Commons ChamberWe are getting on with improving how we work with suppliers. I met our top suppliers only a couple of weeks ago at DFID, and they told me it was the first time they had been invited in en masse to talk to the Secretary of State about how we can work more strategically with them to get better value for taxpayers’ money. I therefore suspect that I do not need to take any lectures from the hon. Gentleman about getting better value for money.

Commons ChamberYes it will. The more freight we can get off the road, the better. The more options we can give people to get off the road, the better.
I congratulate the Secretary of State and her team on this excellent announcement. In 13 years, the previous Government managed to electrify nine miles—a distance that a garden snail could cover in 15 days. They also allowed rail fares to go up by 66%. Does the Secretary of State agree that rail fares are too high, and that it is time to end above-inflation rail fare increases?
I have to say that I did not know that snails were that fast, but I believe we need to try to get off this hook of above-inflation rail fare rises every year, which is one reason why we are looking at the efficiency savings programme that Roy McNulty first outlined. Today’s investment in electrification will be a key part of that as well.

Commons ChamberI am not sure whether that was actually a question, Mr Speaker, but what I do know is that we need to approach this discussion with maturity and from a long-term perspective. Given how much this decision affects many people, not just in the industry, but on the ground, it is not good enough to have a headline-driven, pub-style debate. What I have called for now is a much longer-term debate to get some answers that are not just right in the next 10 to 15 years, but will be right for the next 50 or 60 years. I very much welcome the fact that companies such as BA and people such as Willie Walsh are now starting to step up to the plate and join that debate. I look forward to their response and those of many others to the call for evidence over the coming months.
Will the Secretary of State confirm that the Government will stand by the whole of the coalition agreement in this area? Will she confirm that they will stand by the cancellation of the third runway at Heathrow, as she has said, will refuse additional runways at Gatwick and Stansted, and will rule out mixed mode at Heathrow?
I think I have been very clear: the coalition agreement, in its entirety, stands. That is the position.
I can assure the hon. Gentleman that as far as I am concerned, one accident is too many. The figures are disappointing. We are concerned to make sure we improve our road safety record. Many of the things that we are doing, including managed motorways, can help with that. I think he is wrong to draw too many conclusions from the latest figures, because we know that we had some exceptional weather in that period. That is one of the reasons why there was such a change, but I am happy to look at what we can continue to do to work with all sorts of stakeholders to improve road safety. It is an issue that this Government take incredibly seriously.
T3. The latest figures from Sustrans show a 40 million increase in the number of cycling trips in 2011 compared with 2010—a very welcome 18% rise. I and many others, including British Cycling, welcome the funding that has been provided by the Government, particularly most recently the £15 million that has been provided towards dangerous junctions around the country, a key feature of the safer cycling campaign in The Times. What steps is the Secretary of State taking to make sure that local authorities match this money to do even more work on more junctions, rather than ducking their responsibilities when the Government step up?

Commons ChamberThe Liberal Democrats were the first party to push for high-speed rail, back in 2004—[Interruption.] I realise that the Opposition may not appreciate the fact. I am delighted that the coalition is going ahead with this, and I congratulate the Transport Secretary on that decision. Phases 1 and 2 will bring great benefits, and the news about phase 2 going to Manchester and Leeds is very welcome. Can she say something about her future aspirations for the connection through to Scotland?
As I said, we are very keen to ensure that we progress phases 1 and 2 as quickly as possible, and I will be in discussions with the Scottish Government about the future development of the line that they have aspirations for, as well.

Commons ChamberWe have always said that any decision we took would follow a consultation, and that is right. These are important areas to get right, and they require a balanced approach. That means understanding all the downsides and upsides before any final decision is taken. I can therefore assure my hon. Friend that we will go through the right process before we take any decisions.
I would like to add my condolences to those affected by this awful tragedy, which is a serious reminder of the continuing toll on our roads. Just last year, in 2010, there were 1,850 deaths and more than 200,000 injuries, or some 600 every day. Mechanical failure contributed to some of those casualties. Will the Secretary of State join me in celebrating the success of the MOT test, which helps to improve safety standards?
The MOT test has been in place for many years, and of course it plays a role in ensuring that cars are roadworthy. However, we should also recognise its limitations, and the fact that motorists will always need to take the necessary steps to ensure that their vehicles are roadworthy in between tests. If there are indications to suggest that a vehicle is not roadworthy, it is the motorist who has the responsibility to ensure that it is checked by a local garage.
