Commons ChamberYes, and we do not hesitate to raise these instances of incitement with the Palestinian Authority. I spoke to President Abbas last night and raised these issues with him while at the same time thanking him for his personal robust condemnation of the synagogue attack in West Jerusalem. We have to raise these issues whenever they occur, but we should also praise robust responses by leaders of the Palestinian Authority when they make them.
None of us would condone the incitement of hatred, and there is no doubt that there are people on each side who make matters worse, but does the Foreign Secretary agree that illegal settlements, extra-judicial punishments and discriminatory laws also make the search for a peace settlement much harder?
Yes, we are clear that settlements in the occupied territories are illegal under international law and, perhaps even more importantly, deeply unhelpful to the prospects of a peace process. We urge the Israelis at every opportunity to cease the settlement programme. If we are to move forward into peace talks, which I fervently hope we can do in the coming weeks and months, there will have to be a cessation of settlement activity while that process is ongoing.

Given the tone of the questions today, the hon. Gentleman is right that the only threat to that capability seems to come from the Scottish National party. However, I must take issue with him on the carriers. The Government who ordered the carriers without the ability to pay for planes to go on them were his Government.
Does the Secretary of State agree with Field Marshal Lord Bramall, General Lord Ramsbotham and General Sir Hugh Beach that
“Nuclear weapons have shown themselves to be completely useless as a deterrent to the threats…we currently…face”,
and that
“the case is much stronger for funding our armed forces with what they need to meet the commitments actually laid upon them”?
Will he accept their expert advice?
I might observe that those people all have one thing in common that might make them slightly partial in this debate. I find it extraordinary that anyone can stand up in this House after 65 years of nuclear-armed peace and say that a strategic deterrent does not make people safer. The possession of a strategic nuclear deterrent has ensured this country’s safety. It ensured that we saw off the threat in the cold war and it will ensure our security in the future.

Commons ChamberI will tell the right hon. Gentleman what assisted channels are. Even as the purchase of tickets, over time, is bound to become more computer based, as new technologies are deployed and more tickets are bought online, through mobile technology and so on, there will still be a need for an assisted channel, and we will ensure that there is one.
Price is clearly a major factor in determining how many people use the railways. The previous Government went for above-inflation increases each year, and we have argued for increases below inflation. The Government have gone for 3% above RPI. Does the Secretary of State accept that 8% increases in rail, and 7% increases in London transport, is simply too much for people to deal with.
The hon. Gentleman says “we”. I am not sure who the “we” is. We have decided that we will have to increase rail fares by 3% in real terms for the next three years in order to protect the major programme of investment in the rolling stock, electrification and new infrastructure that the country needs. It is a tough decision, but it is the right decision.

I welcome the improvements to the original proposals that were floating around for some years. I particularly welcome not only the switch to 24-hour cover, which is essential, and the increase in the number of stations from that originally proposed, but the opportunity to improve coastguards’ pay. Morale in the coastguard service has been very poor, and under the previous Government strikes took place—a very rare thing in this service. Ultimately, the purpose of this whole system is not about providing jobs, but about public safety. Can the Secretary of State assure the House that public safety will be preserved or improved by the modernisation and changes that he proposes?
I am grateful to my hon. Friend for that comment, and I can give him that reassurance. I can assure him further that the result we have come to and announced today is based on the input of professionals, who understand the needs of the system and the safety issues at stake. As he rightly says, not only the communications resilience and the IT resilience, but, above all, the improvement in morale that will be delivered by lancing the boil of the long-running industrial relations problem that has been festering in this service for many, many years will hugely improve the way in which the service is delivered and the safety it affords to our communities.

Commons ChamberI have already made a statement to the House on the economics of the electrification from Cardiff to Swansea and I am afraid that those economics have not changed, but if the hon. Gentleman is raising the issue of trans-European network funding, I am not aware that there is any still available. However, I undertake to have a look at that potential source of funding.
I welcome this report and congratulate Sir Roy McNulty on it. Commuters and other travellers have suffered for far too long from high and complex fares and overcrowded trains. Can the Secretary of State assure me and all those who use the trains that the savings that must be made from the system will be returned to people in lower fares and better services?
I thank my hon. Friend for his question. I have to put it to him slightly differently: the savings will be returned to people in the form of lower taxpayer subsidy—which we have to deliver, because my Department, like every other Department, has to make its contribution to dealing with the fiscal mess that we inherited—and in due course, if they are successful, there will be lower pressure for upward real increases in fares. I would like to see a return to a world in which fares rise broadly in line with inflation, and a move away from the era of inflation-busting fare increase that we have faced over the last few years and, unfortunately, will have to face over the next three years.

Commons ChamberThe hon. Gentleman is right. We need to get the balance right between long-distance intercity services, where stops disadvantage long-distance travellers, and short-range commuter services. In many cases, it is not appropriate for long-distance intercity trains to have a service pattern that is organised around the local commuter travelling pattern. We need local commuter trains to deliver that.
These are complex issues. Our view is that train operators are best placed to deliver services to their users in a system that incentivises them to deliver the services that passengers want. That system has not existed hitherto under the revenue-sharing arrangements in which the Government collect most of the additional revenue taken at the fare box by the train operator. Putting those incentives back in place will deliver better services and greater efficiency.
Will the new rail franchising arrangements enable the Secretary of State to take steps to ensure that fares do not rise at the huge rates that we have seen recently, but begin to level off? Will he also make sure that it is simpler and easier for people to understand what they ought to pay for a particular trip?
The hon. Gentleman makes two good points. First, the fare system is incredibly complex and, secondly, passengers face high fare levels—we fully appreciate that. The only way in which we can tackle high fare levels is to make the railway more efficient. We are determined to do so, and we will receive and publish shortly the report by Sir Roy McNulty on value for money on the railways, which will make proposals to achieve that objective.
