We have said that we are making relationships education in primary school mandatory, because we feel that children need to go into secondary on a firm footing, understanding this area, and they can then build on that with sex education. I am happy to meet my hon. Friend and other colleagues; obviously, this is an important topic for the House.

T7. The Minister will know how many summer-born children needlessly end up on the special needs register because of the lack of specific targets and support to help them close the gap on their older classmates. What guidance and resources is the Minister giving to schools so that children get the help they need?

If I could make a little progress, that would be appreciated. I am sure there will be plenty of opportunities for interventions.

As I was saying—[Interruption.] I am sorry, but there is a fly buzzing around. We are determined to build on that strong platform of success, to create an education system that works for all our children and all our young people. Equality of opportunity for everyone—wherever they are, whatever their background—is in the end unlocked only by education.

The North Shore Academy in my constituency faces a spending cut of several hundred thousand pounds. It serves one of the areas that the Secretary of State is talking about—an area of high deprivation. How on earth can that be fair funding in an area of high deprivation?

I will come on to funding later, but suffice it to say that it is important we make sure that all our schools are fairly funded. That challenge is recognised across the House. Clearly there are difficulties in doing that.

I agree. That is part of our fair funding formula on which we are finishing consultation this week; it sits alongside additional funding for children with low prior attainment. We have to make sure that we enable all our children to catch up if that is what they need to do.

T10. Action for Children is concerned that half the children from disadvantaged backgrounds arrive at school not ready to get the most out of the classroom environment. What is the Secretary of State doing to improve early years development in the home to make sure that every child is ready to learn on their first day?

We will of course raise those issues. We know from so many other parts of the world that the Governments that are successful are the inclusive Governments with respect to minorities. One of the pieces of work that will be under way will be to double our support for a governance project that is taking place in the Burmese Parliament. That has seen our House of Commons Clerk go there in recent years. We will be doubling the number of Clerks there to help to ensure that the Burmese democracy can flourish, as ours has.

My hon. Friend will be aware that the UK supported international efforts to deliver aid to thousands of people trapped by ISIL in the Iraqi town of Amerli during the weekend. DFID provided supplies of 8.5 tonnes of water and 3 tonnes of food, which were dropped from the air by the RAF C-130 aircraft. I would like to take this opportunity to thank our RAF personnel for doing such an outstanding job in providing those life-saving supplies.

T5. World Vision has told me that half a million children did not begin a new school year last month because of the Palestinian-Israeli conflict. How does the Department intend to support efforts to ensure that we do not see another lost generation and that these children get to school?

The hon. Gentleman is right to raise that issue. One of the challenges has been that many of the people displaced within Gaza went to schools that were empty because of the school holidays. I recently spoke to the head of the United Nations Relief and Works Agency about how we can ensure we create the homes and the refuges for people to leave the schools so that the children can get back to school. The hon. Gentleman is absolutely right; we need to make sure that they do not lose their education.
