The Northern Ireland (Executive Formation) Bill is all about making sure that democracy works for the people of our country whom it serves. That is why I very much support it. However, it goes wider than that in practice. This country finds itself in a time of crisis—we all know that. Many people listening to this debate will be wondering why we are even having a summer recess and going away on holiday when there are so many unresolved issues in relation to Brexit. The simple act of passing the amendment to make sure that we do indeed sit as normal during September and October is, therefore, common sense and the House should get behind it. In no way does it try to curtail decisions that a Government or a Parliament might want to make—quite the reverse: it seeks to ensure that our parliamentary democracy can simply function as normal.
We should all reflect on the fact that this debate is even necessary in our country. What has Britain come to when we have to table amendments to ensure that Parliament can still operate? To those who say that shutting down Parliament is somehow a viable approach, I simply say: you do not win a debate by closing down the main Chamber in which the views of the people of this country are aired, and you do not unite a country by muzzling the people whom those communities have democratically elected to come here to represent them.
There are other practical reasons why we should support this common-sense amendment. We all know that this is a time of global political and economic instability. Are we really saying that this House would not be there to debate issues that might arise, just in case it had its say on the hugely important issue of Brexit or spoke with one voice about the Government’s proposed course of action? It is entirely untenable—indeed, it is dangerous and extremely short-sighted—to shut down this Parliament at a time of so much uncertainty.
I will finish by saying that the amendment has to pass. If it does not, I fear that we will inadvertently cross the Rubicon for our parliamentary democracy. That would mean that if a Government ran up against an issue and were worried that the elected House of MPs might decide to stand up against them, they would just close it down. That is not in Britain’s DNA. The rest of the world looks on and admires our democracy because it is such a fundamental part of how this country has developed. For that reason alone, we should get behind this amendment, which is about protecting the right of ordinary people up and down this country to have their MP come here and do their job of representing them, for good or for bad.

Is the Prime Minister aware that Birmingham airport will have 15% fewer international flights than otherwise, and that Manchester airport will have 11% fewer, Newcastle 14% will have fewer and Bournemouth will have more than 40% fewer, by 2030 as a result of Heathrow expansion? How do we help investment in our regions by suffocating the regional airports’ growth?
My right hon. Friend asks about expanding Heathrow and the impact it is going to have on regional airports, so may I just tell her one anecdote? When we made our first announcement about the in principle decision on the third runway at Heathrow, I went down to Cornwall and visited Newquay. People there were very pleased and welcomed the announcement, because of the ability it was going to give them to improve their local economy and expand their tourist industry, in particular.

Order. This is an extremely important matter, of which the House partly treated earlier in the week, but I gently point out that it is not reasonable for colleagues who were not here at the start to beetle into the Chamber and stand with the expectation of being called. I announced the urgent question some considerable time ago, and it is incumbent upon colleagues to be here at the start of the exchanges. If for whatever reason they were not here at the start, it is discourteous to stand and expect to be called. Everybody is busy and has many commitments and full diaries, but it is incumbent upon colleagues to be here at the requisite time.
This is a heart breaking legal case. It has basically been lost on a technicality—nothing more—and it is too important simply to be left at that. The women of Northern Ireland deserve better than the outcome of today’s judgment. Does the Secretary of State agree that it is now time for the Northern Ireland Assembly and Government to get back in place and to take their responsibility to set the way forward? In the absence of that, I urge her to accept that Parliament will now start to examine what steps we can take to ensure better outcomes for women in Northern Ireland.
I thank my right hon. Friend. I agree that this is another example—one that affects people’s lives—of why it is so important that politicians in Northern Ireland come together and form a Government, and it is quite right that they should do so. They represent their constituents in Northern Ireland, and they know what their constituents want. I am sure that they will have heard my right hon. Friend’s comments.

Commons ChamberLike many Members, I recognise just how important this debate on the incredibly sensitive and important topic of abortion is. It is obvious that there needs to be much broader debate about the various issues relating to abortion—not just about the people affected by the laws that are currently in place and some of the proposals that we are debating, but about the role of schools and of advice, education and support services and about some of the other hugely controversial but important issues that wrap around the broader challenge of debating any changes to abortion law, not just in Northern Ireland but more broadly throughout the United Kingdom.
I recognise that we have in place very long-standing laws, particularly in respect of England. In this debate, we should not lose sight of the fact that we have been brought to this point by a clear anomaly between the rights that women have in one part of our country, Northern Ireland, compared with the rights of women throughout the rest of the United Kingdom, and by that difference having been exacerbated by the result of the referendum in southern Ireland, which means that we now see Northern Ireland as an outlier on women’s rights in a way that I feel is unsustainable for the United Kingdom.
I pay tribute to the hon. Member for Walthamstow (Stella Creasy) for securing this emergency debate, which it is important to have in this Chamber. As she would recognise, this House has managed to achieve progress for women in Northern Ireland, not least by introducing the ability for them to travel to the UK—to England in particular—and to have free abortions in the same way as any English woman. That is true progress, but today we seek to talk about how we can further push forward on rights for women in Northern Ireland.
The question is how to push forward. I am open-minded about this debate. I very much recognise that ideally we would all like the people of Northern Ireland to put in place the changes we are discussing, but we also recognise the current absence of an Assembly and normally functioning devolved government in Northern Ireland. I am sure we will have further debate on how we can achieve change for the women of Northern Ireland, but handling this issue in the right way in respect of devolution does matter, and we in this House should be sensitive to that.
I am open-minded about the broader changes that we are debating. We need to recognise that they are somewhat complex and multifaceted, and they need to be understood by Members from all parties and, indeed, by our local communities, too. It is important to set out how wide—or, indeed, otherwise, as has been argued today—any changes to medical regulations might need to be, as well as the process of consulting our communities about changes that would affect how abortion is regulated in the United Kingdom.
I recognise the important case made by the hon. Member for Walthamstow and, indeed, the case made by my right hon. Friend the Member for Basingstoke (Mrs Miller), who set out carefully and clearly the impact on women in Northern Ireland and throughout the United Kingdom, given the existing criminalisation of abortion. I support a continued debate in this House. [Interruption.] I recognise that many other Members wish to speak in this debate today. It is important that, in the coming weeks and months, Ministers listen very carefully to the debate that happens in this House and then clearly set out how the Government can play their role in helping us to take forward change for the women of Northern Ireland.
Does the right hon. Lady agree that respect and dignity are extremely important, but that we must remember that some women in these islands are governed by legislation that is 150 years old and that there is nobody left alive who can even remember that time and that is something that we must consider?
While we can all be very clear about the way in which the existing laws—long standing as they may be—work today in terms of the ability of women to have choice in our United Kingdom, the backdrop of the criminalisation of abortion is hard for anyone truly to defend in this House as a principle. I want us to have a measured debate. As I am about to finish, let me say that it is important that, over the coming weeks and months, Ministers clearly set out how they plan to respond to the crucial debate for women’s rights that will be taking place in this House.
