Commons ChamberThe hon. Gentleman raises an important point. Work is already being undertaken by the Treasury on the tax-specific issue of what happens with umbrella companies. He may be aware that last month my right hon. Friend the Business Secretary announced an employment status review so that we can look in more detail at the different types of employment status and at how that system is working, between worker and employer, and with the use of self-employed contracts and umbrella companies. We are looking forward to the results of that review, which will be covering these issues.

Commons ChamberThe hon. Gentleman is right to highlight the downsides of job insecurity. We already have robust data from the workplace employment relations study, which gives us a strong base of research on which to draw to understand those issues. However, I gently point out to him that an increase in job insecurity is related to the fact that we had a massive economic shock on his party’s watch in government. High unemployment and unfortunate economic circumstances are the price that everyone is paying. The least his party can do is apologise.
For many years, Mill Road winter fair has celebrated one of the most diverse shopping areas in Cambridge. This year the fair coincides with small business Saturday. Will the Government congratulate those who have been running the fair and encourage its spread so that we can see real diversity? We also want a road closure so that people can walk easily to the shops.

Commons ChamberSaving for pensions is very important. That is why the Minister of State, Department for Work and Pensions, my hon. Friend the Member for Thornbury and Yate (Steve Webb), has been promoting workplace pensions. We are introducing the system gradually, because suddenly having to pay money into their pensions that they have not previously had to pay could have a real impact on people’s current incomes, but our plan is, over time, to ensure that everyone saves for a pension.
Does my hon. Friend agree that the introduction of shared parental leave will lead to more equality in the workplace, including equality in incomes? Men will be encouraged to take a greater share of child care, which will allow women to return to work earlier if they wish to do so.
I wholeheartedly agree with my hon. Friend. Shared parental leave is crucial in not just enabling families to share the care of their children in a way that works for them, but dealing with some of the inequalities which, sadly, persist in the workplace. We know, for example, that maternity discrimination still goes on. One of the positive side-effects of shared parental leave will be the reduction of incentives for employers who have been tempted to break the law, and who may now decide that that is not a sensible thing to do.

Commons ChamberThe right hon. Lady will know that there is due to be an urgent question shortly, when this issue will be discussed in more detail. Personally, as a strong supporter of women’s equality, I share her disappointment and that of many others. As a Scottish humanist, I recognise that I may not be the best person to tell the Church of England what it should be doing. All our religious institutions are important. She raised the issue of the role of Parliament. She may be aware that I have not been a supporter of all-women shortlists for Parliament. There is an irony in that there is a continuing all-male shortlist as a result of this decision. She is right to highlight that a significant majority in the General Synod supported the move to women bishops. The fact that 95% of dioceses supported it gives some reassurance to those who would like to see this change happen.
Women are routinely paid less than men—15% less on average nationally; 23% less in London. However, the Davies report found that organisations with more women on their boards outperformed their rivals by 42% in sales, and significantly on return on capital and on equity. Does my hon. Friend agree that to promote greater equality in the workplace, companies must be far more open about their employment practices so that they have better outcomes?
Of course, the pay gap figures have just been updated and published this morning and they have come down slightly, but my hon. Friend is right to highlight that they are still too high. My hon. Friend highlights the fact that having more women on boards can help companies’ performance. I encourage employers to sign up to our “Think, Act, Report” initiative, so that they properly use the talents of women within their businesses at all levels.

Commons ChamberThe hon. Gentleman makes an excellent point; indeed, those consequences should be taken into account.
Hon. Members who oppose High Speed 2 should be aware that they are arguing for increased overcrowding on the west coast main line, increasing the chances of delayed commuter services, committing themselves to a disruptive and ineffective infrastructure programme, and delaying by only a matter of years the inevitable construction of a second line through the country.
I thank my hon. Friend, and I feel that I should declare an interest as a regular user of the west coast main line who hopes to get home before midnight tonight. Does my hon. Friend agree with my constituents who strongly support this scheme, because although it does not extend to Scotland it will bring significant benefits to Scotland? Ultimately, we will need to go further; once this Y-shaped network is in place, we must have high-speed rail to Glasgow and Edinburgh.
As ever, I am delighted to agree with everything my hon. Friend says. Her constituents will benefit and the scheme will eventually need to continue, and I hope that it will be sooner rather than later.
There have been debates about the economics of High Speed 2, and I think we all agree that it is absolutely right that we scrutinise them. The solution to our chronic capacity problem must deliver value for money. We have heard debate about the exact facts and figures. The ones I have seen place some reliance on or about the generation of 40,000 jobs and £44 billion for the economy, but the real economic impact of high-speed rail lies in changes that are harder to quantify. For far too long we have focused on London and the south-east, and it is key that high-speed rail helps to address that problem. High-speed rail will enable businesses in our major cities to compete with those in the capital and south-east. It will provide larger talent pools and more potential clients, improve domestic tourism and help us to rebalance our economy away from the City.
We also need to look at the issue raised by the hon. Member for Wirral West (Esther McVey)—rail freight.
