Commons ChamberWe need to get a balance between investing in the existing school estate, as the hon. Lady sets out, and planning ahead to ensure that we have school places and schools for children who are coming into our school system, particularly the secondary school system. All that we are saying with free schools is that the long-standing monopoly that councils had on being the only organisations that could introduce a new school into an area should change, and we changed it so that communities can set up their own schools if they want. That is what many have done and that is why we have seen so many free schools established. We will continue with that pipeline so that more of that can happen in the future.
Like many, I welcome the commitment to the national funding formula. I am also confident that schools in Carlisle will welcome the increase in spending over the next few years. Can the Secretary of State also confirm that the very successful pupil premium funding will continue as is, and that there are no plans for it to form part of the national funding formula?

Commons ChamberI do not think that is correct. The reality is that 1.4 million more children are now in good or outstanding schools. We have improving standards and a tougher but appropriately stretching curriculum. That is progress, and it is a lot more progress than Labour made.
I was very interested in my right hon. Friend’s comments about the independent sector. Independent schools clearly have much to offer the public sector, but if an independent school does not make an adequate contribution, or is not willing to, will she consider putting VAT on its fees?
The reality is that we will work with the Charity Commission to set a more stretching, tougher bar for independent schools to demonstrate that they are, indeed, eligible for charitable status. If they are unable or unwilling to meet those tougher standards, they simply will not be able to get charitable status, and that will then, of course, impact on their tax status too.

Commons ChamberIt will cost £250 million to £300 million less. The hon. Gentleman asked why we cannot tunnel the whole way under the Chilterns. Of course that is predominantly an engineering question concerning the amounts of spoil and the geographical nature of the land that we are going through. It is quite a complex question but the brief answer is yes, it really is more cost-effective.
The Secretary of State said that the hybrid Bill could include phase 2. Would it not be sensible, if we have a hybrid Bill before us, to take the route all the way to Glasgow and Edinburgh, which would reassure those of us who live beyond Manchester and Leeds that there will be a high-speed network there at some point in the future?
The short answer is no. If we did that, we would have to go through the laborious process that we had to go through to sort out phase 1 of the route. It is better to get on with that and then initiate the process of finalising the route as it goes further north.

Commons Chamber8. What recent estimate he has made of the size of the public sector borrowing requirement.
The public sector finances first release published by the Office for National Statistics estimates that the first provisional out-turn for public sector net borrowing in 2010-11 is £141.1 billion, or 9.6% of GDP. That is £15 billion lower than in 2009-10.
Manufacturing has been undergoing a renaissance under this Government, and clearly has a role to play in helping the economy grow and in reducing the deficit. Does the Minister agree that manufacturing also has a significant role to play in helping to reduce the other deficit: the balance of payments deficit?
I completely agree with my hon. Friend; he is absolutely right that manufacturing has a vital role to play. In fact, the total trade deficits narrowed in each of the past three months, and that recovery in exports has been driven largely by strong growth in the export of manufactured goods, which accounted for almost 50% of the UK’s total exports. That is not just good news for those businesses; it is good news for jobs, too. It shows that under this Government Britain is not just open for business in the UK; it is open for business abroad, too.
