Commons ChamberI thank my good friend for giving way. In the past 15 years or so, those in the armed forces have had a problem getting into things such as the police service, the fire service and the Prison Service. Does he agree that it would be good to have a recruitment drive for those junior non-commissioned officers, senior NCOs and young officers leaving the armed forces to go into that kind of profession?
Judging by the hon. Gentleman’s appearance, I do not know whether he is anticipating an early dinner, a long dinner or, conceivably, both.
I agree with my hon. Friend, who has lots of expertise from his distinguished military career. There is a lot of talent in the armed forces. My right hon. Friend the Member for Maidenhead (Mrs May) said that such measures were taken to try to get personnel into teaching from that important resource, and we could spread that more widely.
I look forward to progress in particular with the county lines issue, with illegal settlements and with casual violence on the streets, which even comes sometimes to my constituency and is not welcome. More and better-resourced policing would be extremely good.
I also want to see progress in the health service. I am pleased that substantial sums of money have been allocated, under both the immediately retiring Government and the new Government. That is doubly welcome. I urge Ministers to do serious work with organisations such as those in my area on what the priorities for that money should be, because it is important that these large sums are spent intelligently. The priorities for patients are clear: we need more GPs, to provide better coverage of services; and we need better access to GP services, with better systems, so that people can make timely appointments, and enough GPs to offer advice and consultations. We certainly need more money for the large hospital in Reading, which my right hon. Friend the Member for Maidenhead and I share with the Reading MPs, where various works need to be done, and recruitment is needed where there are shortages of trained staff.

There is extensive interest in the Chancellor’s statement, but I remind the House that there is a ten-minute rule motion to follow and other important business that must come onstream absolutely no later than 3 o’clock, and that therefore there is a premium on brevity from Back and Front Benches alike. I also make the obvious point that realistically lots of people who want to contribute will not have the opportunity to do so.
Wokingham and West Berkshire Councils need money for social care and schools. The current funding is not adequate. I am grateful to the Chancellor. This is very welcome. Does he agree that, at a time of world slowdown, led by a manufacturing recession in several leading countries, a boost to the economy is much needed here and that this is part of that boost?

Commons ChamberOf course I will take a point of order from the right hon. Gentleman before we proceed with the debate on the sittings motion.
Given that the Government now say that, if the motion passes, we will go straight on to the Bill, can we insist on the Bill being part of the documents for tomorrow’s debate, because it would be very important to know what we were in for before being asked to vote for it?
I say to the right hon. Gentleman that whether the Government intend to tag—using the term that is commonly used in relation to House of Commons motions—the withdrawal and implementation Bill to the motion is a matter for their determination. My understanding is that that Bill was drafted some time ago. I do not think that hot wet towels over officials’ heads or any burning of the midnight oil will be required. The document exists, but whether it is the Government’s intention to table it tomorrow for the benefit of colleagues conducting the debate is a matter for them.

In calling the right hon. Member for Wokingham, I warmly congratulate Sir John Redwood.
Thank you, Mr Speaker. Do the Government understand that opposition to the withdrawal agreement goes way beyond the unacceptable Irish backstop and includes paying huge sums of money with nothing nailed down over the future partnership? Worse still, it would plunge us into 21 to 45 more months of endless rows and disagreements, with all the uncertainty that would bring.

The Treasury should do some calculations, because it would be an act of great rashness to agree to extend our period when we would be in another seven-year financial period for the EU, with all the consequences that might bring. It could cost £15 billion or more for a year and we would probably have to accept liabilities that might extend for the whole seven-year financing period. Why wouldn’t the EU front-load its expenses when we were still in the thing, and why wouldn’t it expect us to meet the forward commitments, as it says it wants us to do as and when we leave under the existing seven-year period?
We are desperately in need of more money for our schools, our hospitals, universal credit and for our defence—[Interruption.] We desperately need money so that we can honour our tax-cutting pledges which we all made in our 2017 manifesto—[Interruption.]
Order. I apologise for interrupting the right hon. Gentleman, whose flow is difficult to stop—and I would not want it to be stopped.
The right hon. Gentleman must be heard. Mr Matheson, you are normally a most cerebral individual. Take a tablet.
Our economy is being deliberately slowed by a fiscal and monetary squeeze that we need to lift. We need tax cuts to raise people’s take-home pay so that they have more spending power. All this is possible if we do not give £39 billion to the EU, and all this will be even more possible if we do not pledge another £15 billion or £20 billion for some time never, if we are now going to give in yet again. When will the Government stand up to the EU, when will the Government say that they want a free trade agreement and they do not see the need to pay for it, and when will the Government rule out signing a withdrawal agreement that is a surrender document that we cannot afford?

Commons ChamberEvery day, a large number of components come into our country from outside the EU and they meet the deadlines of the just-in-time systems, as do the components from the EU. My hon. Friend the Member for Wimbledon (Stephen Hammond) should understand that you cannot send a car out with only 79% of its components assembled because they are the ones that came from the EU. Manufacturers send their cars out with 100% of their components, including the non-EU ones, which are coming in perfectly well. More than half our trade is done with non-EU countries that are not part of the single market or the customs union. We have already thought about the need to get rid of frictions on the borders for non-EU trade. We have worked internationally through the WTO which, through its trade facilitation agreement, has several instructions for us and for the EU to ensure that there is a minimum of friction at the border for non-EU, non-customs-union trade as well, which is why our manufacturers can work with it.
EU trade is not without administration and bureaucracy. The Intrastat declaration must be made, the commodity code must be identified, the VAT has to be settled and the excise must be settled if necessary. Those things are not done at the border. The lorry drivers do not have to stand in a queue while trying to work things out. When we are outside the EU’s customs union, the situation will be the same for everything else that does not come in within the customs union framework. This is the modern world. It is electronic. There are computers. There is the off-site settlement of taxes and of customs. The WTO knows about that.
The future for us will be great, but we must be free to have our own international trade policy and our own agreements with countries other than those in the EU. We must have the ability to set out our laws and spend our own money. The British public would expect no less of this Parliament, and they will not accept any higgling of their decision to leave the EU.

Will the Government go to the Council this week and say that this deal from the EU is unacceptable and that we voted to take back control of our fish, our money, our borders and our laws? We have accepted a two-year, nine-month transitional period, so will the Government just get on with this?

Commons ChamberI am very surprised that the right hon. Gentleman is saying how delighted he is that so many rights and responsibilities will now come under delegated legislation. I am not sure if he recalls that on 1 September 2012, as a member of the Delegated Legislation Committee on the criminal injuries compensation scheme, he, with all the other Conservative members of the Committee, called for the then Minister to withdraw the measure before them, and that did not happen. A second Committee was set up—
Order. Forgive me, but colleagues must have some regard to each other’s interests. There are a lot of people wanting to speak. Interventions must be brief; they should not be mini-speeches.
Let us come to the secondary legislation point. First, all statutory instruments are subject to a parliamentary process. I am quite happy that there is parliamentary control. If Ministers seek to abuse the power under the legislation that they are offering to the House, then all the House has to do is to vote down the statutory instrument. If it is a so-called negative resolution instrument, surely the Opposition are up to being able to say, “We intend to debate and vote on this issue.” I remember doing that as a shadow Cabinet member. I called in things that the then Government were trying to smuggle through and made sure that there was a debate and a vote. If it is the view of Parliament that Ministers have misbehaved, then they will lose the vote and have to come forward with something else.
That is parliamentary democracy, and I do not understand why my colleagues find it so difficult to understand. Ministers will be bringing forward bits of secondary legislation in areas where they are fairly sure that it is the will of the House that they go through because they are technical, or sensible, or obvious. They will all be in pursuit of the fundamental aim, which is to guarantee all these rights and laws, which are often more admired by Opposition Members than Conservative Members, but which we have all agreed should be transferred lock, stock and barrel, and which in certain cases are protected by pledges in manifestos. For example, my party, as well as the Labour party, has promised to keep all the employment protections and improve on them, because that is something we believe in. We offered that to the British people as part of our manifesto for the last election.

Further to that point of order, Mr Speaker. I wonder whether it would be sufficient for Ministers to report orally to the House on how they propose to amend the figures, which are clearly wrong.
It is entirely open to Ministers to do that in the course of the debate. I have no desire to steer the debate as that would be very wrong, but I have a hunch that if the Minister does not provide satisfaction on that front, he might be peppered with attempted interventions from either the hon. Member for Stone (Sir William Cash) or the right hon. Member for Wokingham (John Redwood). We will leave it there for now.

As we are driven in the EU vehicle towards ever closer union and political union, how does it help to try to fit a couple of emergency brakes that lie within the control of the EU, not us? Is not the only way to get control of our borders, our tax revenues and our welfare system to leave, be a good European and let them get on with their political union?

He has raised an extremely important point, on which I shall take appropriate advice, and which, as he would expect, I will give the most serious thought. I hope he will understand that it would not be appropriate for me to say anything beyond that this afternoon. Perfectly legitimately, he has raised it, and that is my response today.
Further to that point of order, Mr Speaker. If the right hon. Gentleman cares to read the Gracious Speech, it does very clearly say that the Standing Orders will be amended.
I am grateful to the right hon. Gentleman for putting that on the record.
Order. We are not having an identity parade, but I think the hon. Gentleman has the right hon. Member for Wokingham (Mr Redwood) in mind.
I am grateful to the Chairman of the Select Committee. When the members of his Committee looked at the big devolution of powers, including that of income tax to Scotland, did they ask themselves how England would settle such issues? Is there not a need for income tax to be settled at England level, just as there is not power in Scotland?
I say to the hon. Gentleman that all sorts of things might be better, as he puts it, but as I said in my statement, the Chair and the House can deal only with what is on the Order Paper. I understand, because it has been communicated to me by several Members, that there is considerable irritation on this matter. I absolutely understand that, but what I am trying to do, operating within the limits of the powers of the Chair, is to facilitate the will of the House. I have only a partial ability to do that—I cannot create a vote for which provision has not been made—but the House will want to debate what the House wants to debate. In future, it would be better if these matters were handled in a way that is straightforward, and if the hon. Gentleman’s appetite for the honouring of commitments were to be met.
Further to that point of order, Mr Speaker. I am very grateful to you for you excellent clarification so far. Will you confirm my understanding that the mighty issue of opting in and giving away major powers from this House is also not on the Order Paper, so the House cannot vote for or against that massive opt-in and surrender of power today?
I think it is probably safest for me to say to the right hon. Gentleman that I leave that for him to interpret. I do not want to embarrass him, but he has an intellect truly frightening, so I am quite sure he can interpret these matters to his own satisfaction.

Commons ChamberMany of us thought that we would have an opportunity today to debate the very weighty question of whether this country should opt back into 35 important measures relating to criminal justice, and put it under European Court of Justice and European Union control. We looked forward to a debate and a vote on that high principle, which includes the important and contentious European arrest warrant, but also a number of other measures that constitute the building blocks for a system in which our criminal justice would be conducted primarily under the central control of the European Union rather than that of the United Kingdom.
We welcome the Government’s wish to engage and to allow us a reasonable length of time in which to debate those matters, followed by a concluding vote at 10 pm, but you, Mr Speaker, have told us, very wisely and helpfully, that that is not what the business motion says, and, through you, I urge Ministers to consider amending it. As I understand the position, you would probably be sympathetic if they wished to do so. We could debate their regulations for 90 minutes, and during the remaining time, until 10 pm, we could debate the much wider issues of substance. We could discuss whether we wish to opt into all those measures and what we think of the European arrest warrant. Some believe it to be the biggest of all the measures, which is in itself debatable. I think that justice would then be seen to be done by the wider public.
I hope, Mr Speaker, that I am not taking liberties by suggesting to Ministers, through you, that a simple amendment to the business motion might provide a way out of this dilemma, and enable the House properly to consider the wider constitutional issues.
I thank the right hon. Gentleman for what he has said. Let me simply say, for the convenience and awareness of the House, that the Home Secretary will wind up the debate on the business motion in order to clarify the Government’s position. I hope that the right hon. Gentleman regards that as helpful. In the spirit of fairness and propriety, the Opposition Front Bench will also have a wind-up speaker, who I believe will be the right hon. Member for Delyn (Mr Hanson).

It is also obvious that there is very widespread interest in this subject—understandably so—which I am keen to accommodate, but Members will also be aware that there are two Opposition-day debates to follow. Over the past two years Network Rail has announced losses of £344 million on its very large derivatives book, so would not a better way of spending that money be to have a national programme to replace dangerous level crossings with bridges and underpasses—and could that start in Wokingham, please?

Commons ChamberMy hon. and learned Friend has come up with an admirable example that I did not know about; there are many others, but we do not have the time to list them all. I hope that the Home Secretary and her colleagues will review the number of crimes so that we can concentrate on the serious ones—the ones that most people consider to be proper crimes—rather than spending so much time arguing about and enforcing things of rather less significance, for the convenience of some bureaucrats and not others.
