hon. Gentleman asks whether we have meetings with energy companies, and of course we do every day. I am sure that he will also—

Commons ChamberI welcome the hon. Gentleman’s concern for motorists. However, I note that when the VAT rise passed through Parliament on 13 July 2010, he did not vote against it. I assure him that the Government are looking at what we can do to support motorists, hauliers and businesses with the cost of fuel, but I have to say that his party’s proposal on VAT is illegal, unworkable and unfunded.
Does the Minister agree with the Transport Secretary—who, on the “Daily Politics” show on 2 March, dismissed the rise in VAT as a spurious argument—or does she agree with my constituents that by adding £1.35 to the cost of filling up a 50-litre tank with fuel, the VAT rise is the wrong tax at the wrong time?
Perhaps the hon. Gentleman should talk to his former Prime Minister, Tony Blair, or the right hon. Member for Edinburgh South West (Mr Darling), the former Chancellor, who both said that our decision to raise VAT was necessary to tackle the huge deficit that was left by his party. Again, if he is so concerned about the VAT rise, how come he did not vote against it last July?
