It has been many weeks since the Prime Minister’s knife crime summit and in the meantime the wave of violence and knife crime continues to sweep London and other parts of Britain. Last night there was a double stabbing in my constituency, close to my office. When will the Home Secretary come to the Chamber, report on the summit and outline his plans?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

I am sorry to hear about the latest stabbings in the hon. Gentleman’s constituency and I know he has raised this issue in the Chamber on a number of occasions. He will be aware that the Government take this issue incredibly seriously. We have announced up to £970 million extra investment in the policing system for next year, as well as in the spring statement £100 million of immediate funding to enable police and crime commissioners to put further police officers on the streets to try to tackle the immediate problems. However, this is a much bigger issue than that. Our Offensive Weapons Bill has brought forward the means to restrict the sale of knives online and the introduction of knife crime prevention orders, and our £200 million youth endowment fund seeks to get young people away from being tempted into a life of knife crime and serious violence.

My right hon. Friend is very passionate on this subject and he is absolutely right to be. If he has exhausted all his own means by which to achieve debates on this subject, I encourage him to go to the Backbench Business Committee and seek the support of other Members across the House. I am sure he would find that there were plenty of Members looking to support their own local hospitals.

I heard the Leader of the House’s answer on the knife crime summit and subsequent events, but it really is unacceptable that the Home Secretary has not been here reporting on the knife crime summit, while our constituents—our young constituents—are regularly being murdered. When will he come here and give a report? Further to that, he really should be coming to this Chamber on a regular basis to give those reports.

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

The hon. Gentleman raises an incredibly serious issue, as he often does, about the appalling nature of the rise in knife crime, the impact it is having on communities and the fear in communities. There are far, far too many examples of young people being stabbed and murdered. It is absolutely appalling. He will be aware that the knife crime summit on Monday was designed to look at what more the Government can do. There are a huge number of plans in place. We have already had two debates recently on serious violence and what the Government can do, as well as a number of urgent questions and statements on the subject. However, as I said to his hon. Friend the Member for Walsall South (Valerie Vaz), I will certainly go away and see whether we can organise a statement on the same subject.

My hon. Friend raises a serious issue, and I know that the House and the Government have condemned the annexation of Crimea. It hardly seems possible that five years have already gone by since those terrible events. I encourage him to seek an Adjournment debate or a Back-Bench debate so that all hon. Members can express their support for resolution of this annexation.

The principles that underlie the role of MPs were set out 250 years ago by Edmund Burke: not only to be accountable to and listen to our constituents, but to observe our own conscience and judgment. Those principles were seriously undermined last night by the Prime Minister, in one of the most contemptuous statements that I have ever heard—it is up against some stiff competition. May I ask the Leader of the House, again, whether she agrees with what the Prime Minister said last night?

My hon. Friend is absolutely right to raise this point. It is an issue that a number of our Scottish Conservative colleagues have raised in this House, and the fact is that there is absolutely no need for further SNP tax rises, thanks to this Government in Westminster delivering a £950 million funding boost to them. It is absolutely vital that the Scottish nationalists recognise the importance of preserving and maintaining local services to all Scottish consumers and residents.

May I add my voice to those wishing David Natzler all the very best for a long and happy retirement?

The all-party group on Heathrow expansion recently reported that the Department for Transport methodology for assessing major airspace changes is deeply flawed. This has major implications right across the House for many constituents, including mine. May we have a debate or a statement on the report?

I am not aware of the report the hon. Gentleman mentions, but I suggest that in the first instance he perhaps seeks an Adjournment debate so he can discuss it directly with Ministers.

The hon. Lady raises an important point about the need to balance the needs of House staff with those of our Parliament. I received reassurances from senior House staff that all existing commitments would be honoured, and in speaking to many House staff I found them incredibly supportive, and they did not complain that they have had to cancel significant prior engagements. Nevertheless, the hon. Lady raises an important point about the need to take their wishes into account. I totally reject the hon. Lady’s suggestion that this week has been a PR stunt. We have had two statements and five urgent questions, which enabled colleagues to question Ministers on UK nationals returning from Syria and the situations with Flybmi and Honda. Eight pieces of important legislation have been agreed on the Floor of the House, including the annual update of support for our armed forces on Monday. The Home Secretary opened a debate on serious violence for which the House has been calling for several weeks. We had a valuable and well attended short debate on the NHS 10-year plan, which the shadow Leader of the House had called for, and this afternoon we will debate potential future trade agreements. In addition, the Public Galleries have been full this week, with members of the public—including children on their half-term holidays—getting the chance to see their elected representatives holding the Government to account and defending their interests. I simply do not accept that this has been anything other than a valuable parliamentary week.

Lord Cryer Portrait John Cryer (Leyton and Wanstead) (Lab)

May I add my name to those paying tribute to Paul Flynn, who was a friend of mine and of many Members across the House? Paul’s hobby was annoying Ministers, regardless of which party they happened to come from, and on Monday evening we will pay tribute to his memory at a meeting of the parliamentary Labour party.

The Leader of the House may be aware of a scheme that was introduced by the Government to enable local authorities to take in Syrian refugees. One such council is Waltham Forest, which covers most of my constituency, and the problem is that next year the funding will evaporate unless something is done now or in the very near future. May we have a statement from a Home Office Minister to set out the Government’s plans for continuing that funding beyond 2020?

My hon. Friend raises a very important subject. He will be aware that more than 300,000 cataract operations are carried out every year in England alone. He will appreciate that NHS England’s funding decisions are a matter for it, but I certainly welcome all action to improve outcomes for patients, including in the very important area of eye disease. I strongly recommend that he seeks an Adjournment debate so that he can raise this really important issue directly with Ministers.

Further to the question from the hon. Member for Bridgwater and West Somerset (Mr Liddell-Grainger), I and others were granted a Backbench business debate in Westminster Hall two weeks ago on knife crime, but the demand for time way outstripped supply. There were lots of speakers who could not be called or who could not attend the debate. Like the hon. Gentleman, I think that there should be a full debate in Government time specifically on violent crime and knife crime, but failing that, could we have a statement from the Home Secretary on this wave of violent crime, which has swept London and the rest of England?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

The hon. Gentleman raises one of the most significant issues that is raised at Business questions every week, and he is absolutely right to do so. The appalling problem of knife crime is something that the Government are absolutely committed to tackling. He will have seen that the Under-Secretary of State for the Home Department, my hon. Friend the Member for Louth and Horncastle (Victoria Atkins)—the crime and vulnerabilities Minister—has just taken her place and has heard what he had to say. I know that she has undertaken to update the House on a regular basis.

The hon. Gentleman will be aware that the Government have published the serious violence strategy and established a serious violence taskforce, and that the Offensive Weapons Bill is passing through Parliament in order that we can do much more to try to keep young people away from a life of gang and knife crime, which leads to such appalling outcomes for them and their families.

My right hon. Friend’s final point is exactly right. There are some very serious issues about the way the House conducts its business and, indeed, about the way our democracy is managed, and we need to consider those very carefully and soberly, although I agree with you, Mr Speaker. I would not storm the Procedure Committee’s meeting uninvited but, if invited, I would of course be available to come along.

Transport for London is in the process of phasing out existing rolling stock on the Barking-Gospel Oak line, which runs through my constituency, but TfL has done it without making sure that new trains will be in place. That means we will have a few weeks, perhaps longer, in which there will not be any trains on one of the big commuter lines across north London. Even for TfL this is incompetence of a pretty high order. Can we have a debate on transport, and particularly trains, so I can get a few more things off my chest?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

There will be many hon. and right hon. Members who completely sympathise with the hon. Gentleman. The situation sounds appalling, and he might want to seek an urgent Adjournment debate or a Westminster Hall debate, because many colleagues are frustrated about issues with rolling stock.

My hon. Friend raises an issue that is clearly of great concern to him. I recommend that he raises the matter in a written parliamentary question to the Ministry of Housing, Communities and Local Government to ask about the specifics of the legitimacy of that project.

Following the questions from my hon. Friends the Members for Walthamstow (Stella Creasy) and for Gedling (Vernon Coaker), the murder of Jayden Moody two nights ago in the constituency of my hon. Friend the Member for Walthamstow, although close to the boundary with my constituency, marks a new low in the wave of violent crime, and knife crime in particular, that has swept across London and other parts of Britain. The problem is wide and deep. It seems to be getting worse, and the resources are simply not there to deal with it—that view is shared across the House, not just by Opposition Members. Under these circumstances, as my hon. Friend the Member for Gedling said, the Home Secretary and junior Home Office Ministers should be regularly asking the Speaker whether they can make statements to update the House on what is happening and to allow us to question the Executive.

Andrea Leadsom Portrait Andrea Leadsom

I pay tribute to all the hon. Members who are raising, as they often do, this appalling problem of the rise in knife crime, which is incredibly concerning. I will not repeat the answer that I gave to the hon. Gentleman’s colleagues, but we also have the Offensive Weapons Bill, which seeks to make it more difficult for young people to obtain knives online and so on. I encourage hon. Members to seek a Backbench Business debate or a Westminster Hall debate before such time as I can offer more parliamentary time. I have given two days of debate to the matter, and we have Home Office questions on Monday 21 January, so the hon. Gentleman may want to raise the matter directly with Ministers then.

It is obviously something in the air: my hon. Friend’s constituents are extraordinary people and he is absolutely right to praise them as he so often does. The desire to raise money for charitable causes is one of the best human qualities and one that we should all celebrate and encourage. I am pleased that we are due to have a debate on youth violence next Thursday; we will see whether it actually happens. I support the hon. Member for Harrow East (Bob Blackman) in calling for a debate on burglary. I have seen in my constituency a rise in burglary and aggravated burglary. That is not entirely unconnected with the fact that three police stations have closed in my constituency. We do not have a single police station, so that deterrent has completely disappeared. May we have a debate on this?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

As I said to my hon. Friend the Member for Harrow East (Bob Blackman), I am very sorry to hear of the ongoing problem of aggravated burglary in the hon. Gentleman’s constituency. He will know that many of the decisions around police station closures are to do with the tendency of people to prefer to report crime via the telephone or online. Nevertheless, it is absolutely vital that police and crime commissioners take the steps necessary to keep their communities safe. I encourage him perhaps to raise this through an Adjournment debate.

The Leader of the House might be aware of early-day motion 1768 in my name, which concerns my constituent Delsie Gayle who was racially abused on a Ryanair flight from Barcelona.

[That this House notes the entirely unprovoked and racist verbal attack on Ms Delsie Gayle onboard a Ryanair flight from Barcelona to London; further notes that Ryanair failed to move the perpetrator but instead moved Ms Gayle to another seat; points out that Ryanair have still not contacted Ms Gayle or any member of her family; condemns Ryanair's tolerance of a clear case of racism; and calls on the airline to conduct an immediate inquiry and to offer an unreserved apology to Ms Gayle.]

The Civil Aviation Authority has just published its response to a consultation on flight paths, and it has ignored thousands of my constituents and those in other constituencies by insisting on narrowed flight paths with all the consequences that flow from that. It has also indicated, in an official document, that I did not present to it the petition signed by thousands of my constituents. As I have photographs of me presenting that petition, it means either that it is incompetent or that it is misleading the Government. Either way, it is pretty worrying for all of us. May we have a debate, or at least a statement, on the CAA and flight paths?

My hon. Friend often raises significant constituency issues, and I am sorry to hear about the closure of that post office in his area. He is right to highlight the fantastic job that post offices do in all our communities, including providing basic banking services when bank branches shut down. I encourage him to seek a Westminster Hall debate so that all colleagues can make contributions on what more can be done to ensure that post offices are sustainable.

Further to the question asked by my hon. Friend the shadow Leader of the House, surely any debate on universal credit should, given current circumstances, be in Government time, not Opposition time. We are all dealing with its deleterious consequences, which are affecting the poorest and most vulnerable of our constituents. Will the right hon. Lady give one assurance that any regulations relevant to UC will be debated here on the Floor of the House, not upstairs?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

First, I think all hon. Members must acknowledge that universal credit is a better, simpler, more flexible system that is helping more people into work. It is absolutely the case that many people found the old system incredibly complicated, involving numerous claims to repay benefits that they had received. This is a simpler system that supports people getting into work, and the evidence is that it is succeeding.

The hon. Gentleman asks whether any statutory instruments can be debated in the Chamber. He will be aware that there are procedures for the Opposition to work within the usual channels to seek such an agreement. He will also be aware that this Government have given more time in the Chamber for debates on statutory instruments than any Government since the early 1990s.

I regularly hear stories, both in my constituency and elsewhere, about the consequences of the shortage of midwives. It is a national issue, but north-east London has a rapidly rising birth rate, so may we have a debate, or at least a statement when we return, on the national shortage of midwives, but with a particular focus on London?

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

The hon. Gentleman raises an important point. The availability of midwives and maternity units is absolutely key. The number of people graduating as midwives has risen 51% since 2010-11, and a recent report from the Royal College of Midwives shows that the proportion of younger midwives—those in their 20s and 30s—has jumped from 34% to 45%, so there are now around 3,500 extra midwives aged under 40. There is a lot more to be done, however, so I encourage the hon. Gentleman to seek an Adjournment debate about the situation in his constituency.

My hon. Friend will know that the Government have always maintained the view that private Members’ Bills serve a very important function. They are an invaluable opportunity for Members to promote legislation on the causes they support. The Government have been keen to support a number of private Members’ Bills—I will not go into them now—and there are some excellent ones coming forward. I can also tell him that the number of private Members’ Bills passed under the Government in the 2010 Parliament was 31, versus only 22 in the 2005 Parliament. This Government have a very good record of supporting and enabling Back-Bench business to get on to the statute book.

I think that it is widely recognised across the House that, in the past few months, there has been a rise in violent crime, particularly in London. The police are stretched to the limit and are using reserve powers repeatedly, particularly in my constituency, where section 60 powers have been used a lot. I know that we recently had a debate on crime, but the Security Minister really needs to come to the House to make a statement on the situation that London is now in.

Andrea Leadsom Portrait Andrea Leadsom

The hon. Gentleman is absolutely right to raise the issue of serious violence. It is a grave concern, particularly, as he points out, in urban areas. Our serious violence strategy is focused on steering young people away from crime and putting in place measures to tackle the root causes. He will be aware that, with our Offensive Weapons Bill, we are seeking to make it much harder for people to gain access to the dangerous weapons that fuel the problem with violence we are experiencing at the moment.

Has the Leader of the House seen early-day motion 1267 in the name of the hon. Member for Strangford (Jim Shannon)? It marks Dementia Awareness Week.

[That this House supports Dementia Awareness Week which runs from 21 to 28 May 2018; thanks all of the charities which work to support dementia patients and their families and who raise awareness; recognises the hard work and endeavours that they make to bring about a change to the quality of life with their families; and calls on the Government to assist and support research and development to find a cure for those with dementia.]

There is hardly a family in the country that is not touched by this terrible illness. Might we give consideration to having an annual debate on the subject?

Andrea Leadsom Portrait Andrea Leadsom

The hon. Gentleman raises an incredibly important point. He may be aware that this week, in fact, Cabinet Members received training on dementia awareness and how to behave in a more helpful way to those with dementia. He is absolutely right that there are so many people suffering from this awful disease now. As the chief executive of the Alzheimer’s Society explained to us, what is very important is to help people to live well with dementia.

I encourage all right hon. and hon. Members to seek dementia-awareness training so that we can all contribute. Has the Leader of the House seen early-day motion 1115, which was tabled by my hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick) and refers to Firefighters’ Memorial Day on 4 May?

[That this House joins with firefighters across the UK on Firefighters Memorial Day, on 4 May 2018, remembering the bravery and sacrifice of the 2,524 colleagues who have lost their life in the line of duty; extends its sympathies, especially on this memorial day, to all the bereaved families of fallen firefighters; acknowledges the good work of the Firefighters Memorial Trust in remembering and honouring all firefighters who have lost their life while serving humanity and recording their names on The Firefighters Memorial located close to St Pauls Cathedral in London; applauds the commitment and selfless dedication of all UK firefighters who stand ready today and every day to risk their life to save others and protect their local communities from the consequences of fire, floods, terror attacks and numerous other emergency situations; and calls on Members of both Houses to join members of the Firefighters Memorial Trust and the Fire Brigades Union at the Firefighters Memorial, St Pauls or to stand with firefighters at their nearest fire station to observe the minute silence at midday on 4 May 2018.]

My hon. Friend asks a very good question. Collaboration between farmers can bring real economic benefits and help them to benefit from economies of scale, to share knowledge and share machinery, and of course, to jointly market their produce. Ringlink is a great example of a collaborative organisation that has managed to evolve in response to changing industry needs. The Government are keen to support that type of work in the agriculture sector, so in February this year we announced a £10 million collaboration fund to bring together those who are interested in greater co-operation.

Let me first associate myself with the comments made by the Leader of the House about the anniversary of the foundation of Israel. That was a great achievement by a great Labour Government and a great Labour Foreign Secretary.

Three Members have asked questions about the wave of violent crime that is sweeping the whole of Britain to some extent, but especially London, and east London in particular. Given that it cannot be dissociated from the loss of police officers and police stations, we urgently need a debate about crime, policing levels and police station closures.

Andrea Leadsom Portrait Andrea Leadsom
- Hansard - - - Excerpts

I entirely share the hon. Gentleman’s concern about the increase in crime levels, particularly in London. As I said earlier, on 8 April the Government announced plans for an offensive weapons Bill, which will make it illegal to carry corrosive substances in a public place. We will consult publicly on extending stop-and-search powers to enable the police to seize acids from people who are carrying them without good reason. The Bill will also make it illegal to possess certain offensive weapons, and we are taking a raft of other actions in the serious violence strategy. However, I hear from all Members that there is a strong desire for a debate on this subject, and I will certainly look into what can be done.
