Commons ChamberThe short answer is yes. My responsibilities as Health Secretary are to do with the impact on health, especially mental health, and eating disorders and self-harm are part of that. A separate but connected matter is anti-vaccination messages, which are a type of misinformation, or in some cases disinformation —actively pushed false information.
The social media companies say that they are removing this material from being promoted. For instance, graphic self-harm imagery will be taken down from Instagram. Our challenge is to make sure that that is done properly, because ultimately only if social media companies change their algorithms can we make this happen. That is why the new regulator is so important.
I welcome the Secretary of State’s initiative in this area and what he has told the House today. Through my work on the Digital, Culture, Media and Sport Committee, I have been utterly horrified looking at online content relating to bulimia and eating disorders, and to what I describe as extreme online misogyny. That relates to the algorithms that Members have mentioned. Does the Secretary of State agree that we need to see inside those companies’ black boxes? Unlike areas such as taxation, in which companies go to the easiest regime, if we set the bar high on online content, they have to comply and put their house in order.
I pay tribute to the work that the Digital, Culture, Media and Sport Committee has done in this area, both when I was Culture Secretary and since. Its work and the approach it has taken are groundbreaking, and that has played a part in the change in attitudes that we have seen from the social companies, which at least now accept that it is their responsibility, as well as the principle that they have a duty of care to people on their sites.
As my hon. Friend says, there is clearly an awful lot to do to get to where we need to be. If we step back from this whole question, the technology that has brought about social media companies is still relatively new; it is only 15 or 20 years old. Around the world, the way in which society has responded to it has not yet matured. The good social media companies now get the fact that they have such an impact on society that a regulatory framework is necessary, and in fact have welcomed the White Paper that we introduced as an approach that could be replicated around the world. My hon. Friend is quite right that, once one country or jurisdiction gets this right, it will be taken as a model elsewhere, so that, ultimately, the power of this amazing new way in which we communicate—by God, Mr Speaker, in this House we all use it—can be for the good, and we can mitigate all the downsides that come with it.

Commons ChamberPart of the social care system is, of course, tax payer-funded, but I also value the contributions that people make to social care. They are an important part of keeping the system strong. We dismiss those contributions at our peril, but I agree with my hon. Friend that we need to make sure we get more funding and better integration between the healthcare and social care systems. We can do that with different funding sources, as long as we have better organisation on the ground.
We must make sure we have the appropriate amount of care available so that people can leave hospital at the right time; people should not have to stay in hospital longer than necessary, as it reduces their dignity and quality of life and leads to poorer health outcomes, as well as putting unnecessary pressure on the NHS.
Since February 2017, more than 1,900 beds have been freed up in hospitals by reducing NHS and social care delays, yet we know that the winter months bring increasing pressure on adult social care services, which can have a knock-on impact on hospitals. On top of the rising social care budget, we are providing an additional £240 million for adult social care capacity this winter, which will help councils to get patients home quicker and free up hospital beds for more urgent and acute cases.
Today I have published the allocation for every local authority in England, and the Barnett formula will apply to allocations in Scotland, Wales and Northern Ireland. Individual allocations include, for example, £1.3 million in Salford and £1.5 million in Leicester.
My constituents and my local council are thankful for the funding increase of £870,356, which will help the adult social care situation in Solihull. We have a lot of people over the age of 65, including 40% of the Silhill ward alone.
I am grateful for my hon. Friend’s work in making the case for more support for adult social care in Solihull, and to support the NHS in Solihull through that. I hope the funding we have announced today will help in Solihull, and the people of Solihull should know they have an excellent champion who has helped them to get that funding.

Commons ChamberIt is very important that our broadcasting sector reflects and provides for the whole country. Moving Channel 4’s national HQ outside of London is part of that, but there is much more besides.
Although I thank the Secretary of State for his leadership on Channel 4, does he agree that chronic under-investment in the west midlands by the likes of the BBC is a grave injustice and that the 5.5 million people in the west midlands deserve a better deal?
The west midlands has an awful lot to say for itself, in terms of more broadcasting. The move of BBC 3 to Birmingham soon is a step in the right direction, but I am sure there is much more to do.

Commons ChamberAs my hon. Friend knows, we have protected per pupil funding in England, but of course education is devolved in Scotland. I do not know whether the Scottish Government have provided anything like the support that we have for music education hubs here in England. The money that we have put into music education hubs goes an awfully long way, and frankly it looks like the SNP Government need to do more.

The Sunday Times blagging revelations are deeply disquieting, but they are historical. Can my right hon. Friend assure me and the victims of press intrusion, in particular those who face it in times of bereavement, that the new model of regulation introduced since the Leveson inquiry makes such activities much less likely and that there are proper sanctions in place?
Not only is that what is in place, but it is what must be in place. Ensuring that that happens and that, at the same time, the free press is protected and standards are protected is extremely important.

I strongly agree with my hon. Friend. It matters because this is not just a case of putting women’s pay up; it is a matter of pay equality, of which pay restraint is an incredibly important part.
Does the Secretary of State share my disquiet, as an ex-BBC journalist, about any attempts in BBC policy to stop reporters reporting on this issue? Does he also share my concerns that a culture of unequal pay and ageism against women runs throughout the organisation right down to broadcast assistant level and does not just affect a few household names at the top?
It is incredibly important that the BBC recognises the level and strength of feeling in this House among people who have long championed the BBC, people who have long disagreed with the BBC, people who have been employed by the BBC and people who have never been employed by the BBC that the BBC must get to the bottom of this, root and branch.

Commons ChamberIn a political process, success would potentially involve changing the result of that political process, and we have not seen evidence of successful attempts.
Part of the reason we are finding it so difficult to establish the impact is the lack of information coming from the social media companies. Will my right hon. Friend therefore join me in calling on Facebook in particular to co-operate thoroughly with the Digital, Culture, Media and Sport Committee inquiry?
Absolutely, and I will come on to express that in some pretty firm terms later in my speech. The point is that we have not yet seen evidence of successful attempts, but we remain vigilant none the less. I can assure the House that the whole of Government are alert to the threat and that we are working across Government on it.

Commons ChamberWe have made some progress with on-demand services, and the broadcasters do a very good job of making sure that subtitling is available. Technology has obviously changed the way people consume video, and a lot more of it is on-demand, so we are going to introduce rules to ensure that on-demand gets the same sort of subtitling.
In October last year, the BBC “Look North” reporter Danny Carpenter was suspended for making vile comments about the Government, relating them to a Nazi regime. I have written several letters to the BBC to find out how its investigations are coming along, but it has not given me an answer. Does the Minister agree that although we agree with diversity of opinion and views in broadcasting, the BBC should take action regarding Mr Carpenter to prevent the recurrence of such ridiculous bias?
We rightly do not have direct Government regulation of the BBC regarding such matters, and I think that is appropriate. Nevertheless, through the new charter we are introducing Ofcom as the regulator. That will be the case once the Digital Economy Bill becomes law, after which it will be for Ofcom to regulate the BBC, and the BBC’s board will ultimately be responsible for making sure it gets these judgments right.

Mr Owen, you are also my favourite Chair. Responding to the debate is a great opportunity, and I am grateful to my hon. Friend the Member for Boston and Skegness (Matt Warman) for securing it. It is an unusual debate, because on the broad principles that have been set out, everyone—across parties and across rural and urban areas; the Government, the Opposition and Back Benchers—is in agreement.
Hon. Members have spoken passionately today. In some cases, they gave precise details of problems with broadband roll-out. We are making progress there, but clearly there is more to do. In fact, thinkbroadband, which measures these things independently, announced today that the figure for superfast broadband availability is now up to 92.5% of UK premises. We are on track for our target of 95% by the end of this year. That is good news on the roll-out. That is superfast broadband measured at 24 Mbps, which brings us to the meat of the debate—the clarity with which these things are recorded and measured.
I take on board the points about frustration with specific parts of the roll-out, but I will concentrate on the subject of the debate, which is clarity on how these things are measured. We agree that the current rules permit adverts that are likely to mislead, as a headline advertised broadband speed needs to be achievable only by 10% of customers. It is unfortunate that those who advertise broadband currently neglect the famous maxim of David Ogilvy:
“The more informative your advertising, the more persuasive it will be.”
As in any market for broadband, customers need clear, concise and accurate information to make an informed choice. We are therefore including measures in the Digital Economy Bill to strengthen Ofcom’s powers to provide information to consumers, including data on the accuracy of broadband speed predictions. In the digital strategy that we launched last week we said:
“We are working with regulators and industry to ensure that advertising for broadband more accurately reflects the actual speeds consumers can expect to receive, rather than a headline ‘up to’ speed available only to a few, and accurately describes the technology used, using terms like ‘fibre’ only when full fibre solutions are used. There should not be a gap between what is promised by providers and what is experienced by the consumer.”
I stand by that, not least because we launched the strategy last week. I hope that Members will forgive me for the length of that direct quotation, but it is important. I also hope that I can accurately put some advertising in place myself; for those who have not read the digital strategy, it is well worth a full read.
On the mechanics of this, as many Members have said, the broadband speed claims that can be made in adverts are regulated by the independent Advertising Standards Authority. It is a good thing that the Government do not directly regulate advertising. However, I am sure the ASA will want to listen to the strength of feeling that has been expressed unanimously during this debate by Members representing hundreds of thousands of people and many businesses.
Will the Minister commit to writing to the Advertising Standards Authority to ensure that it follows through on this issue?
Yes—I might include a copy of the Hansard, although I know that the Advertising Standards Authority will be listening because I spoke to its chief exec yesterday to explain that this debate was going to take place. I explained that it is not only the Government’s view that we need to have more accurate advertising, but a widely held view in Parliament.
To give the ASA credit, it has made serious progress in one area. Last year it changed the rules on prices for landlines and line rental being advertised separately from the price for just the broadband element. Previously, an advert might have had the broadband cost and then said in the small print at the bottom, “You also need line rental of £19.99 a month.” Now it has changed those rules, so the costs are amalgamated. That has been a success and, in a way, shows what an effective body the ASA is when it insists on accurate advertising.
