I very much share what the hon. Lady said about Del Singh. It reminds us of the risks that aid workers take on our behalf to deliver vital assistance around the world. I can give her the assurance she seeks. It is very important for everyone to recognise that, while our troops are coming home at the end of 2014, our commitment to Afghanistan will continue: not just our commitment to its armed forces but, with more than $100 million a year, our commitment to its aid and future development. We will need many more brave people such as Del Singh to go on working with the Afghan Government to deliver for the Afghan people.

Q14. Formula 1 team McLaren is the largest employer in my constituency. Will the Prime Minister join me in congratulating it on the hundreds of new jobs it is creating locally, on the global sell-out of its P1 sports car and on the £50 million of exports it will achieve this year in China? Surely these are yet more examples of the success of British business and of our long-term economic plan.

I absolutely share my hon. Friend’s enthusiasm for McLaren and the work of Ron Dennis, who helpfully brought one of his cars to our great meeting in China on encouraging investment into the UK. Of course, this is the very highest end of British motor manufacturing, but it is worth recognising that a vehicle rolls off a British production line every 20 seconds. The British motor industry is doing well, this Government are backing it and long may that continue.

My hon. Friend speaks very eloquently on this issue, particularly with regard to education. May I, however, mention the potential transformative effect of microfinance for women who have already gone through the education system? It can obviously work for men as well as women, but tiny amounts of money in western terms—whether for agriculture, craft or occasionally something more technological—can completely transform the lives of women and their families by allowing them to start and pursue businesses, giving them real security and future potential.

My hon. Friend makes exactly the point that I was coming to. Without being too techie, estimates of the loss of growth owing to gender inequality in educational support range from 0.3% per annum in sub-Saharan Africa to 0.81% in south Asia. It is patently clear that better education and support for women provides a much greater ongoing economic impact.

There is ample evidence in all the periodicals of the economic implications of the denial of gender equality. For example, a World Bank study has found that managers could increase worker productivity by 25% to 40% where they eliminate discrimination against female workers. I have to confess that I was surprised by that change being so massive, but those are the statistics.

On any interpretation, gender inequality makes labour markets less competitive, stunts agricultural productivity and decreases expected rates of return. If all would-be entrepreneurs were able to use their talents and be given a chance, we can only imagine how massive the economic benefits would be. Whether in relation to such examples as the House of Commons or the presidents and chief executives of FTSE 100 companies, we can see how only a limited number of women are given a chance in this country—let alone in others around the world—and that must surely be addressed. We also have to be blunt in this House that in many developing countries, discriminatory laws and social norms are not only a reality, but a fundamental barrier. They stop female entrepreneurship, curb productivity and stunt economic growth. As Benjamin Franklin said:

“An investment in knowledge pays the best interest.”

Investment in female education is not only critical for the future, but, I would suggest as a former human rights lawyer, a basic human right. As we know, that right is being denied to too many women. That is not only morally abhorrent, but economically damaging. When a young girl in the developing world is educated, not only does it open doors to a career and prosperity, but it provides numerous social benefits, such as knowledge about pregnancy, child care and nutrition.

We should consider the development that there has been through the millennium development goals. As my hon. Friend the Member for Brentford and Isleworth (Mary Macleod) made clear, it is fantastic that we are taking such a proactive step in this Bill.

I rise to support the Bill promoted by my hon. Friend the Member for Stone (Mr Cash). He kindly supported me at various stages in the passage of my private Member’s Bill and I would like to repay the compliment. I congratulate him on his excellent work on international development and gender equality over a number of years. I want to make a couple of brief points.

Our aid and international development programme consists not only of bilateral aid, but of multilateral aid. Clearly, we have complete decision-making power over our bilateral aid programmes, and I would like to think that we could find a mechanism to bring into effect the tenets of the Bill in multilateral aid programmes. That is very important because a lot of our money is spent on multilateral aid. The same principles that will be enshrined for bilateral aid when the Bill has passed through this House and the House of Lords should be part of our multilateral aid programmes. If in the course of ensuring that our partners in multilateral aid programmes have regard to gender equality and relieving the poverty and suffering of women and girls, we persuade those countries to take such a view in their own bilateral aid programmes, the beneficial effects of the Bill will be multiplied several times over.

There is a welcome renewal of emphasis on the role of the private sector in development and particularly in agricultural development. Poor women and families across the world will ultimately be brought out of poverty not just through governmental aid programmes, but through free trade, proper legal systems, Governments who are not corrupt and the rule of law. People must have security in their own property so that they know that if they build a business or if they have a successful agricultural concern, even if it is only on a small scale, they will be able to reap the benefits for themselves and their families. We need to do everything that we can to support world trade and to support our businesses in their relations with the poorer nations of the world. A strong message must go out from this House today that, in trading with the rest of the world, our businesses should have regard to the empowerment of women.

My hon. Friend makes a good point in a slightly humorous fashion. As always, he gets to the nub of the issue. I commend him on his excellent speech.

I commend my hon. Friend the Member for Stone for introducing the Bill. It would be a remarkable achievement to secure the Third Reading of a private Member’s Bill having come only 18th in the ballot. That is testimony to the enormous respect that Members from all parts of the House have for him, as well as to the excellent propositions that he has put forward in this terrific Bill. I am very happy to support him today.

I thank my hon. Friend, who of course has a wealth of experience in the field in this matter. I was also going to come to the need for security. In the discussions I have had since I first mentioned this at Defence questions, there has been some disagreement about the level of security required.

The broader point is that this is about the re-tasking of our armed forces. Clearly a lot of change is going on at the Ministry of Defence and there are some cuts to regiments and to forces, but there is also a need to reconfigure forces so that they are interested in delivering not just hard power but softer power. Ultimately, in any response to a crisis—it could be a natural catastrophe such as an earthquake as well as the civil war in Syria—there needs to be joined-up thinking across all the parts of Government that would be involved.

I congratulate my hon. Friend on securing this debate and on the excellent idea that he is putting forward, which has my full support. There have been big increases in the budget for our international development funds but quite severe decreases in the defence budget. Perhaps this is a question for the Minister rather than my hon. Friend, but is there not a strong argument that when the Army is deployed on humanitarian grounds the money should come out of DFID’s budget rather than the Ministry of Defence’s budget?

Yes, I was going to come to that. There should be a DFID-funded capability.

The capability needs to be constructive. A friend of mine has talked about having blue overalls, not blue helmets. In other words, we have a United Nations force with blue helmets, so why do we not have a force of people in blue overalls? Our intervention should not necessarily be military in appearance—we can also intervene in other ways. The capability should be resourceful. We are good at this stuff. We can draw on our experiences in the Balkans and the Falklands—I mentioned Rick Jolly’s field hospital—and prior to that. We are very good at this; we have the clinical expertise, in particular. The capability should be able to be expeditionary—that is, to go abroad. In the case of Syria, I foresee a situation where it could be located in a friendly country such as Jordan. It should also have a domestic application. God forbid that there is ever a chemical attack in this country, but the facility could also be deployed here.

The core goal should be to try to develop a stable world that we all appreciate, and that can be brought about by making friends and influencing people. The Arab street is not necessarily with the British or the Americans. We need to persuade civilians on the ground that we do not always have a malign, vested interest—a sense that we are just doing it for ourselves—in our approach to the middle east, but that we are there to do constructive and good things and to genuinely help people.

Turning to details and capacity, as a result of the conversations I have had I envisage a facility with at least 50 beds, perhaps more. If it is as successful as I think it will be I suspect we will extend it, but 50 beds is a good starting point. I think it should include a CT scanner, which is often not available in more rural areas and far-flung destinations. It is possible to put CT scanners in containers and companies such as Marshall Land Systems in Cambridge make container hospitals. There is no reason why we cannot do this. We need to consider whether the facility should also have paediatric and obstetric services, because it is not just soldiers such as those in the “MASH” television series who will be coming in, but children who have been affected by a neurological agent—such as those we saw in that dreadful footage—and pregnant women who have sustained injuries.

Cost is always relevant when it comes to Government spending and there are some figures available. Apparently the Finns purchased a hospital for deployment for about £5 million. I envisage that my proposal will probably cost between £5 million and £10 million. I think it should be a military asset, because the military is best placed to run it, but it should be staffed primarily with reservists, not regulars. Military logistics are important: the army are the best people to get this facility quickly into the field, and Kosovo is an example of that. The army’s command and control systems are relevant.

My hon. Friend the Member for Beckenham (Bob Stewart) has rightly referred to the facility’s security, which is of paramount importance. I think it would be a target. The facility would focus on hearts and minds and on delivering care on the ground, and if I were an Islamist jihadist I would think, “We need to knock that out, because it’s going to start changing minds and attitudes.” The facility’s security would need some thought. For example, RAF Akrotiri is stationed close to Syria and the deployment of troops may need to be considered in exceptional circumstances.

Clarity of funding is clearly important, as my hon. Friend the Member for Woking (Jonathan Lord) has said. The politics of international aid are tough on the doorsteps of Bracknell—trust me: I experience it quite often. This proposal would be one way of using DFID funds for something that is demonstrably humanitarian and of leveraging in some funds to a defence asset that would be used primarily for humanitarian purposes, but—this would always be at the back of my mind—that could also be deployed if we ever go to war.
