Commons Chamber9. What assessment she has made of the effect on children's nutrition of the absence of free primary school meals in the school holidays.
The Government actively support the provision of nutritious food in schools. Free school meals are provided for the most disadvantaged pupils, and for every pupil in reception years 1 and 2. We have also committed £26 million to expand breakfast clubs in up to 1,600 schools. More broadly, we believe that helping households to raise their incomes by allowing them to be in work is the best way to lift families out of poverty and help children to lead healthy lives.
May I commend to the Secretary of State the private Member’s Bill tabled by my right hon. Friend the Member for Birkenhead (Frank Field), which will tackle the problem properly by ensuring that children who receive free school meals in term time also receive nutritious meals outside term time? If she feels that she cannot offer Government support for the Bill, may I also commend to her a charity in my constituency, Make Lunch, which is now providing meals in 50 locations —entrepreneurially, off its own bat—to tackle the problem, and will she arrange a short meeting with a Minister to discuss it?
As the hon. Gentleman sets out, there is a lot of good work happening in this area, and from my perspective, aside from what happens in schools during term-time, there are two key elements: having a strong economy that is providing people with jobs and employment, and, secondly, making sure people get to keep as much of their pay packet as possible, which is why we have not only introduced the national living wage but have increased the personal allowance. If we take those two things together, we see that somebody working 35 hours on the national minimum wage, now the national living wage, will have gained by £3,300 more through those two policies.

Friend will welcome the proposals that we are setting out in the consultation document, which aim to look at how we can see stronger, more connected relationships between grammar schools and other schools nearby, and how, working together, they can lift overall attainment.
As a product of Luton’s comprehensive system, I know at first hand the benefits that come from good leadership and good teaching, and that has never held back capable students from social mobility. I will do everything I can, as the town’s MP, to oppose segregation. Why does the Secretary of State believe that a system in which the pupil is chosen by the school at 11 is better than the shift that has happened in the past 15 or 20 years whereby pupil and parent together decide on a pathway at 14?
Again, I do not accept that this is somehow an either/or approach on education. It is about driving more choice for parents, having more schools that can be tailored to particular children’s needs, and, in the end, raising educational standards.

Commons ChamberAs I said, that is a small proportion. The hon. Lady should be aware that the UN flash appeal, which is to encourage the international community to ensure the right level of support for refugees, is around 20% funded. We should not be surprised that the conditions that refugees end up living in are not good enough, and that they might want to seek a better life for themselves. We can be proud of the work that the UK is doing, but not enough other countries are joining us in that.
The Syrian crisis has created nearly 4 million refugees, yet fewer than 200 have settled back in the UK through the Syrian vulnerable persons relocation scheme. Given that, and the need for safe passage for those seeking asylum in this country, will the Minister say what discussions she has had with her counterparts at the Home Office to discuss expanding the numbers and the safety of those seeking asylum in the UK?
Alongside the vulnerable persons scheme, this country has accepted well over 4,000 Syrian asylum cases since the conflict began. We work across Government to ensure a joined-up approach to helping people who have been affected by the crisis.

Commons ChamberThe hon. Gentleman is right to say that we need to see the people behind many of the statistics that we read in the paper. That is one reason why we sent HMS Bulwark and Merlin helicopters—so that this country can play our role in providing search and rescue services to help those people. They are literally putting their lives on the line to get a better life, and we should never forget the stories of the people behind those terrible numbers.
May I begin by welcoming the Secretary of State back to her post and welcoming the right hon. Member for Welwyn Hatfield (Grant Shapps) to his new post? We look forward to working constructively with the Secretary of State in this very important year for development.
We welcome the reintroduction of search and rescue in the Mediterranean—it was a shameful decision to withdraw it, and the Prime Minister was right to make a U-turn—but we know that the most vulnerable Syrian migrants will not make it to a boat, or get here on a plane; they will die in a camp. Given that the whole world community has come together to relocate those most vulnerable people through the UN, why does the Secretary of State insist on running her own scheme?
We are working collaboratively with the UNHCR. In fact, we have helped just under 200 people through that scheme. The hon. Gentleman should be aware that, through the asylum system, we have received 4,000 asylum applications from Syrians. Critically, what this all shows is that we need to support people where they are. Some 99% of the refugees from the Syrian crisis are still in the countries that border Syria, and the UK has put £800 million into helping them build their lives there and educating their children.

Commons ChamberA significant amount of infrastructure was damaged during the crisis over the summer. Part of the £20 million we committed at the reconstruction conference attended by my right hon. Friend the Minister of State is to help to replace the infrastructure that has been lost. All the discussion and debate we can have today is simply palliative while a long-term political settlement is being reached, which is the only thing that can in the end improve the long-term prospects of people living in that part of the world.
Some 100,000 homes were destroyed or damaged in the most recent crisis in Gaza, and flooding, heavy snow and plummeting temperatures have now intensified the terrible conditions faced by Palestinian men, women and children. While I was in the Occupied Palestinian Territories last month people were literally freezing to death because they struggled to get hold of the materials they need to rebuild. Will the Secretary of State explain why her Government pledged £20 million to help such efforts, but have so far disbursed only a quarter of that figure?
It is important that the hon. Gentleman reflects on the broader assistance that we provide. As he will be aware, over the summer we provided £17 million of emergency assistance. I have talked about the £20 million that we have pledged to the Gaza reconstruction mechanism, which we are in the process of delivering. He will be aware that from 2011 to 2014, we pledged significant resources of about £350 million. We are one of the leading supporters of the United Nations Relief and Works Agency, which provides key day-to-day services. He is right to draw attention to the conditions in which people are living. That is why we provide so much support, of which I am sure he is supportive.

Commons ChamberWe support the actions of this Government on Ebola, but the sluggishness of the international response raises alarming questions about the functioning of the World Health Organisation. There were warnings in April that the epidemic was unprecedented and in June that it was out of control but, amid reports of political leveraging and deliberate delay, the WHO waited until August to declare Ebola an international public health emergency. Will the Secretary of State tell me what exactly her Department has done to enact reform of the WHO since she came to office?
The hon. Gentleman will be aware that one of the principal measures that we introduced was the multilateral aid review, which looks systematically across multilateral bodies to understand whether they give the taxpayer good value for money. We will continue to do that. As he says, a key element of the Ebola crisis has been the lack of a co-ordinated response at the beginning, and we need to learn from that.
It was the fundamental lack of basic health coverage in pockets of west Africa that allowed this outbreak to go unchecked for so long. That was one element in the so-called perfect storm of Ebola. At present, the next worldwide deal on development calls merely for healthy lives and well-being, so will the Secretary of State now go further in strengthening the language of the stand-alone goal on health? Will she match the Labour party’s commitment to universal, guaranteed health care for all?
This Government have finally honoured the UK’s commitment to spending 0.7% of our gross national income on aid, and we have significantly increased our spend in relation to providing critical health care. I can assure the hon. Gentleman that we are also playing a leading role in ensuring that the post-2015 development framework does indeed get great health outcomes for people in developing countries.

Commons ChamberI can very clear that we want to see an HIV, TB and malaria goal as being part of the health goal; we want to see specific targets on tackling those diseases. The hon. Gentleman will be aware that the incidence of HIV has grown, largely because people are now able to survive it. We must work harder to ensure that we reduce incidence and do more on prevention.
How does the Secretary of State intend to achieve these health goals when a third of the health care delivery projects that started on her Government’s watch are falling short? Schemes in Montserrat, Uganda, Bangladesh, Mozambique, Pakistan, Zimbabwe, Sierra Leone and Somalia—schemes totalling nearly £0.5 billion—are failing. What does she intend to do to transform those projects and prove that universal coverage is not only desirable but achievable?
I am pleased that the hon. Gentleman is setting out just a small number of the many health programmes that the Department has under way. One of the key things I have done over the past year has been to strengthen our programme management and increase the focus on getting results for the Department. I can assure him that there is a heavy focus on achieving all the goals that we set ourselves. We set out the results very clearly when we came into government, because we felt that there was not a clear enough focus on impact under the last Government.

Commons ChamberThe hon. Gentleman is right to raise that point. It may be some time before homes that are able to withstand such natural disasters are built. In the meantime, the United Nations, working alongside the Government of the Philippines, is co-ordinating an effort to make sure that we can provide shelter for people who need it. I should also say to him, as I have been clear with the House, that this is a real challenge because many of those people live in incredibly remote communities.
May I begin, Mr Speaker, by conveying the apologies of the shadow Secretary of State, my right hon. Friend the Member for East Renfrewshire (Mr Murphy), who, as he has already informed you, is in the Philippines today? The Government have rightly activated the rapid response facility to commit funding to organisations working to help the population of the Philippines. It is now the 26th day since the typhoon hit, so what proportion of this funding has already been paid out?
As the hon. Gentleman will be aware, we allocated £8 million to a variety of UK non-governmental organisations who, as part of the facility, quickly responded with what they felt was needed. We have allocated all the money that they have requested so far. Clearly, they will then go through the process of making sure that the supplies that the money purchases get out to people on the ground. At this point, I would expect and anticipate that those supplies are largely there. In fact, as he will also be aware, we have since sent many other cargo flights of supplies which have superseded them.
Turning to another issue related to the Philippines, alarmingly the United Nations has predicted a spike in the trafficking of women and girls for sex in the areas heaviest hit, fuelled by the inevitable collapse of civic society and the widespread displacement of people following a disaster of this magnitude. What is the Secretary of State doing to protect the 65,000 women at risk of sexual abuse?
First, we are highlighting the risks to women and girls in emergencies, which is why I held an international call to action summit the very week, as it turned out, that Typhoon Haiyan hit. In respect of the particular crisis mentioned, we have sent two of our specialist humanitarian experts who are particularly specialist in this area to work with the UN and the clusters that are providing support on the ground, to ensure that not only direct, but indirect support is provided across all the work that happens.

My hon. Friend is absolutely right. Major companies in the UK such as M&S know this as well—that is why it has NGOs such as Oxfam on its sustainable retail advisory board. It seems that the only people who have not caught up are the Opposition.
May I commend the Secretary of State for her courageous commitment to the 0.7% target, but say to her that the way to appease those on the Benches behind her who do not want that commitment to go through is not to try to sound right wing on aid, but to take on the argument?
We have been making the case for international development, and I would say to the hon. Gentleman that what I have announced is what I think is the right thing to do; it is not about how I want to please anybody in the House.

Commons ChamberThis Government are investing more money in capital spend than was planned by the previous Government. If the hon. Lady is complaining about those numbers, she would be complaining even more if we had the misfortune of having her party in office. This Government are investing in infrastructure and putting unprecedented levels of investment into the railways, as I am sure she is well aware, even though she prefers to score a political point.
The Government are rightly taking action to make it easier for people and businesses to go about their daily business. We are cutting commuting times and speeding up journeys; getting people and products moving faster and more reliably; and ensuring that Britain is plugged into the global marketplace. Of course, the easy choice, faced with Labour’s debt and deficit, would have been to cut capital spending and major infrastructure projects. We are not doing that. Instead, we have taken a deliberate decision to invest in our transport infrastructure, from relatively small interventions that make a big difference such as hard-shoulder running on motorways, to huge projects such as Thameslink and Crossrail.
I am delighted that we have a London Mayor who is committed, alongside the Government, to driving forward projects such as Crossrail, which are vital to our capital’s future prosperity. It is vital that we continue to have a Mayor who is passionate and successful in campaigning on London’s behalf at the heart of the Government; a Mayor who refuses, unlike his opponent, to make empty spending promises based on imaginary pots of money; and a Mayor who will be the best possible advocate for London’s economic success when he welcomes the Olympic tourists and athletes in the summer.
I am extremely grateful to the Secretary of State for giving way after that party political broadcast to re-endorse the London Mayor. Turning to a point of substance, may I ask her what her policy is on airport expansion in the south-east? The Government were keen to show a bit of leg in that regard, but have ruled out a third runway at Heathrow.
The hon. Gentleman will be delighted to know that I will come on to that matter shortly. After all, this is a speech on infrastructure. I hope that when the Opposition spokesman responds, he will take the time to set out some kind of alternative plan. That would be of real interest to us all.
Five months into this job, I could reel off a long list of the transport investments that we are making. We are electrifying the trans-Pennine railway and the Great Western line from London to Cardiff, far surpassing the 39 miles of electrification that happened under the previous Government. That would not even stretch from Cardiff to Swansea, let alone from London to Cardiff. We are upgrading the Tyne and Wear metro. There are 45 local authority major schemes to improve connectivity across the country. We are finally progressing with the first parts of the northern hub project, which is so important to many Members.
I could continue, Mr Speaker, but we are investing in so many projects that you would probably call me out of order for speaking for too long. Therefore, let me summarise. The spending review set out more than £30 billion of investment for road, rail and local transport projects across the country. On our roads, we are investing billions to unlock extra capacity and ease congestion. We have set up the £560 million local sustainable transport fund, which gives local communities more power to design and deliver local transport systems. We have put in place the Growing Places fund to kick-start infrastructure projects.
We have given the green light to High Speed 2, a national high-speed rail network that will radically improve the connections between our great cities and, by doing so, help to create jobs and generate growth and prosperity. That sits alongside our unprecedented investment in the existing railway network, from new stations and rolling stock to line electrification, which will help to decarbonise the industry. That amounts to the biggest modernisation programme since Victorian times.
Hand in hand with additional resources for our railways goes the reform of our railways. The rail Command Paper sets out our vision for an efficient, effective and value-for-money rail industry. Our reforms will put the customer first and allow us to end the era of inflation-busting regulated fares increases once the vital savings are made.
Building on all those investments, the Chancellor announced further measures on Wednesday to improve our country’s transport links. He announced a £323 million package that includes a range of projects. There is an extra £150 million contribution towards the Growing Places fund, which will facilitate the economic growth, jobs and house building that our country needs so badly. There is £15 million for cycle safety in London, which will enable the innovative redesign of some of the capital’s most dangerous junctions for cyclists. There is £11 million more for low-carbon buses, which is part of the £101 million bus investment package that the Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker) is announcing today.
In addition, the Chancellor has announced that the rail industry will benefit from £130 million of funding from Network Rail to improve rail connectivity in the north of England by giving the go-ahead to further parts of the northern hub project. That will include increasing line speed and capacity on the Sheffield to Manchester Hope Valley line, and reducing journey times on the Manchester to Bradford via Rochdale and Halifax line and the Manchester to Preston via Bolton line. We are linking up the great counties of Yorkshire and Lancashire in the way that they have always wanted to be linked. That all adds up to passengers enjoying better connections, faster services and more seats.
Our national road network is also a key part of our national infrastructure. The strategic road network carries two thirds of all the freight on Britain’s roads, and it is vital for all types of business from mail order retailers to industrial parks and shopping centres. We have already announced, in last year’s growth review, £1 billion of additional investment in the nation’s strategic roads, on top of the £2.3 billion planned investment in major improvements announced in the spending review. However, as the Budget makes clear, we want to go further and examine the opportunities for more private investment in the road network in future. We want to consider where we can learn lessons from other industries, and we want to build on the proposals in Alan Cook’s report on the Highways Agency.

A variety of people now use the railways, and the ticketing system needs to keep up with that, but I will take this opportunity to stress again that we understand the importance of face-to-face contact, which many customers value when buying tickets. We will ensure that we bear that in mind as we approach any decisions on ticket offices.
Sir Roy McNulty identified fragmentation in the industry as one of the major reasons why costs in the UK are so high. What will her plans to further fragment the industry do to those costs? Will they improve outcomes for passengers or increase the amount we pay in subsidy for the railways?
We are not further fragmenting the industry; we are encouraging it to work collaboratively and more effectively. If by talking about fragmentation the hon. Gentleman is criticising our proposals to decentralise some decision making, I think that he is wrong.

Commons ChamberThe hon. Gentleman is right to raise an issue that we also consider important. BAA also wants to ensure that it remains competitive, with connections to new markets, and that is the balance that we want to be struck. I know that the subject was raised last week at Prime Minister’s Question Time, and I know that the Prime Minister takes careful note of such matters. The hon. Gentleman will be aware of the work that the Government did to help ensure that we kept the connection between Northern Ireland and Newark airport in New York. We are strongly committed to ensuring that we have the connections between airports and across the country that our economy needs to be successful.
Part 1 of the Bill replaces the current framework for the economic regulation of airports with a flexible, modern regime designed to put consumers first. The current “one size fits all” system of economic regulation is rigidly focused on a five-year price control regime. The Bill replaces that with a flexible licensing regime which can be directed at areas where regulation adds real value, and which will allow the CAA to reduce or remove unnecessary regulation. The CAA will have the power to incentivise and improve airport resilience, and to take more speedy action to tackle poor performance. When competition in the market grows, airports will be removed from regulation when that is in passengers’ interests.
I understand the importance of clear and certain decision-making to the ability of businesses to make long-term investments in our transport infrastructure, particularly when billons of pounds of investment are at stake. Independent economic regulation ensures that there is no political interference, which is why it is such a common feature of modern economic regulatory regimes. The Bill will remove the Secretary of State’s role in deciding which airports are regulated and will give that responsibility to the independent CAA, which will need to make decisions based solely on the need to regulate and to protect the interests of consumers.
The Secretary of State has said that the CAA will have additional powers and responsibilities. Will she say a little more about that? I find it odd, for instance, that it is excluded from the remit of the National Audit Office.
The hon. Gentleman correctly points out that exclusion and I will address his point shortly. When Sir Joseph Pilling reviewed that matter in 2008 he concluded that the current approach was appropriate.
Importantly, the CAA’s decisions will become more accountable because the Bill will provide greater access to challenge regulatory decisions. As the CAA discharges its responsibilities, it is essential that its decisions are guided by the needs of customers. Therefore, clause 1 establishes for the first time a single, clear, primary duty on the CAA to further the interests of consumers—all passengers and owners of air freight both now and in the future—and, wherever possible, to do that by promoting competition.
Some airlines have argued that the CAA’s duty should be extended to airlines as users of airports, alongside passengers. The airlines are important of course, but I am in no doubt that if conflicts of interest arise between airlines and passengers, the regulator must be squarely on the consumer’s side. To protect consumers at all airports, the Bill gives the CAA powers to enforce competition law concurrently with the Office of Fair Trading in the airport services sector.
