Commons ChamberI think the hon. Gentleman has made his point without a debate. Indeed, he has conducted a short debate on the issue. There will not be time for a debate in the remaining days of this Parliament, although there will be Home Office questions on Monday 23 March, so he will have a further opportunity to advertise his early-day motion and his arguments. I am sure that these issues are well understood by many hon. Members, irrespective of the number of asylum seekers living in their constituencies.
While I accept the success of the cancer drugs fund, recent changes have resulted in the drug regorafenib, which is effective against gastro-intestinal tumours, no longer being funded. One of my constituents, whose partner suffers from a rare form of cancer, has collected more than 45,000 signatures in support of the drug’s reinstatement. It is a last resort that offers treatment when others have failed, and it gives patients precious extra time until a lasting cure can be found. Given that we are running out of time in this Parliament, can the Leader of the House advise me on how we can get this matter debated?
There is little scope for additional debates, as I have been saying in relation to other issues, but I can tell my hon. Friend that NHS England, which manages the cancer drugs fund, has assured the Department of Health that no patient whose treatment is currently being funded through the cancer drugs fund will have their funding withdrawn as long as it is clinically appropriate that they continue to receive that treatment, and that in addition no drug will be removed from the fund when it is the only therapy available for the condition in question. Furthermore, clinicians can still apply for individual patients to receive a particular drug on an exceptional basis. I would recommend that my hon. Friend pursues the matter directly with Ministers at the Department of Health in order to get further details.

Commons ChamberThis is not a transport issue, but may we have a debate in the short time left on recent changes to the rules governing community amateur sports clubs, with specific reference to rate relief thresholds? The York Railway Institute, which provides fantastic sporting facilities to many of my constituents, is under financial threat as a result of the changes. It could close or be broken up to offset them, after serving the public of York since its foundation in 1889.
The Government have given local authorities the power to offer business rate discounts beyond predefined reliefs at their discretion, including to sports clubs, to be funded 50% by central Government and 50% by local authorities. I recommend that the club discuss this with its local authority. The Treasury would expect local authorities to take full account of the funding provided by central Government for discretionary rate relief when making their decisions.

I attended the EU Foreign Affairs Council in Brussels yesterday. We agreed on a number of additions to our sanctions against the Assad regime, notably the freezing of the assets of the Central Bank of Syria, a ban on imports of gold and precious metals, a ban on cargo flights, and the listing of seven more Government Ministers.
I am always sympathetic about the dangers facing the Israeli people from some of their aggressive neighbours, and will remain so, but does the Secretary of State agree that settlement-building programmes are never a means to an end and are, in fact, becoming a serious obstacle to peace?
Yes, I do agree with that. As the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), has often pointed out, we have made very strong representations to the Israeli Government whenever settlements have been announced in recent times. Settlements are on occupied land, they are illegal—that is the view of almost the whole of the rest of the world—and this is an issue that Israel must address.
