Commons ChamberI speak for Members from across the whole House when I say that history will judge how we respond to this historic crisis, which is of proportions that have not been seen since the second world war. This is the challenge of our time, and whether we rise to it or not will be the measure of us. We have the clear evidence of thousands of vulnerable children, and we now need to act to take 3,000, as proposed in the amendment. I say to Conservative Members who have campaigned and spoken out on this that now is the moment to do something about it to make a real difference by voting with us on amendment 87. I urge all Members to do so.
We have talked a lot about pull factors, but it is worth remembering for a moment the push factors: the children as young as seven who are being forced on to the frontline in Syria, or the children raped in conflicts that are so horrific that aid workers I have worked with over 10 years are telling me that the situation is the most horrendous they have ever witnessed. These are children in Europe right now. I applaud the Government’s record on the humanitarian support they have given to Syrian civilians in the region—in Syria—and some of the efforts we have made in Europe, but tonight is surely the moment that we have to go just that little bit further. I hope my hon. and learned Friend agrees with that point.
I am grateful for that intervention. It reminds us that applying the “pull factor” argument in relation to refugees is inappropriate because they are, by definition, people who are fleeing persecution across borders and taking journeys that are treacherous and dangerous. When we see families or children making those journeys, we all think of our own families, and think of the circumstances and the desperation that lie behind those desperate acts. In those circumstances, it is of course very important to take into account the push factors.
We all know that the vast majority of the terrified, friendless and profoundly vulnerable child refugees scattered across Europe tonight came from Syria. We also know that, as that conflict enters its sixth barbaric year, desperate Syrian families are being forced to make an impossible decision: stay and face starvation, rape, persecution and death, or make a perilous journey to find sanctuary elsewhere. Who can blame desperate parents for wanting to escape the horror that their families are experiencing? Children are being killed on their way to school, children as young as seven are being forcibly recruited to the frontline and one in three children have grown up knowing nothing but fear and war. Those children have been exposed to things no child should ever witness, and I know I would risk life and limb to get my two precious babies out of that hellhole.
I am deeply proud of the Government for leading the way internationally on providing humanitarian support to Syrian civilians. Their commitment in terms of finances and policy to help people in the region, and across the middle east and north Africa, will save lives. However, in the chaos caused by the Syrian conflict and many other conflicts, many thousands of already deeply scarred children have become separated from their parents and carers, and they are already in Europe. The Government’s generosity to date has not extended to those vulnerable children.
We know that identifying the exact number of unaccompanied minors is difficult, but the latest estimates suggest that there could be up to 95,000 such children in Europe tonight—four times the number we thought. That means that, if we decide tonight to take 3,000 of them, that will be just 3% of the total. That is our continent’s challenge, and we must rise to it.
I recognise that this is not easy, but tonight we are being asked to make a decision that transcends party politics. Any Member who has seen the desperation and fear on the faces of children trapped in inhospitable camps across Europe must surely feel compelled to act. I urge them tonight to be brave and bold, and I applaud the hon. and learned Member for Sleaford and North Hykeham (Stephen Phillips) for an incredibly principled, personal speech.
In the shanty towns of Calais and Dunkirk, the aid workers I spent a decade with on the frontline as an aid worker myself tell me that the children there face some of the most horrific circumstances in the world. Surely we have to do the right thing tonight and support the Dubs amendment.
We are approaching the last moments of the debate, so I will confine my remarks to one amendment and to one argument within it—the pull factor some have expressed concerned about.
Let me share just something of my experience when I went to Lesbos with Save the Children. I was struck by many things, but one was the extraordinary contrast between the almost biblical scene of men, women and children travelling on foot and in numbers across the country, and the fact that they were carrying mobile phones. All over the camps, people were huddled not around fires, but around charging stations, desperate to keep connected. One worker described to me how any change in border access or the availability of places in the camps would be communicated by mobile to friends and families following on, and shared over and over, inspiring immediate and dramatic change on the ground.
This 21st century migration through Europe is like nothing that has come before. In the light of that, how can we say with confidence that announcing 3,000 open places for minors in the UK would not affect the decisions desperate people would make and would not create risk? I share the hopes and the fears for the vulnerable children who have been mentioned in this debate, but we must look to the long term. It has previously been said that this will not solve the problem, so we must be very clear that we are not exacerbating the situation. There is a body of anecdotal evidence that families separate when they can find only enough money to pay traffickers for one place in a boat. Knowing, as we do, that children’s best chances for the long term are with their parents, every effort must be made to keep families together, and where they have been separated, to reunite them.
To finish, it was said during my time in Lesbos that the time it took to work with lone young people to establish their identity and ask all the right questions when they presented at the camps was one of the main reasons that many left to risk the perilous journey that so many Members have described this evening. We must therefore build the infrastructure, the systems and the confidence of young people that reception centres across the continent, not the open road, are their best route. This is vital work and it will, in the coming weeks and months, see increasing numbers of the children and young people already in Europe resettled with us in the UK.

Commons ChamberLet me say what a fantastic job that officer does, along with other officers. I hope that a full recovery happens soon. Body-worn cameras are going to transform policing, particularly assaults on officers, as can be seen from the roll-out of the pilots. Evidence like that is putting away the sort of criminal people who assault our officers.
T8. The message from my constituents who make applications to UK Visas and Immigration is that there is a distinct lack of fairness in the current system. They have a strong sense that the deck is stacked against them, their families and their ability to exercise their legal rights. Will the Minister take steps to address that, not least by allowing staff to exercise discretion in their deliberations in the better interest of fairer decisions on visa applications?
I am certainly happy to look at any individual cases that the hon. Lady might wish to send to me. Clearly, there are processes in place to ensure that decisions are fairly made and in a speedy manner.

Commons ChamberI come to this debate with a slightly different perspective, as someone who worked for nearly a decade in the police service, supporting victims and witnesses of crime. I am increasingly concerned about the impact this Government’s cuts will have on the people I worked for and alongside. Victims of crime have often had one of the most traumatic experiences of their life; yet a recent survey of detectives showed that only 39% of them felt that they were able most or all of the time to provide the services that victims needed. That is a terrifying statistic, but it will only get worse if the proposed cuts go ahead.
As a consequence of 25% cuts in funding, a number of police forces will no longer offer to visit victims of burglary, which is an event that can have a devastating impact on individuals and families. It has been widely reported that one police force is now piloting a scheme whereby those who report a crime are dealt with via Skype. That may suit some circumstances, but surely it should be offered as an option, not as the standard service we can now expect.
Although falling levels of crime have been welcomed, there is evidence to suggest that rates of certain crimes are on the increase, particularly violent crime. It is entirely appropriate that significant police resources are being channelled into specialist areas, including the investigation of child sexual exploitation, cybercrime and fraud, but as a direct result of cuts to police numbers, far fewer police officers are available. Many believe that the day of the bobby on the beat will soon become a thing of the past, as the police service regresses to the provision of a reactive response-only service.
Does my hon. Friend share my concern that underpinning these cuts is a fundamental misunderstanding by the Government of the daily reality that many police officers face? As she will well know, in West Yorkshire many police officers spend 80% of their day dealing with safeguarding and vulnerable cases. These are cases that are often not reported but which place a heavy work burden on officers.
I thank my hon. Friend for that comment. What she says is true. Although some crime levels have decreased in recent years, we are seeing a significant increase in much more complex investigations. A police officer recently told me that cuts were already hitting so hard that the scene of a serious sexual assault in a major city had to be preserved overnight as no detectives were available to attend until the following morning—that was just down to cuts in police numbers.
In common with many Members of this House, I have witnessed the benefits of neighbourhood policing at first hand. Many officers who serve in Dewsbury, Mirfield, Denby Dale and Kirkburton have nurtured and developed relationships with the communities they patrol, and take immense pride in seeing crime rates fall, cohesion blossom and trust build. While out door-knocking in streets across my constituency, it is refreshing to hear residents talk of their dedicated officer by their first name as an integral part of the neighbourhood. Officers working in and among local communities are an essential tool for intelligence gathering—this strength of eyes and ears should never be underestimated. Yet we see no sign that this Government are committed to preserving neighbourhood policing for the future. Prevention work is also being hit hard. I know of a local PCSO who runs football training twice a week for boys and girls. Within weeks of the project starting, antisocial behaviour in a previously blighted area had become practically non-existent.
The West Yorkshire police force, which serves my constituency, has seen a reduction of 1,100 police officers since 2010, and we fear that even more will be lost in the next round of cuts. An officer told me recently:
“we are just managing to keep our heads above water, any further cuts will see us drown. I fear a major incident happening around here.”
A survey of more than 32,000 police officers revealed that more than 70% felt that morale was low in their force, with only 10% saying that they would recommend joining the service. Officers talk of being stretched to capacity yet doing their utmost to deliver a comprehensive and professional service.
Of course, we know that the police service needs to evolve. Crime is changing and, like all public services, the police will need to find new ways to meet new challenges. But real reform needs modernisation not privatisation, investment not cuts, and partnership not confrontation. Unfortunately, we see the same attitude from Ministers to everyone in the public sector. As with teachers and doctors, this Government now treat police officers as public enemies, not public servants. Frankly, people in my constituency want police on their streets and a Government who are on their side. That is why they elected me to this House, and that is why I will be voting for the motion today.

Commons ChamberThank you, Mr Speaker; it is a great privilege to be called to make my maiden speech in this most important of debates, and I congratulate many others who have made outstanding maiden speeches today.
I am sure that many right hon. and hon. Members will claim that their constituencies consist of two halves or numerous parochial parts; I am another in that respect, and Batley and Spen is very much that kind of constituency. It is a joy to represent such a diverse community.
Batley and Spen is a gathering of typically independent, no-nonsense and proud Yorkshire towns and villages. Our communities have been deeply enhanced by immigration, be it of Irish Catholics across the constituency or of Muslims from Gujarat in India or from Pakistan, principally from Kashmir. While we celebrate our diversity, what surprises me time and time again as I travel around the constituency is that we are far more united and have far more in common than that which divides us.
My constituency is also home to Fox’s Biscuits and Lion Confectionery, so I am sure you will not think it an indulgence, Mr Speaker, if I describe Batley and Spen as a constituency with an industrial heart wrapped in a very rich and pleasant Yorkshire landscape—geographical, historical and cultural.
The spirit of non-conformity is as prevalent now in my part of west Yorkshire as it was in the time of my two immediate predecessors, Mike Wood and Elizabeth Peacock. They were both known for offering their own brand of independent, non-conformist service, albeit in very different ways. I intend to maintain that established tradition in my own unique style.
Of course, Batley is a town that has sent Labour MPs to this place for the best part of a hundred years. One of them, Dr Broughton, is of course famously credited with bringing down a Government, so I respectfully put the right hon. Members on the Front Bench opposite on notice. The Spen valley has a far more chequered political history, alternately sending Labour and Conservative MPs here to Westminster for much of the 20th century. Nothing made me prouder on 8 May than to be sent to this place with an increased Labour majority, proving again that in my neck of the woods non-conformity is what we do best.
As I have already alluded to, we make things in Batley and Spen; we do so now, just as we did historically. Batley and Spen has a high proportion of people working in manufacturing, and we can boast the full range of industries, including high-skilled, precision engineering. We manufacture all sorts, from beds to biscuits, and from carpets to lathes. We also have some of the best fish and chips in the country, and some of the best curries in the world.
However, what many of our businesses are lacking is confidence: confidence to expand; confidence to borrow; confidence to grow; and the confidence to fuel a real economic recovery that benefits everybody, offering decent jobs, paying decent wages and bridging the skills gap. Key to changing that situation is a fundamental shift in attitude towards regional economic regeneration. It is time to give city and county regions the powers and resources they need to promote growth, and I will happily work with all of those who are genuinely committed to building an economic powerhouse in the north. This agenda has to have at its centre a commitment to connect towns and villages in constituencies like mine to thriving city hubs, and to deliver a financial offer in the forthcoming July Budget that gives this worthy goal a real chance of success. Yorkshire folk are not fools: talk about devolving power to cities and regions, while simultaneously stripping them of the resources to deliver and subjecting northern councils such as Kirklees to the harshest of cuts, is not compatible with a worthy commitment to building a northern powerhouse to drive growth and prosperity.
Businesses in my constituency want help to address the skills mismatch at local level which leaves employers with staff shortages and young people without jobs. They want access to reliable sources of finance, including a network of local banks. They want to connect to a regional infrastructure that works for them, not rail price hikes of more than 126% and endless delays to key transport projects such as the electrification of the line from Manchester to Leeds. Many businesses in Yorkshire want the security and stability of Britain’s continued membership of the European Union, a cause I look forward to championing passionately in this place and elsewhere.
The key question is: will the Government’s actions match their northern powerhouse rhetoric? HS2 is not the only acid test. There are two bigger challenges. First, will the Government really devolve all the powers and decisions that could and should be taken locally and regionally? My test will be this: if there is a compelling reason for this to be a national decision then so be it; if not, it should be devolved. Secondly, will the Government really take the whole range of their decisions—on transport, research and development, planning, education and skills—in the interests of rebalancing the economy and growing the north?
I am Batley and Spen born and bred, and I could not be prouder of that. I am proud that I was made in Yorkshire and I am proud of the things we make in Yorkshire. Britain should be proud of that, too. I look forward to representing the great people of Batley and Spen here over the next five years.
