In Leicester, we all hope and pray for the safe return of Ray and Angela Fisher. I am grateful for the commitments that the Prime Minister has made with respect to the embassy and Foreign Office staff. Does the Prime Minister agree that Daesh thrives on divisions in the region, whether those involve Kurds or Arabs, Sunni or Shi’a? What is he doing to build an effective united front against Daesh?

I join the hon. Gentleman in wishing his constituents well. On building a united front, there is now an enormous international coalition that includes many Arab and Gulf countries. We need to keep that coalition together because all of us bring different things. Some of those countries, as Sunni Arab states, will bring the ability to talk to Sunni Muslims in Iraq and bring them away from Daesh and towards a belief in an integrated Iraqi Government.

My hon. Friend asks an intriguing question and I do not know whether Labour will block the opportunity to put into statute now the need for a referendum before the end of 2017. Everyone in this House will have a chance to vote on that Bill, and I hope we will support it.

First, Britain supports the EIB. Our policy has always been one of saying, “Look, on fiscal policy we do have to take tough and radical actions, but on monetary policy we should be looking at all the ways we can help to get money from banks and other institutions into businesses.” That is what the funding for lending scheme is all about and what this EIB expansion should be about. On energy, we continue to push for the completion of the energy single market, where progress has been made, but it is an ongoing battle.

The Prime Minister is right to say that we need to expand trade and overseas investment, and I am pleased that he discussed trade with the Prime Minister of Pakistan. Does he think that his efforts on trade will be helped or hindered if the Home Secretary imposes a £3,000 visa bond on visitors from India and Pakistan?

What the Home Secretary is looking at is the idea of using bonds in some immigration circumstances to make sure we do what needs to be done and what the previous Government did not do, which is to differentiate between people who want to come here to contribute, for example, by studying at a British university and those who want to come here simply as economic migrants. We need an immigration policy that really does have an emphasis on quality and on control, and that is exactly what we have. One of the points I was able to make in Pakistan, as I made in Kazakhstan and as I have made before in India, is that under our rules there is no limit on the number of overseas students who can come to study at a British university. There is no limit at all; they just have to have an English language qualification and a place at a British university. That is what is required. But, at the same time, we have shut down about 180 bogus colleges that were operating while the hon. Gentleman was assisting his Government.

My hon. Friend is absolutely right to raise this issue. It is not just that officials have to be relentless and engaged on this, but where there are blockages and problems, that needs to be elevated to politicians and Ministers, so that we can try to drive forward the agenda. Otherwise, these trade talks get bogged down in difficult areas.

Everybody in the Labour party abhors the Assad regime, but on the question of Iran, given the Iranians’ traditional influence over the Syrian regime and given the election results, is the Prime Minister absolutely sure that we do not now have a window of opportunity to try to engage Iran in helping us to find the political solution in Syria that we all want to see?

I think we should certainly engage with the fact that Iran has elected a relative moderate. I think that is a positive sign and we should look for opportunities; but as I said, really, if we are going to put so much weight on the Geneva process and the Geneva principles, it is important that everybody, Iran included, signs up to them.

I certainly join my hon. Friend in praising that family for the incredible bravery they have shown. When someone suffers such a tragedy, it must be so much easier to try and put it behind them and forget about it, but to go on and campaign for peace and to bring together the people of Warrington as they have done shows enormous character and fortitude. They have the backing of the whole country.

When the hon. Gentleman’s party put the top rate of tax up, millionaires paid £7 billion less in taxation. We are having a lower tax rate that will raise more revenue. That makes pretty good sense.

I can certainly give my hon. Friend that assurance. Relations are good—they were already good—but this tragedy does give us the opportunity to look again at what more we can do in co-operation with the Algerians.

The Prime Minister rightly said that terrorism will be at the top of the agenda at the G8. Given that we are dealing with al-Qaeda affiliates, or franchises, as he puts it, will he give us more detail on the type of co-ordinated action on which he hopes to get agreement at the G8? Will he also say a word or two about his assessment of the security situation in Nigeria? Can he reassure us that increased and understandable emphasis on west Africa will not mean less emphasis on Somalia?

There were a lot of questions there. The first thing that the G8 can do is make sure that we share a common analysis of the problem. I believe that we do and that this mixture of tough but intelligent response is what is required. There are some specific things we can start to discuss about how countries in the G8—France, Italy, Canada, America, the British—can start thinking about how we partner up more with countries, but make sure that we do not fall over each other in doing so.

What the hon. Gentleman says about Somalia is key. Last year’s London conference was successful in helping to bring about the political transition that was necessary in Somalia; it also helped in getting the United Nations resolution that was needed and in the building up of Somali security forces. I am committed to making sure that we continue that patient, painstaking work, which is helping that country to put itself back together again. I am determined that we should not slip back.

I am delighted to praise and pay tribute to the Formula 1 team based in my hon. Friend’s constituency, which sadly beat the Formula 1 team—Lotus Renault—based in mine. It is a remarkable fact that almost all of the Formula 1 cars, wherever they are racing in the world, are built, designed and engineered here in Britain. It is an industry in which we lead the world, and we should be very proud of it.

Q3. The Prime Minister must have studied his Government’s own report that shows that the future jobs fund had a net benefit to participants, employers and society. Given that report, and that youth unemployment is now higher in Leicester than it was at the general election, why did he tell me in questions a year ago that the future jobs fund provided only “phoney jobs”?

The hon. Gentleman needs first to explain why youth unemployment went up 40% under the Labour Government. The facts of the future jobs fund are these: the figures show that 2% of the placements in Birmingham under the future jobs fund were in the private sector, but the rest were in the public sector. The cost of the scheme was 20 times higher than the work experience placement, which is doing just as well.

My hon. Friend is entirely right to raise a constituency case such as this, where so many people have lost their lives and where there is such a threat to safety. Q9. Leicester is bearing the brunt of the Prime Minister’s double-dip recession, with the sad news today that yet another business is going under, resulting in the loss of local jobs. In that context, was he as disappointed as I was at the figures released last month showing that lending to small businesses was down by £1.7 billion? Is it not clear that the Chancellor’s credit easing policies are not working?

The credit easing policy—the national loan guarantee scheme—is going to make available £20 billion of extra loans; some of that money is already available. The Merlin scheme saw lending to small businesses go up in 2011. It is difficult when the banks are nervous about the economic situation, but the Treasury and the Bank of England are doing all that they can, including through the Merlin agreement, to get money out of the banks and into hard-pressed businesses.

Did not the G20 communiqué argue that advanced economies should pursue fiscal consolidation at a pace appropriate to support recovery? Why, then, is the Prime Minister pursuing fiscal consolidation at a pace that has contributed to a double-dip recession?

The point is this: we should make sure that NATO is the cornerstone of our defence and we should be very clear about our own defence responsibilities—I have spoken about the Falklands. We need to win the argument in Europe that there is no point in having endless competing defence headquarters. What we need throughout NATO, particularly in Europe, is greater defence capacity, and we need to encourage other European partners to invest in that.

Will the Prime Minister explain how he will take action, as he says, if this non-EU treaty under which the 25 nations can take advantage of the full force of the EU institutions, encroached on our national interest and undermined the single market?

Let me explain: there are uses of the EU institutions set out in previous treaties—mostly put through this House by the Labour Government—but this treaty outside the EU goes further than that, and that raises legal issues. We have said very clearly, including in the EU Council last night, that if that were to encroach on the single market and threaten this country’s national interest, we could take action, including legal action.

Ah. Either the Leader of the Opposition has no control over his aides, who are randomly briefing the press about his position, or he failed to tell the House, in his minutes and minutes of speaking, that he would not have signed the treaty. If he would have signed it, he can say I made the wrong decision, but if he would not, he will have to accept that I made the right decision. He either has to have the courage of his convictions or give an answer.

Will the Prime Minister confirm that his veto does nothing to strengthen financial services in the way that he would want? Now that he has adopted a position of isolation, does he think he is more or less likely to win those safeguards in the future?

The key safeguard that we did get was against a treaty without proper protections and safeguards for the single market. It was in Britain’s interest to do that, and that is what the hon. Gentleman needs to understand.

I think my hon. Friend is absolutely right. That is the assurance that people seek—you should not change the rules of the game and you should not give away powers that are not yours to give away. The British people should have a block on that; that is what we have put into place. No Government should rule out for ever putting questions in a referendum—after all, this Government had a referendum on the alternative vote—but that is not what I am saying; I am saying that the bedrock of our views about a referendum in a parliamentary democracy is that you should not give powers away from Parliament without asking the people first.

We shall certainly keep the pressure on the banks. It is worth making the point that in spite of the difficulties, there are 500,000 new private sector jobs in our economy compared with the time of the election. However, we need to have in place all the things that help businesses to expand and grow. Bank finance is just one of those things. We have the Merlin agreement, which is increasing lending to small businesses, and we also have what the Chancellor has said about credit easing to ensure that we consider other ways of expanding credit in our economy.

Q11. This week, I had the privilege of meeting Hafsah Ali and Joseph Hayat from the Ready for Work campaign. They are impressive young people campaigning against rising youth unemployment. Will the Prime Minister tell us what has happened to his vow earlier this year to reverse the trend of rising youth unemployment? Will he also tell the House when he last met a young unemployed person?

Youth unemployment has been rising since 2004—it went up during the growth years as well as in the difficult years. We need a comprehensive strategy that deals with all the problems of youth unemployment, including the fact that there are too many people leaving school aged 16 who spent 13 years under a Labour Education Secretary—so the Labour party needs to take some responsibility—and who left school without qualifications to help them get a job. This is about ensuring that we have better education, a welfare system that helps people into work and a Work programme that provides not phoney jobs, as the future jobs fund did, but real work for real young people.

My hon. Friend is absolutely right. This is important and I am sure that there will be all-party agreement on it. As well as having a tough response from the criminal justice system to the riots—we have seen that tough response, with some exemplary sentences handed out very rapidly by the courts system; I praise all those who have been involved in speeding up the justice system—at the same time we need to do more to strengthen communities, to strengthen families, to increase discipline in schools and to make sure that our welfare system supports responsible behaviour rather than irresponsible behaviour. We will be bringing forward proposals along those lines and I hope that they will have support from everyone in this House.

Q2. Before the summer, the Prime Minister took part in a TV documentary that highlighted fears of crime and antisocial behaviour on the Saffron Lane estate in my constituency. Does he expect crime and antisocial behaviour on that estate, and across Leicester, to increase or decrease when he cuts 200 police officers from the Leicestershire force?

I certainly back what my hon. Friend says, and I know that she will be on to the Departments for Business, Innovation and Skills and for Communities and Local Government on behalf of her constituents. Let me say how much I admire the broom army, not just in Clapham but in other parts of our country. People came together to say that they did not want to put up with this and that they wanted to clean up their neighbourhoods. They are the best of British.

The Prime Minister will be aware that, in Leicester city centre, in my constituency, we had some instances of thuggish criminality, but thankfully not on the scale of other cities. However, the most disgraceful incident was the torching of Age Concern’s ambulance bus, which takes many frail, elderly people to day care on a daily basis. Will the Prime Minister consider putting aside emergency funds—a pot of money—to which charities can apply, so that they can replace facilities that were destroyed in these riots?

I agree with what the hon. Gentleman says. Some of the things, places and people who were attacked were truly shocking. For people to attack the sort of facility that he talks about really is appalling and should make us stop and think about what has happened in our country. On getting compensation and money, I have set out the schemes, all of which, I think, will be available to the sort of charity that he speaks about.
