Commons ChamberIt was a pleasure to visit Belper Town football club. My hon. Friend is making valid points, and she knows that I have met the English Football League and the administrators about the situation at Derby County. We will be bringing more information forward about the response to the fan-led review very shortly.
On a point of order, Mr Speaker. I need some guidance from you about the answer I have just been given. Paragraph 104 of the report we have just published today and laid before the House states that
“we see real risks of duplication in creating a Joint Committee focused on digital regulation more broadly. Such a committee would cut across the work of existing parliamentary committees that are already well placed to scrutinise digital regulation and for this reason we do not support the recommendations on this from the Joint Committee on the Draft Online Safety Bill”.
Should such commitments given in writing to a Select Committee be adhered to, perhaps not forever, but for more than 24 hours? What is your view on those who are briefing at the same time as a Committee Chair receives certain commitments in writing? Will you make it clear to the House that the establishment of such a Committee would need Opposition parties to agree to fill it?

Commons ChamberI agree with the hon. Lady on those concerns. There is a lot more to do in cricket and across sport as a whole. I have met the county chairmen and Lord Patel, as well as having dialogue with the ECB. I believe progress is being made, but I agree completely with her: I want to see actions, not just words.
I refer Members to my entry in the Register of Members’ Financial Interests. Does my hon. Friend share my disquiet that Lord Patel, Yorkshire’s new chair, has been forced to publicly call out a group of individuals for seeking to delay and derail vital reforms of the club in order to combat the scourge of racism? Does my hon. Friend agree that, in order to support Lord Patel in his fight, the ECB should state that international cricket can return to Headingley but on the strict proviso that members back Lord Patel’s reforms, we see a dilution of the power of the Graves Trust, and that they ignore the siren calls of those who wish to retain the shameful status quo?
I thank the Chair of the Select Committee for his and the Committee’s work in this area. The decision to bring internationals back to Yorkshire is for the ECB and I have to respect that, but I have met Lord Patel, even just yesterday, and personally I am somewhat comforted and assured about the progress being made in Yorkshire. Indeed, I have seen good progress being made in cricket overall, but I want to see a lot more. I reiterate that the decision is for the ECB, but I am sure that it will have heard my hon. Friend’s comments.

Lady will be aware that we have frank conversations at international level with our counterparts around the world on issues such as human rights and, indeed, gay rights, and we will continue to have those conversations. I would also like to focus on the power of sport to highlight inclusion and diversity and to bring us together. I will focus on the positive things that sport can do over the major sporting events in the coming year, as will, I am sure, the whole House.
Inclusivity applies not just to the LGBTQ+ community, as the hon. Member for Livingston (Hannah Bardell) rightly highlighted, but to people of south Asian and, in fact, all minority heritage. With that in mind, does my hon. Friend share my consternation that the former chair of Yorkshire county cricket club had not even read the seminal Fletcher report on the lack of inclusivity at the county? Does he agree that the response to Mr Rafiq’s brave testimony given in this House must be not only to clear out the Augean stables at Yorkshire but to ensure that the institutionally racist blocking of minority-community talent is stopped forever? We need a Kick It Out for cricket, right now.
My hon. Friend makes some very important points. I applaud his Select Committee’s work this week in giving Azeem Rafiq a platform to make the comments that he made. It was difficult to hear because it was harrowing testimony. My hon. Friend is absolutely right that the Fletcher report, which is pretty old, was clearly not acted on and should have been. I assure him that we have had frank conversations over the past couple of weeks with the England and Wales Cricket Board and others involved in cricket. I have had reassurance that the ECB takes the issue seriously and will act, and Tom Harrison has promised me that, with every fibre of his being, he will take action. But he and I know that we will judge the ECB on its deeds, not its words, and if it fails to act appropriately, we will not hesitate to intervene further.

Commons ChamberI am very grateful to the hon. Member for Argyll and Bute (Brendan O'Hara) for securing this debate today about a true Scottish footballing great, and for the moving contributions that he and many others have made today. I know that many others would have liked to contribute, but are not able to be in the Chamber today. I also send my condolences to Walter Smith’s wife, Ethel, and the rest of his family and close friends and pay tribute to an absolutely incredible ambassador for football in this country. The fact that a diehard Celtic fan has tabled this debate to celebrate a Rangers legend is testament to Walter Smith’s legacy, his reach across football and so much more.
That legacy is not just about Rangers and Celtic, but Everton. What a fantastic manager Walter was at Everton. On this side of the House, we wish to say to the hon. Member for Argyll and Bute (Brendan O'Hara) that Walter cut across all divides. He was just a very good man and a very good manager. I think that is a lesson to us all in this place and beyond. We should celebrate his life and perhaps in future we should just understand, given how he cut across all divides, that we are all one in that respect. He was a great football manager. From my friends at Everton football club, I know he was an absolutely delightful man in many respects.
I thank my hon. Friend for those comments; I could not agree more. While Walter is best known for his managerial career, as the hon. Member for Argyll and Bute mentioned, he did play more than 100 times for Dundee United. Aside from a brief spell in Dallas, he played his entire career in the Scottish league. His greatest impact though, as we have heard, is when he made that all-important transition to management. Over more than two decades, he took charge of teams at the very top of the elite game in this country. As we have heard, there was his incredible performance at Glasgow Rangers, where he won 10 titles, multiple Scottish cups and Scottish league cups, including the domestic treble in 1993. He also completed a record-equalling ninth league title in a row near the end of his first spell at the club—a record that still stands to this day. To have established such dominance at the top of the Scottish game, given the ever-changing nature of our domestic leagues, is a true testament to his managerial prowess.
Smith is also remembered for his activities further south; as my hon. Friend the Member for Solihull (Julian Knight) just mentioned, he was at Everton for four notable years. Some may recall he then briefly spent time in the dugout with another Scottish great, Sir Alex Ferguson, at Manchester United. Everton may have regretted that move across the M62 though, after an example of Smith’s eye for talent, which I have heard a lot about, benefited his new side. Smith had spotted a certain Wayne Rooney when he was just 14 years old and scoring regularly for the under-19s. Some 559 appearances and 253 goals a few years later, it is clear that Smith was on to something. That is just one example of his scouting and coaching prowess. Former Everton and Rangers captain David Weir once claimed that Smith had a “sixth sense” when it came to the needs of his players.
During Smith’s spell at Man U, he was credited with playing a key role in the development of no less than one Cristiano Ronaldo, helping him emerge arguably into one of the best players who has ever played the game. Smith’s success in club football was rewarded ultimately with the men’s Scottish national team job in 2004.
Smith did not just produce one-off performances. Scotland rose a remarkable 70 places in the FIFA world rankings during his time at Hampden—a truly incredible feat. It is not just what he achieved with Scotland, which of course was remarkable, but how he did it. That has been a very clear theme in what we have been hearing this evening. In appointing Tommy Burns, a rival from his time as Celtic manager, as his assistant, he helped to unite a nation of football fans.
Smith would, I am sure, have been delighted with the progress of the national team on Friday, after they confirmed a place in the World cup qualifying play-offs with the 2-0 victory in Moldova. I am sure that hon. Members, particularly on a certain side of the House, will join me in wishing Steve Clarke and his exciting young squad the very best of luck for the play-off campaign.
Off the pitch, it was fair to say Smith did not suffer fools gladly. It has been interesting to do some background reading on Walter, and it is probably true to say that he would occasionally have used some unparliamentary language that I am not allowed to repeat this evening, tempted though I am.
As we have heard again and again, Smith was not just a great football manager, but a great man. That was illustrated by the awarding of an OBE for services to association football in 1997. He clearly made a huge impact on all those he worked with, and will be remembered fondly by his colleagues and supporters at club and national level. He is yet another example of the positive influence that our sportspeople and sport can have on the many lives that sport can touch.
I would like to sign off this debate with another thanks to the hon. Member for Argyll and Bute for enabling the House to celebrate an incredible life. It is one that made such an important contribution to the national game in this country, and to many millions of Rangers fans and beyond. Rangers chairman, Douglas Park, summed him up perfectly when he said that
“he was much more than just a football manager. Walter was a friend to many, a leader, an ambassador and most of all a legend.”
I could not agree more.
Perhaps most importantly, a message to Ethel and Walter’s family is what a remarkable legacy it is that Walter has left because, even this evening, he has managed to unite the House of Commons. Thank you, Walter.

Many of the event organisers who took part in the pilots did so at a financial loss, purely to help their industry and the country more widely, so the delay in getting the vital data into the public domain is a huge let-down and is undoubtedly leading to cancellations, with Kendal Calling festival being the latest example just yesterday.
Will my hon. Friend commit to releasing all available data as a matter of urgency and writing to the Select Committee with what we know to date? Does he recognise that the clear failure to do so adds to a growing impression that some decision makers are being swayed by unaccountable scientists without the proper and relevant data being put before them? After all, we are a democracy, not some sort of scientocracy.
My hon. Friend, who chairs the Select Committee, highlights the importance of making sure that information is correct and data is accurate, because it will help inform decisions about opening up. We will also be using the events research programme to provide guidance to the sector. We are well aware that it needs that guidance as far in advance as possible in order to help with events and logistical arrangements when they open. My hon. Friend makes a very important point. I completely agree. We want to get the information and data out very soon. We will be doing so before the next phase, as we stated at the beginning of the programme.

Commons ChamberI thank the hon. Lady. To clarify, I said that over two thirds of people who are self-employed in the country have been eligible for self-employment income support. Within the arts, entertainment and recreation sector, more than 60,000 people applied for and have received SEIS funding in phase 3. Some 76,000 did so in phase 1, and 72,000 did so in phase 2. As I said, Arts Council England has given additional support to the tune of £47 million of awards to individuals through non-CRF funds already.
The culture recovery fund was a great advent, but it will only go so far. It was never intended to cover three lockdowns and potentially 18 months of disruption. The news that the Lowry in Manchester has relaunched its emergency public appeal is a warning beacon blazing in our cultural landscape. Does the Minister recognise that more targeted help will be needed for our world-leading arts and cultural sectors? What plans are in train to deliver that help? Is a culture recovery fund 2 necessary?
I understand my hon. Friend’s concern, and I take the opportunity to recognise what a champion he is for our country’s cultural and creative industries. Some £400 million of CRF funding was held back from the first round of funding as a contingency to support cultural organisations later on in the pandemic. That now forms the basis of the second round of grant funding, which is currently being processed. I can assure him that we will continue to work with organisations to support flexibility in their plans, should the wider context change following awards being made. We have already extended the time period over which some of the original funds can be spent, and we are always in conversations with the Chancellor and the Treasury.

Commons ChamberI thank the hon. Lady for the tone of her response and for welcoming the review. She is absolutely right that the measures in the review and the scope of the review have been supported by hon. Members on both sides of this Chamber and many individuals have campaigned on these issues for a long period of time.
On timing, it is important to recognise that we do not wait for the periodic reviews. We are not waiting for necessary future legislation. We have acted and will continue to act as and when necessary. Just this year, for example, we banned the use of gambling with credit cards. We have made further restrictions on VIP schemes. There is the mandatory participation in GamStop, for example, and the announcement today about the changes with national lottery is testament to the fact that the Government are willing and able to take action. There was also action just last year on fixed-odds betting terminals.
In terms of future-proofing, no Government can guarantee to future proof, but certainly the intent is for the scope to be broad and wide, recognising, for example, changes in technology and what that could mean for using information intelligently to identify potential problem gamblers, as well as looking at the scope of the Gambling Commission itself.
In terms of evidence, we are looking for evidence from all sources, including all those that the hon. Lady suggested—from health and from academics. We welcome the participation of anybody willing and able to participate in this review with evidence.
The hon. Lady made an important point on sport. As sports Minister—we both cover sport—I know the challenges that the sporting sector faces, so we need to make sure that any changes are proportionate. Indeed, as she knows, we intend formally to kick off the football governance review as soon as possible. Informally, it has already begun. Other areas such as redress and the black market will absolutely form part of the review.
No longer is gambling a case of just nipping down the bookies. We now live in a world dominated online with sophisticated algorithms and increasing artificial intelligence. Will the Minister assure the House and me that the review will place at its centre the oversight of algorithms in push marketing and fairness in bet exchanges, and that that will dovetail with robust age verification on social media platforms? In addition, when will we see the legislation to curb the menace of loot boxes? As a side point, on the banning of national lottery sales online, why do we have to wait until April next year? Surely, that is something that could be actioned relatively quickly.
I thank the Chair of the Select Committee on Digital, Culture, Media and Sport for, as always, valuable comments. On using technology intelligently, I absolutely agree with him—it is vital that we do so to identify problem gambling and issues of affordability, and that that forms part of the future-proofing of the sector.
The loot-box issue is being addressed. We have issued a call for evidence, which concluded on 22 November, and we will introduce recommendations shortly. On the lottery changes, as I say, we have had conversations with key stakeholders. We want to move as soon as possible. The target date of 1 October is the latest date for changes. We want to bring the online changes forward as soon as possible, but there are notifications, technology changes and logistical considerations, as well as training considerations. It is not the kind of thing that can occur overnight, but we have had productive conversations with the operators to make sure that we can implement the measures as soon as possible.

Commons ChamberI thank the hon. Lady for the gracious tone that she adopted—at the beginning of her speech at least—and she has also given me the opportunity to express my thanks to the Treasury team, DCMS officials and all those involved, including the sports, the governing bodies and the individual clubs who have worked tirelessly to get us to this point. That is perhaps an indication of why this has taken so long. It has taken several weeks to gather the necessary amount of information in the forensic detail required, but that was right because it is the disbursal of public money that we are talking about. In terms of the total amount, the Treasury estimates that around £1.5 billion, perhaps more, of public money has gone into sports, because we are talking not just about this fund but about the £200 million from Sport England and all the additional money that has gone into the various support schemes such as furlough, grants and reliefs over a period of many months.
The hon. Lady is absolutely right to highlight the priority in terms of reopening. It is a shared goal across the Chamber to open as soon as it is safe to do so. That goes for grassroots and elite sport. As the Secretary of State has said, he wants to ensure that grassroots sport is at the front of the queue when it comes to reopening.
I can confirm, as I mentioned in my statement, that we hope for the money to be going out within weeks, and certainly for some of it to be disbursed before Christmas. There will be an appropriate proportion for women’s sport, and of course the total package will also support women’s sport. The hon. Lady has heard me say again and again—I will repeat it today—that with anybody receiving Government money, I expect an appropriate level to go to women’s sport. There is specific money for netball, as well as women’s basketball and women’s football, in the package.
Governance is not necessarily the major topic of today, but we will come to it again and again, and it is a priority. I am very happy about the hon. Lady mentioning that she effectively supports the Conservative party manifesto, which of course had a commitment to a grassroots review of football. We will continue that, and I welcome her joining us in that effort.
This announcement is very welcome. Rugby league, rugby union and the national league have all expressed to me their concerns about their survival during the latest lockdown period. Will the Minister explain whether the apportioning of money to individual sports clubs will be on the basis of lost ticket sales, revenue, or a combination of lost ticket sales, revenue and hospitality? The Minister has mentioned need. How will “need” be defined? How long will it take? Furthermore, this is not a one-for-one replacement for lost revenues, so what proportion of revenues across the major sports contained in the package does the Minister envisage will be covered?
I thank the Chair of the Select Committee for his comments and look forward to working with him over the coming weeks. In terms of the allocation of money, it is in the name: this is a winter survival package. It is not meant to be a full pound-for-pound compensation for lost revenue. The focus is from the point at which we were unable to open sports stadiums on 1 October through to spring. Therefore, while there may be hopes of and aspirations for a greater package, we needed to focus on what was needed to ensure that sports clubs can survive, and that is the focus of this effort. We are confident the package will do that. It is a substantial sum of £300 million and will make a huge effort in that direction.

Commons ChamberThe money for the national league, reported at £20 million—I do not know whether that is correct, so some clarity would be helpful—and any funds that may flow to other sports are extremely welcome, in particular for my local club, Solihull Moors. Mr Speaker, I hope that the invitation is still there when mighty Chorley FC visits Solihull in happier times.
As with the earlier theatre and cultural support package, however, such funds feel like a sticking plaster over a gaping wound. Does the Minister agree that a short, a medium and a long-term plan need to be in place, including a new target date to plan for getting crowds back, rapid testing, tax reliefs to help sports re-market themselves to local communities, and even guarantees for business interruption insurances?
As stated, we urgently need the fan-led review, which I believe should focus on the economics of football. This virus has exposed many fissures in our society, none more so than in our national game.
I thank my hon. Friend for his questions and the work that he and his Committee have done over the last few months. I always value his contributions, and my door is always open to suggestions and ideas for innovations in terms of tax and other issues. With regard to the bigger picture, I agree that we cannot divorce the issues of governance and finance in sport. When we get the review going, I look forward to having further conversations with him and his Committee, because the two are intimately and intricately linked.

Commons ChamberI thank the Minister for his engagement on this issue and for his commitment and hard work. Obviously, the progress of this virus is a body blow to sectors facing what is in no small terms a potential extinction event. Does he agree with my Committee in its letter to the Secretary of State early today that lessons can be learned from this aborted attempt to reopen sport and live entertainment, such as the issuing of a “no earlier than” date with three months’ notice, better, wider testing and funds specifically targeted at allowing adaptations to be made for safer reopening?
I thank my hon. Friend for his comments and very much appreciate the work that he and the Digital, Culture, Media and Sport Committee have done. I would be more than happy to discuss his proposals further and thank him for his involvement so far. I wish that I could stand here and give definitive timescales for what we will be able to do, but, as we live in such uncertain times, I am unable to do so. I can assure him that we will endeavour to give as much guidance and notice as possible, and I look forward to working with him further.

Today, on Commonwealth Day, I rise to open the Second Reading debate on the Commonwealth games Bill. The 2022 games, held in Birmingham, will be the biggest sporting and cultural event that the city and the region have ever seen. With an estimated TV audience of 1.5 billion people, it will showcase Birmingham, the west midlands and the entire country as an amazing place to live, work, study, visit and do business. It will coincide with the platinum jubilee and Festival of Britain, crowning a year of celebration. It will be the most inclusive Commonwealth games in history. For the first time, a major multi-sport event will feature more women’s than men’s medal events, along with the largest ever integrated para-sports programme.
The benefits of the games will be felt for many years to come. It will accelerate new housing, create new jobs and provide improved transport and new community sports facilities for the people of the west midlands. There will be a new Commonwealth games village, supported by £165 million of Government funding, which will support the long-term regeneration of Perry Barr. A £70 million refurbishment of the Alexander stadium will turn it into a world-class athletics venue, along with new community sports facilities, and we are building a brand new aquatics centre in Sandwell, the site of which I had the pleasure of visiting only a couple of weeks ago. I saw how that development is already having a positive impact on the local economy, with anticipation building to welcome some of the world’s best swimmers and divers. A world-class leisure centre will also leave a legacy for decades to come. It was fantastic to hear about these plans and to see the palpable excitement of local school children.
However, the Commonwealth games is not just about sport. This will be a global games, kicked off with Her Majesty the Queen’s baton relay. It will be accompanied by a vibrant cultural programme that will showcase the best cultural artists from across the city, the region and the Commonwealth. We will see a huge programme of visits, with Heads of Government arriving from all over the Commonwealth.
The Minister is correct in identifying the Commonwealth games as an opportunity to rejuvenate the Commonwealth family and large parts of Britain’s second city, but does he share my concerns about some of the overspending to do with the village by the local council and the extra complexities caused by the demolition of the Perry Barr flyover, which experts say will not impact traffic flows at all? We want Birmingham 2022 to have the same transformative effect as Manchester did, not the financial hangover—for those old enough to remember it—of Montreal in 1976.
I thank the Chair of the Digital, Culture, Media and Sport Committee for those comments. He is aware that we are having these games in record time—considerably shorter than the usual seven years—but we are conscious of that in terms of cost containment, because we are not building new facilities from scratch, or not all of them, and that has helped with the finances.
All the stakeholders and all the partners are well aware of their financial responsibilities, and we are working with them. I shall address some of the transport concerns and the flyover issues later, but again we are working with all the partners involved to make sure we can come to a suitable outcome.
I thank the hon. Gentleman for intervening. It would not be a debate without his intervention; I am just surprised that he was not first.
On the shooting championship, I think we have a reasonable compromise that everybody—or most people—are quite happy with. The Commonwealth games are happening in summer 2022, and the championships for shooting and archery will take place in the January. The events will be separate, but at the end of the games there will be a Commonwealth sport medal table. I think that is a reasonable conclusion to what has been quite a challenging situation; I do not know whether it will set a precedent for future games, but I think that in these particular circumstances we have come to a reasonable conclusion.
Part of the arrangement made with India on shooting is that we now have women’s T20 cricket in the Commonwealth games, and I am sure my hon. Friend will welcome that. There is a great deal of excitement in my constituency and around the west midlands about making such a fantastic mark in sport.
Again, I could not agree more. As I said at the beginning of my remarks, it is fantastic that we have more women’s games than men’s in the Commonwealth games. That is a first.
