Order. Let me gently remind the House that topical questions, and the answers to them, are supposed to be substantially briefer.

T3. What actions are the Government taking to ensure that the commercialisation of research is at the centre of their plans for higher research and development spending, so that the world-class output of institutions such as York University, in my constituency, can rapidly find its way to the factory floor?

Last Friday, Cyclone Pam hit Vanuatu, causing widespread destruction.  Working closely with the Governments of Vanuatu, Australia and New Zealand, the UK has made up to £2 million available to UN organisations and relief agencies working on the ground. In addition, the Royal Air Force’s swift action is providing further valuable support, alongside the rapid response facility that we launched.

My hon. Friend will be aware that since the last DFID questions I have been to Sierra Leone to see our work gradually bearing down on Ebola. I am proud that the private Member’s Bill introduced by the right hon. Member for Berwickshire, Roxburgh and Selkirk (Michael Moore) has completed its parliamentary stages and now awaits Royal Assent.

That certainly was comprehensive.

Volunteers in my constituency who had hoped to visit Sierra Leone to build a new school have, sadly, been forced to postpone their plans owing to the Ebola outbreak. However, will the Secretary of State join me in welcoming the York Circuit Ebola appeal run by those same volunteers, which aims to raise much needed funds for those affected by the epidemic?

I have always thought that the party conferences could perfectly well take place at weekends. I cannot for the life of me see why we have to go away from our main place of work for that rather self-indulgent exercise. But I would not want to express any views that could be considered to be controversial.

May we have a debate on what constitutes “high risk” when it comes to referrals for breast cancer screening? A constituent of mine whose mother and two sisters have sadly been diagnosed with breast cancer has bizarrely not been assessed as high risk and, as a consequence, has been denied access to screening, which is causing her and her family great distress, as I am sure hon. Members would understand.

Of course, Hull also has a fine university, which I had the great pleasure to visit and address last year. I think that there is general consensus around the House on this matter.

I am sure that the whole House shares my affection for our local independent radio stations that provide an invaluable service in keeping us up to date on community issues, such as Minster FM in my constituency, but there is concern about the proposed switchover to DAB transmission. As such, may we have a debate on the digital upgrade plan and the impact it could have on local independent radio stations?

The Leader of the House has just announced the days for debate on the Budget. Has he had any indication of the day on which the former Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), has put in to speak?

Order. I must say that there is a growing discourtesy about some of these inquiries, against which I counsel very strongly. There are certain conventions in this place, and a basic courtesy from one Member to another is expected and must apply. I have no idea whether the hon. Gentleman mentioned to the right hon. Member in question his intention to refer to him—if he did not he certainly should have done—but in any case, it is not a proper matter for a business question.

Order. Members should not shout at the Prime Minister in that way. First of all, it is rude. Secondly, it delays the progress of our proceedings, and we really must not have it.

Q3. Following last week’s much welcomed Budget announcement, does the Prime Minister agree that correcting our deeply unbalanced economy will require fresh investment and enterprise in many northern cities, such as my own of York, which for so long was neglected by the Labour Government? What assurances can he give to me and my constituents that the coalition will do all it can to encourage the economic growth—

Order. We are grateful to the hon. Gentleman. We need an answer.
