To ask the Secretary of State for Transport, what assessment his Department has made of the potential merits of ensuring (a) delivery riders and (b) bike messengers are insured when working on a self-employed basis.

The Government has no current plans to introduce compulsory insurance for delivery cyclists, bicycle messengers, or for cyclists in general, although it encourages all cyclists to take out some form of insurance. There are insurers who offer policies tailored to cyclists who use their bicycle for courier and delivery purposes.

The contracts for the provision of Officers' and Sergeants' messes and related services are held by a number of individuals across the Department. Some of the contracts are held centrally within our broader soft facilities management contracts and others are held locally by the individual establishments. Local arrangements are in place for end-users to access contracts by request.

To ask the Secretary of State for Health, what information his Department holds on the number and proportion of people presenting at A&E feeling suicidal who are (a) given treatment, (b) referred to another service and (c) given no treatment or referral.

Data on the number and proportion of people presenting at accident and emergency (A&E) feeling suicidal who are given treatment, referred to another service and given no treatment or referral is not collected centrally. Through their A&E Hospital Episode Statistics, NHS Digital are able to identify patients who are recorded for ‘self-harm’ and patients diagnosed as having ‘psychiatric conditions’, but these are not specific to ‘suicidal’.

Through the Five Year Forward View for Mental Health, we are committed to roll-out liaison mental health teams in general hospitals by 2020/21 with 50% of them meeting the core 24 standard. This means that teams of specially trained mental health professionals will be able to support people who present at emergency departments with mental health issues, which would include providing assessments and referring on to specialist mental health services or community teams.

The Government has no plans to cut the Defence budget.

Spending Review 2015 remains the basis of the government’s spending plans. We have the biggest defence budget in Europe and the fifth largest in the world. We are one of very few countries to not only meet, but exceed NATO’s 2 per spending target. Over the next three years, the Defence Budget is increasing by £1bn a year.

Ministers will consider the conclusions of the National Security Capability Review in due course.
