I thank my hon. Friend for the amazing trip that I know he had during the last couple of weeks to Turkey and the social action projects in the camp there. He is right to raise the issue of conditions in the camps. The UK works with UN agencies to ensure that they are as good as they possibly can be.

T5. Will the Secretary of State assure the House that none of the aid given to Belarus from the European Commission is used for state-sponsored oppression?

The hon. Lady will know that the aid to Belarus was transferred under the multi-annual financial framework, which was agreed under the last Government. This Government have tightened that up to make sure that fewer middle-income countries such as Belarus will receive aid in the future.

I have been asked to reply—[Interruption.] As I was saying, Mr Speaker, I have been asked to reply on behalf of my right hon. Friend the Prime Minister, who has been visiting China.

I am sure the whole House will wish to join me in offering our condolences to the family and friends of those who were tragically killed following the helicopter crash in Glasgow on Friday evening. Our thoughts must also be with those who are injured at this difficult time. I visited the site yesterday and was able to see the recovery operation at first hand. On behalf of the whole House, I pay tribute to the outstanding response and bravery of all the emergency services involved in what were extremely demanding circumstances.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

May I associate myself with the comments made by the Deputy Prime Minister after the very tragic events in Glasgow?

Under the Government’s proposed new formula for allocating health funding, Sunderland is facing cuts of £42 million. Does the Deputy Prime Minister think it is right to divert NHS funding from areas with higher levels of need to areas with lower levels of need, and how does he think that will impact on the winter crisis?

As the hon. Lady knows, NHS England is now in a position to make some of those big judgments—[Interruption.] We are having questions on what money goes where in the NHS from the party that, if I understand it correctly, still does not agree with our protection of the NHS budget. We are putting £12.7 billion extra into the NHS. I would be interested to know whether the Labour party agrees with that.

I am grateful to my hon. Friend for that question. The UK welcomes the successful global negotiation of the voluntary guidelines on land tenure and is now pushing for their national implementation, including through the G8, so that we can help share best practice and improve land governance.

T3. According to figures from Amnesty International a staggering 87% of women in Afghanistan will experience violence in their lives. What steps is the Secretary of State taking to prioritise and adequately focus efforts to combat violence against women and girls in Afghanistan?

The hon. Lady will know that this is an issue about which I am particularly concerned. It is vital that we do not lose the gains that have been made in women’s rights in Afghanistan as we see troop draw-down. That is one of the reasons why I have made the issue of women and girls and, in particular, violence a country-strategic priority for our work in Afghanistan.
