I am grateful for the right hon. Lady’s remarks, some of which I very much agree with. I also met Dr Tarek Loubani and colleagues from Medical Aid for Palestinians during the week. There is no doubt about his sincerity and the pain that he has experienced in relation to his injuries and the death of his friend. Any encounter with those who have been involved in the actions that resulted from the protests and the move towards the fence brings into sharp relief our discussions, when we confront the reality of what has happened—the loss of life, the life-changing injuries to a child hit by a bullet, a lifetime of disability and the loss of paramedics. Whatever the context of a right to protest and a right to defend, if such things result that is a tragedy, and such actions are shocking and appalling in equal measure. Whatever the context, that cannot and should not be an end result.
In relation to the procedural matters that the right hon. Lady raised, there are two parts to dealing with matters at the Human Rights Council: the vote itself, and the explanation of vote. The United Kingdom has not been alone in abstaining in relation to this accountability, and the votes were spread across the Human Rights Council. There are reasons for both.
The United Kingdom has taken a principled position in relation to item 7 for a period of time. When item 7 was introduced, as my right hon. Friend the Foreign Secretary said, Ban Ki-moon, the then UN Secretary-General, voiced his disappointment, given the range and scope of allegations of human rights violations throughout the world, that there was one specific item relating solely to Israel, and Israel was the only country that faced that. That has been the long-standing concern about item 7. At the same time, we have been at pains to make it clear that when issues came under other items, as with item 2 and this accountability report, the matter would be looked at entirely on its own merits, and we would support those actions that we believed we could.
In relation to this particular matter, at the time the inquiry was set up, we said that because of the nature of the inquiry—it would not be looking at the actions of those who were responsible for taking people to the fence and took some complicit action in relation to what happened—the inquiry could not be even-handed and balanced. That is why we abstained in the first place, and it is why we abstained again. If I may, I should put the explanation of vote that has been given in Geneva on to the record so that colleagues here can read it. It says:
“Our vote today follows on from our position in…2018 when we abstained on the resolution that created the Commission of Inquiry into the Gaza protests. Our expectation is that accountability must be pursued impartially, fairly, and in a balanced manner. We did not and cannot support an international investigation that refuses to call explicitly for an investigation into the action of non-state actors such as Hamas, and we cannot support a resolution that fails to address the actions of all actors, including non-state actors. The UK continues fully to support an independent and transparent investigation into the…events in Gaza. We note the IDF opening potential criminal investigations into a number of cases…But equally we have publicly and privately expressed our longstanding concerns about the use of live ammunition and excessive force by the Israel Defence Forces. Our decision to abstain reflects”—
our concern and our balanced position. That is the reason for it, but it does not stop us calling out those actions we consider to be wrong. We welcome the fact that there will be some criminal investigations, and we wait to see the result of them.
I agree with every word of the Government’s position, as just read out by the Minister. I therefore do not understand why we just abstained, instead of voting against the proposal. If we felt that this particular organisation would produce only a partial and unbalanced report, and if we want an impartial and balanced report, would it not have made more sense to vote against the proposal?
No. We maintained the position of abstention because that reaffirmed our position in relation to the nature of the inquiry itself. However, the inquiry produced matters of concern to the United Kingdom in relation to what it did, such as listing those who were killed and wounded. The nature of the account led us to the belief that our concern could properly be expressed not by voting against it, but by maintaining our previous position.

Commons ChamberI thank the hon. Gentleman for his comments. On reconstruction, the support that the UK provides at the moment is termed stabilisation and resilience, in that people who have absolutely nothing need access to food, water and shelter. There is a distinction drawn between providing for the immediate needs of people—stabilisation and resilience—and what is termed the longer-term reconstruction, which is the rebuilding of infrastructure and of the country. There is an international difference of opinion. There are those who have taken the side of Syria during the time of the regime in saying, “This is what Syria needs going forward in order to settle its people.” However, we have a concern about this reconstruction being provided to an unreconstructed regime, where, as I have indicated, all the evidence suggests that there are refugees it deliberately does not want back for political reasons, and that for those who do come back, there are risks attached.
It seems to us that to ask United Kingdom taxpayers, and this House, to support a reconstruction programme in those circumstances is not correct. Accordingly, we—this is a joint EU position—have taken the position on reconstruction of saying no, until we know for certain that this is a different Syria that will provide properly for its citizens and will not provide the basic background that can then be exploited by extremists and terrorists in future because they are dealing with a population that is being appallingly treated. I think we are right to stick to that, but the hon. Gentleman can be reassured about the stabilisation and resilience support.
The hon. Gentleman referred to the neighbouring countries. To put some figures on the record, over the last few years we have provided £608 million for Lebanon, £483 million for Jordan and £319 million for Turkey—a total of £1.34 billion to support the 5.7 million refugees in the region and cover their needs. We are supporting the various programmes that are being run. It is a difficult balance for those states. They want to care for those who are there. In some cases, they are caring for refugees who have been there for a very long time—the Palestinian refugees—and, accordingly, we are building up issues about the length of time that host countries are able to support people for. I am sympathetic to the needs of those host countries, but it must be clear that refugees cannot be put back into a situation of danger, and the international community has to work together to deal with that.
The hon. Gentleman mentioned aid workers and, in particular, Sam’s House. He has written to me previously about it, and I commend the work of that small but very necessary agency. We work in close conjunction with it, as indeed we do with any such agency. I visited Holyrood not too long ago and had a good conversation with the Scottish Minister responsible for international development. Of course, we look to support our friends there. The protection of aid workers is about supporting the campaigns we see from time to time which say that aid workers and journalists are not a target, and ensuring that people know how important that is. I commend the hon. Gentleman for his supportive comments.
I warmly commend everything that the Minister, wearing his DFID hat, has been doing to help Jordan in particular. The King and the Government are our close friends and allies, and they have been truly heroic in this situation. I have a little concern about the Minister’s position wearing his Foreign Office hat. Does the Foreign Office accept that President Assad and his regime, brutal though they are, have won the Syrian civil war? If they were to show a greater willingness to behave in a more humane way to returning refugees, would the Foreign Office and DFID be prepared to offer aid to those returning to Syria under the Assad regime’s control?
I am grateful for my right hon. Friend’s comments. It would be unlike him not to have slight concern about some of the things that the Foreign Office does. I appreciate the situation. First, let us be clear: there cannot be any definition of “winning” this conflict when something like half a million people have been killed—the vast majority at the hands of the regime, and a significant number at the hands of Daesh—and millions have been displaced. Should the regime and its backers claim to have won, I am sure this House would speak with one voice in its disgust at such a term.
Is it correct to say that the situation on the ground indicates that the regime is likely to stay in control of areas that it currently controls and regain control? Yes, that is likely to be the situation. The regime was rescued by Russia on one occasion and by Iran and Hezbollah on another. We do not need to rehearse the events of August 2013, but there are consequences of both intervention and non-intervention, as the House understands. The situation is plain, and my right hon. Friend is correct; the regime will count its survival as a success in the dreadful circumstances.
What happens next is really important. As I indicated earlier, if Syria’s regime and governance returns to where it was, Syria will never be at peace. First, people’s human rights will continue to be trampled on. That will provide the base of conflict for the future, and those who seek stability in Syria through the return of the regime will not get it. It is clear that there must be a response from the regime to provide for its people decently, as opposed to the conditions of war that it has waged upon its own people for the past few years. When that time comes, I will be able to answer my right hon. Friend’s question.

Commons ChamberAs the right hon. Lady knows, all the prominent cases of human rights activists are carefully monitored by the UK representatives in Bahrain. There are independent processes in order to oversee the activities of the courts in Manama, and we urge that there is a consultation and dealings with them. We keep a constant eye on this; it is a matter for progress in Bahrain, and the United Kingdom is very involved in seeing greater progress there.
Will Ministers use the United Nations as a forum where the United States can expose the Russian violation of the intermediate-range nuclear forces treaty so that if America does withdraw, responsibility will lie where it should?

I do not think that it is really possible to answer the hon. Gentleman’s question. It is not always possible to gain access to those who are making the decisions relating to people who are held in detention in a variety of countries, and that is certainly true in this particular case. I think that the best the United Kingdom can do is make very clear how we see the situation, keep up our constant contact and requests for assistance, and continue to raise the matter as it has been raised here, but we are not always aware of what may have triggered one development or what might trigger a release. All I can say is that, as the House would expect, constant efforts are made to bring about the latter.
The Iranian regime has employed the taking and tormenting of hostages right from the outset. Surely, at some point, one reaches a stage at which one has to say that sweet reason and appeals to compassion are not working and severe sanctions must be considered. What sanctions are at our disposal, and what consideration has been given to imposing them?
Sanctions are in place in relation to a number of figures in Iran—the Islamic Revolutionary Guard Corps in its entirety, and others—on human rights grounds. That course of action has already been taken by the United Kingdom.

I thank the hon. Lady for her remarks. The first and most important thing is to try to ease any impact of the blockade in relation to humanitarian access. I returned to the fact that missiles flow into Yemen through ports and through other areas. The firing of those missiles puts innocent civilians at risk, both in and outside Yemen, and it is not unreasonable to seek to ensure that that does not happen. We stand by those who want to take such measures to prevent that action from happening, while at the same time ensuring that there is appropriate access for humanitarian and commercial supplies. The commercial supplies feed people, as well as the humanitarian aid, and they are therefore essential.
Since the events at the weekend, and as part of the Government’s approach, DFID has made representations because we want to ensure that the UN agencies that we fund have that access. But of course, the situation is particularly difficult in the immediate aftermath of an event that could have had catastrophic consequences, including for UK citizens, has that missile landed on Riyadh airport. The hon. Lady is right, however, to concentrate on the blockade. We will do all we can to press the point that we have to find a way through for increased humanitarian and commercial access.
On the arms control issue, the House knows that this matter is extensively trawled over by the Department and that we have a rigorous arms control regime in place. Every request for support is dealt with on a case-by-case basis. The Government were recently successful in the legal action in relation to that, but that does not stop us being very careful about any supplies. The important thing is to end the conflict, and that is what the United Kingdom is devoted to. However, too little attention is given to the fact that there are two sides to this conflict and that it could come to an end tomorrow if the Houthis and those who support them would agree to the negotiations that are necessary to end it, so that Yemen can at last emerge from a period of some years in which the people have not been well regarded by those who purport to govern them, to give them the chance they deserve.
Have the Government made an assessment of the current political convulsions in Saudi Arabia? If so, might there be implications for the situation in Yemen?
Well, if the House has 20 minutes—[Laughter.] In an ever-fascinating region, to add to what we know about what is happening in the Kingdom of Saudi Arabia at the moment would take a little while. Recent events in Saudi Arabia include Crown Prince Mohammad bin Salman consolidating his already strong position by taking action at the weekend on corruption as part of his efforts to drive Saudi Arabia forward. He believes that the “Vision 2030” plan—the economic and social advancement of Saudi Arabia—cannot be achieved without dealing with corruption, which is so widespread across the region. The decision that certain individuals had to be arrested and questioned about their activities has had a clear impact.
The relevance to Yemen is limited, but there is no doubt about the impact of the missile strike on Saudi Arabia, in addition to the missile strikes that already take place. The House does not always concentrate on the number of civilians in Saudi Arabia who have lost their lives as a result of missiles from Yemen. My right hon. Friend is right that the combination of the two factors means that we have to work even harder to try to find a negotiated solution, which is what all parties now seriously want.

Will the Government dust off the files marked “Cold war containment” and try to get the message across to our American friends and allies that a policy of containment while repressive societies evolve is the best way to deal with countries like Iran?
Again, I thank my right hon. Friend, who has long experience of these matters. If there is a colleague in the House associated with the cold war, it might, indeed, be my right hon. Friend, for his considerable knowledge, and, if I may say so, the occasional activity associated with it, which are a subject of his memoirs. His point is right. The world went through an awful time in the cold war, as some of us will remember and others will not. The world teetered on the brink of nuclear disaster, and was only pulled back by sensible decisions and the bravery of people in very difficult circumstances. We feel we have moved forward by trying to get the agreements we need. We know where the threats are in other parts of the world where an agreement has not been possible: there is no JCPOA in the far east, and we worry about the consequences of that.
I repeat what I said earlier about the United Kingdom’s position: the fact that this hard-won deal dealt with an aspect of the relationship between Iran and the rest of the world in a manner that could be verified and enabled us to move on, notwithstanding the fact that there were other issues, was really important. If we are not to see a return to cold war, we should look for the opportunity to make that engagement, and be honest in our relationships with each other on things we cannot agree on, but always try to find a way through without isolation and cutting contacts, as that only requires a climb-down at some stage in the future to find a way to re-engage.

Genuinely, I am unaware of that. The police may review evidence at any time. If CQC has certain evidence that it wishes to take to the police for prosecution, that is a matter for it. I understand the processes that people would want to go through. It is important for me to offer reassurance that those processes are in place, and that things that for too long have been swept under the carpet are open for examination, which I understand to be the case.
Let me deal with the question of a public inquiry. Ministers face many calls for inquiries, and it is important for public inquiries to be considered only where other available investigatory mechanisms would not be sufficient. Public inquiries are rare events. I argue that the processes now being followed by NHS Improvement and CQC are the best way to put right the safety and governance issues at Southern Health. That does not rule out the dissemination of wider learning from this case through NHS Improvement or, where appropriate, the holding to account of individuals via professional regulation or normal performance management routes.
It is right and proper that we should ask such questions. We can perhaps examine whether the system would have responded in the same way had the trust been an acute trust, as I mentioned earlier. I am passionate about improving the care and outcomes for people with mental illness or learning disabilities by ensuring that all aspects of healthcare for people, whatever the issue that has brought them into the care of the NHS and others, are given equal priority with physical health. That must include regulation.
Let me now deal with the point made by my hon. Friend the Member for Oxford West and Abingdon (Nicola Blackwood). As I have indicated, what I have observed over the past year has worried me. That is to say, there seems to be greater tolerance of when things go wrong in mental health than in acute services. We need to ask ourselves why it has taken so long to resolve those difficulties and to reach the regulatory decisions that are now starting to take effect.
I will therefore be looking at the matter with NHS Improvement, to consider both the effectiveness and the timeliness of regulatory interventions in mental health and learning disability services. I am keen to bring independent leadership into that work, alongside NHS Improvement. A task-and-report group will do a piece of work specifically on that.
Let me name the other places that have upset me during the course of the year. In Hull, there has been a problem with in-patient beds and an inability on the part of the NHS to make decisions about it for more than three years. There was the case of Matthew Garnett, the young man with autism in the wrong place; I could not get information on him for weeks, because of the failure of the NHS to provide what I needed. There are the problems in Tottenham with new mental health facilities, similar to what happened in York, at Bootham Park—how that was closed, and the inability of people to handle it correctly. That is a whole series of cases in which I think things could have been done better. The response has not been good enough. An inquiry into one thing is not sufficient, and the processes are in place to deal with that. Looking at the whole range of why such things happen is really important, and that work is now underway.

A further review of the investigation of deaths is being done. It was announced by my right hon. Friend the Secretary of State for Health, but it will not be completed until the end of the year, when the Department will give its response. This has been a hugely important debate, but it is not the end of the matter. It is a staging post, and people will be able to see things following it. I commend my hon. Friend for raising it.

Commons ChamberThe frustration in the NHS is that although what the right hon. Lady says is not true in some places, it is in others; the special measures process in effect at the moment has effected change and has done so more quickly. There are other places where that does not happen. I am concerned that in mental health the sense of defensiveness which we know has characterised parts of the NHS for too long has probably had too great a grip, and we have not always got things done more quickly or demanded that things are done with the degree of urgency that we would expect, on behalf of constituents. I am very determined that any difficulties in getting things done locally in trusts when they need to be done will not be aided or abetted by any lack of urgency in the Department or the upper reaches of the NHS with which we have contact. The concern to make sure that urgency is there is rightfully expressed by the House, and we have to see that that is delivered.
In 2011 and 2012, I was locked in a bitter confrontation with Southern Health Foundation Trust over the determination of its top management to close no fewer than 58 out of its 165 acute in-patient beds for people suffering from mental health illnesses and breakdowns. It is the only constituency issue over which I have ever suffered sleepless nights, and I failed to stop the trust closing the Winsor ward in the relatively new Woodhaven hospital in my constituency. Today, apart from this terrible issue about the deaths, the system remains overfull, the beds remain too few and I understand that at least 80% of the in-patients are people who have been sectioned, leaving people a very low chance of getting an elective bed from Southern Health unless they are prepared to wait a long time. Can the CQC look into this wider issue, given that it has so many other serious concerns about the trust?
The CQC’s powers are extensive and I know that it will absolutely know what my right hon. Friend says. The debate comparing the provision of beds for treatment with community treatment has been going on for some time in mental health, and different pathways are taken by different trusts. Some trusts put more people into beds, while others are doing more in the community. The general sense is that more should be available in the community, but that must not preclude the availability of emergency beds when they are needed. I will ensure that the CQC is aware of my right hon. Friend’s concerns about that particular trust.

I remind my right hon. Friend that the Foreign Secretary at the time that we were being asked to intervene militarily in the Syrian civil war himself accepted, and indeed volunteered the information, that there were several thousand al-Qaeda-linked militants fighting alongside the opposition.
Yes, there were. I do not want to be drawn or tempted into a rehearing of that debate we had last August. I think the decision made by Parliament then was profoundly wrong and I wish that action had been taken against the Syrian regime for using chemical weapons on its own people, despite the difficulties. Nevertheless, we do not need to go down that route now.
Of course there were already different factions involved by then, but one of the confusions that the Assad regime was able to spread was that all opposition was the same. It is not and it never was. Accordingly, I ask my hon. Friend to look very hard at circumstances on the ground and to recognise that the moderate forces that have been supported by more than 100 nations and entities through the Friends of Syria process, the Free Syrian Army and others, are taking on both the regime and the extreme militants. They deserve our support. There is regular barrel-bombing and killing of civilians. They deserve the opportunity to protect themselves. I say no more than that. There should be no western boots on the ground and no western forces there, just the ability to change the dynamics so that the negotiations for peace have a better opportunity to succeed. I urge my hon. Friend the Minister to keep an eye on that and give whatever support is possible to the moderates who are still fighting on so many different fronts.
As my hon. Friend the Member for New Forest East (Dr Lewis) mentioned a moment ago, the long-standing nature of the crisis has meant that it has spread. There will be another opportunity in due course to discuss issues relating to western intervention or non-intervention. We have had three and a half years of non-intervention to weigh in the balance with Iraq and Afghanistan and to ask, “What are ever the right decisions in these difficult circumstances?”
We know one consequence of this continuing agony: the growth and development of an extreme force now in the region—ISIS/ISIL—which has gone beyond threatening Syria to threatening states nearby. It has, of course, produced an issue for the Kurdish community in the Kurdish region in northern Iraq, protected and saved by the intervention of John Major and the no-fly zone, who now find their circumstances different from those in the rest of Iraq. What is to be done?
First, I think the United Kingdom should look hard at what support it can give to the Kurdish region. For example, an acknowledgement that they need to sell oil to survive, having been starved of funds by the Maliki Administration, would be important. Recognition that now they are looking for support on defence and intelligence, just in case that extremist army comes in their direction, would also be welcome. Counselling and discussion about further steps towards autonomy or independence would also help. Independence for the Kurdish region is a big step that would have serious ramifications, but it is no longer off the cards, because of the break-up of Iraq and, I have to say, the failure of Prime Minister Maliki over a long period, even though he was given every opportunity to bring together Sunni, Kurdish and Shia communities. Whatever may happen in the future, the Kurdish region deserves some degree of security, whether within a federal Iraq with greater autonomy, or something different. The UK needs to be alert to the needs of that region and its people, which we have supported for so long.

Commons ChamberAbsolutely. I can assure the hon. Gentleman that that remains a matter of the utmost priority to us. As my right hon. Friend the Foreign Secretary said yesterday, the situation is immensely complex. There is a humanitarian disaster not only within Syria but outside, with, it is reckoned, 1.5 million refugees scattered throughout Turkey, Lebanon, Jordan, Iraq and surrounding areas, and we are working to provide support both outside and inside the country. Some 71% of the latest UN plea for support has been provided, but the rest is urgently needed. We have fulfilled our pledges, but the hon. Gentleman is absolutely right that the situation in the camps and for those being hospitable to people in their homes is dire.
The hospitality being given in people’s homes is important—we think of this going on in Lebanon, Jordan and other places. It creates pressure on the domestic population, as rents go up and the local economy becomes distorted, and after a time hospitality becomes stretched and strained, so it is essential that we continue to provide support. I am proud of the way in which the United Kingdom, as the second largest bilateral donor, has been able to do that.
The Minister knows that my greatest concern is about the dangerous folly of doing anything to assist an alliance of groups that contain thousands of al-Qaeda fighters to get their hands on Assad’s chemical weapons. Rather than reiterate that, may I ask for an assurance that before there is any lifting of the arms embargo, there will be a full debate, with a vote, in this House?
In response to my hon. Friend’s first point, let me again make it clear that the efforts of the United Kingdom Government—this should not be left unsaid—are directed to supporting those who do not have the ideology and the declared aims of al-Qaeda. It is very important that that distinction is made, because those moderate forces are looking for recognition. They want to be able to say that they can hold areas and provide support to civilian populations, because they want to be able to provide a contrast with those who might not have Syria’s long-term interests at heart. That is why our support for the National Coalition is so important.
In response to my hon. Friend’s second point, I can do no better than repeat the words of my right hon. Friend the Foreign Secretary, who said yesterday:
“I regularly come back to the House whenever there is the slightest variation in the situation, so if there are any developments in the Government’s policy I would certainly seek to do so.”
He later said:
“If we come to a choice about that, it is a very important foreign policy and moral choice, which of course should be discussed fully in this House.”—[Official Report, 20 May 2013; Vol. 563, c. 908-909.]

Commons ChamberWe fund a variety of projects through our conflict pool to encourage the participation of women in the political process, through elections and education and through supporting particular women’s rights advocacy groups, and to assist in their work in the media. The Foreign and Commonwealth Office and DFID do that work collectively, and we do it multilaterally with other international agencies.
Did the Minister see the important article in The Sunday Times this weekend, which made it clear that after 2014 the Taliban will be targeting all the progressive steps that have been taken, and will he therefore seek to open the Government’s mind a little more to the prospect of trying to preserve those gains by supporting the concept of a strategic base in the area after 2014 for international security assistance forces?
How the use of forces will be made after 2014 is still to be considered. My hon. Friend has made this plea before. I would say in response to his point about the Taliban that one of the most significant events in recent weeks has been the public response to the Taliban in Pakistan, in support of the young girl Malala and her right to education. Bearing in mind the links between the Taliban in Pakistan and in Afghanistan, that assertion by the people of Pakistan of the importance of women’s rights and women’s education may be the best response we have yet seen to the demands of the Taliban, and a consideration that they may not be accepted by the people themselves, which would be the best guarantor of women’s rights in the future.

Am I right in recalling that in 1948 the United Nations voted for a hasty two-state solution before agreement had been reached between the parties and that the result was an immediate outbreak of hostilities between them?
There are many interpretations of what happened at the UN in 1948, but my hon. Friend is right to suggest that a resolution at the United Nations by itself does not secure the peace between peoples unless it is soundly based on proper recognition, respect and confidence between the two. That is what we earnestly wish to see from the negotiations, which we hope will restart shortly and which we are pressing for as part of our approach to this weekend.

Commons ChamberI wish to make some progress. A lot of colleagues were able to give up two and a half hours to this debate and I would rather concentrate on the issues they raised, rather than on the hon. Gentleman, who came in very late—I hope he will forgive me.
Good progress is also being made on the expansion and improvement of the Afghan national police, and that is also a key part of ensuring security for the future and transition. The UK has funded the construction of 12 new police stations in Helmand province, and since its establishment in December 2009 more than 1,000 patrolmen have graduated from the Helmand police training centre. I have had the good fortune to see for myself the work being done in Lashkar Gah at the police centres and to spend time with Bill Caldwell talking about the training of the national security forces. Progress is being made and there is a growing confidence about this process, but, as with all things relating to Afghanistan, progress is never linear. This is not something that will go smoothly all in one direction; and there will be setbacks and we will take steps backwards before we move forward. However, genuine progress is being made, and the House is entitled to take note of it and feel some pride in it because of the work that has gone into creating that situation.
On security and draw-down, the Government welcome President Obama’s recent announcement on the draw-down of US troops from Afghanistan. We agree that substantial progress has been made towards the international community’s shared objective of preventing international terrorists, including al-Qaeda, from again using Afghanistan as an operating base. This is not simply about whether al-Qaeda is operating there now. The issue is: can the area be made sufficiently secure to ensure that al-Qaeda does not come back in future? That progress has been hard won and the announcement is a sign of success.
As was mentioned by a number of Members, including in interventions that I appreciated from the hon. Member for Dunfermline and West Fife (Thomas Docherty) and my hon. Friend the Member for Penrith and The Border (Rory Stewart), that draw-down has coincided with the notification of draw-down made by my right hon. Friend the Prime Minister. He made a further comment today about reducing our force level by a further 500 to 9,000 by the end of 2012. The decision has been agreed by the National Security Council on the advice of our military commanders, which reflects the progress that has been made in building up the ANSF. For the benefit of my hon. Friend the Member for Penrith and The Border, let me simply say that the Prime Minister said this afternoon:
“This marks the start of a process that will ensure that by the end of 2014 there will be nothing like the number of British troops who are there now, and they will not be serving in a combat role. This is the commitment I have made, and this is the commitment we will stick to.”
This afternoon, there has been discussion about what the draw-down means and about whose incentive is greater. Our assessment is that the incentive for the Taliban to get involved in reconciliation is very clear, as the greatest imminent threat is faced by those who stay outside the process and continue to conduct operations against ISAF forces. The incentive is there for the Afghan security forces to continue the preparation work they are doing. That is the reason for draw-down dates and our sense is that steady progress is being made that vindicates the dates that have been given.
I understand the incentive while drones are still killing Taliban in the run-up to the end of 2014, but what incentive will the Taliban have to stick to any deal that is reached or to go through with a deal after 2014? Are we going to be firing drones from outside the country?
My hon. Friend is taking far too little notice of the improvement and strength of the Afghan national security forces in their own right. It is they who will carry on the fight on behalf of their people against those who threaten their state. To assume that this is a practice that only we are engaged in and that only we can be engaged in is unfair to the growing success and strength of the ANSF. That is the incentive for the future.
It is vital to recognise that the absence of combat troops does not mean a lack of interest from those who have created the conditions for what we hope will be a secure—

On the right hon. Gentleman’s second point, I do not necessarily make the same link as he does between this incident and the political process. That is continuing. There are further conferences this year on the peace process, which was authorised and supported at the Kabul conference earlier this year. There are processes in place, which are being followed by the international community and led by President Karzai. The UN is closely involved, but I am not certain that a call for a mediator is either enhanced or diminished by the events of the past 36 hours. I recognise what the right hon. Gentleman says, but that process is continuing apace.
As for remarks about optimism or otherwise, it is entirely appropriate that, as they have done in the past, colleagues make statements honestly as they see the circumstances and as they see security situations improving, or not improving. I am here to talk about an incident that has clearly set back the process, but there are other things to talk about in relation to Afghanistan that clearly show the process moving in a different direction. I think that it is right that colleagues should be able both to report honestly the optimistic aspects of what is happening in Afghanistan and, as the right hon. Gentleman suggests, to assess things soberly if they go wrong.
Can the Minister at least confirm the early report that suggests that instead of prisoners tunnelling out, accomplices tunnelled in to reach them? What does it indicate about the internal security of a prison if people are able to tunnel in and it proves possible to go from cell to cell assembling hundreds of prisoners so that they can take advantage of that outside help?
I am grateful to my hon. Friend for such a detailed question. However, I am sure that although he will be disappointed, he will not be surprised to learn that the Foreign and Commonwealth Office does not yet have sufficient detail to confirm the veracity or otherwise of that report. It is such reports that lead, understandably, to our great concern about this case, and the need to find out exactly what has happened—and, of course, how we can ensure that such circumstances do not arise in future.

Commons ChamberNo. I thank the hon. Lady for her question and am aware of her background in the matter. The arrangement with the French is entirely consistent with our obligations under the nuclear non-proliferation treaty. It is designed to ensure that we safeguard the reliability and maintenance of our nuclear weapons stockpile, and it makes sense. We are proceeding, through the non-proliferation treaty talks, towards a world of disarmament, and maintaining our nuclear capability and signing the treaty in no way belies that undertaking.
Given that article VI of the nuclear non-proliferation treaty does not require either France or the UK to give up their nuclear weapons while other countries remain nuclear powers, is it not particularly unfortunate that the Government have thrown the future of the British nuclear deterrent into doubt by postponing the vital main gate decision to the other side of the general election?
No. I do not think there is any doubt about the United Kingdom’s position on the nuclear deterrent, and in fact everything that we have done since the election confirms our intention to both maintain the security and defence of the UK and stake our international obligations on the future prospects for disarmament to the fullest extent.
