I would be very happy to offer my hon. Friend a meeting with the relevant Minister and officials to discuss that specific site. He is absolutely right to say this is precisely the reason that this Government believe in major events: because of the lasting legacy they have for our country and our communities. As we go on to explore the Olympic bid in the north of England, we are really clear that with that has to come the world-class infrastructure that we deserve, which includes not just sporting infrastructure but transport infrastructure as well.

If we are successful in our bids to host those events, I give my commitment that we will use every one of them to their full potential, not just to drive growth but to deliver change and to enrich people’s lives. We will learn from exceptional mayors like Steve Rotheram, who has not only launched a major events strategy to showcase Liverpool, but is deliberately anchoring major events and urban regeneration in some of the historically most deprived neighbourhoods in his city region.

I want major events not only to inspire and light up the world but to be a powerful lever for change in areas that have been neglected for far too long. But to do that, we need to ensure that we are in the best possible position to tap into the opportunities that exist, and that is what the Bill is for and what it will achieve. The Bill will provide a framework for delivering major events, sending a clear message to event organisers across the world that the UK is serious about being a world leader in major sporting events.

As well as providing important commercial protections, the Bill will tackle ticket touting for qualifying events, complementing the Government’s broader legislation on secondary ticketing. For too long, fans have been locked out, priced out and ripped off. Under the provisions set out in the Bill, event organisers will maintain control of ticket distribution, helping more people to access tickets at face value, and protect against price gouging, which has harmed sporting events for too long.

I thank the Secretary of State for the points she is making about ticket touting. I have the good fortune this Saturday to be travelling with the Crystal Palace faithful to Craven Cottage in search of our first three points of the season. I paid £30 for my ticket—as a Crystal Palace season ticket holder; even a cursory glance on the internet shows me that the equivalent tickets are on sale for £130, £140 and £150. It is totally wrong that this practice continues; is it not right that the Government are seeking to tackle and clamp down on the issue?

This is a matter that commands support across the whole House. I think we all believe that these events—whether football or live music—belong to the fans, and that it is completely unacceptable that touting has been allowed to happen in plain sight for too long. Let me take a moment to reassure the House on this point. Members will know that the Government introduced draft legislation in this session; we did so to ensure that the legislation was watertight, robust and would work, and that it was subject to the full scrutiny of both Houses. We do not intend to delay that legislation. The Prime Minister feels particularly passionate about this issue, and we will give the legislation the priority it deserves.

I thank the hon. Lady for that question and assure her that there will be no musical instruments collecting dust in storage cupboards. As well as announcing a broader, richer curriculum alongside the Education Secretary at the end of last year, which will put music education once again at the heart of the offer for young people, we are rebuilding access to it in communities. I will have something more to say about the programme she describes very shortly, but as a Government we are determined to ensure that every child has the chance to find their spark and develop their interest, not just children whose parents can pay.

As somebody who has shared my frustrations at some of the failures at the BBC over the last 16 months, and at the response at times, I can reassure the hon. Gentleman that throughout this process I have very much felt that there is a recognition of the seriousness of this issue at the highest levels of the BBC. In the conversations that I have had with the senior leadership in the institution, there is also a discussion and a consideration of what wider changes need to be made in order to maintain and uphold the highest standards. He asks when it will end. I think the answer has to be: now.

I welcome the statement from the Secretary of State, and particularly her strong support for the BBC as an institution that belongs to us all. With the BBC regularly rated worldwide as one of the most trusted global news sources, does she agree that a strong BBC acts as a bulwark against misinformation not only in this country but across other critical parts of the world where there are few other trusted news sources, and that the delivery of services to those parts of the world must be properly funded?

T7.   I very much welcome the national youth survey, which was launched last month and was mentioned by the Secretary of State. It is great to see a Government who are not only listening to young people, but are determined to put young voices at the heart of policymaking. In Dartford, we have a rapidly growing youth population, with the number of under-15s having grown by 30% at the last census. Does the Secretary of State agree that it is vital that policies that affect young people are produced with the people who are affected by them, and will she consider attending my youth engagement event in Dartford later this month?

I thank my hon. Friend for that kind invitation. The Minister with responsibility for young people, my hon. Friend the Member for Barnsley South (Stephanie Peacock), would be delighted to go, if she can make that work with her existing commitments. I share my hon. Friend’s view that we, as a Government, are not just interested in young people having a voice; we also want them to have real power to be in the driving seat of their own lives. That is why we have invited young people to co-produce the national youth strategy with us, and I am delighted that we have already made good on our promise of the biggest conversation with this generation that has ever taken place.

The Sports Minister, my hon. Friend the Member for Barnsley South (Stephanie Peacock), will be absolutely delighted to do so. I pay tribute to my hon. Friend the Member for Earley and Woodley (Yuan Yang) and to the three Reading MPs for their work to protect something that is so incredibly important to their town. I know from my experience of the work we had to do to save Wigan Athletic that when a football club is under threat from mismanagement or poor ownership, it is absolutely devastating for the generations of fans for whom the club is part of their civic inheritance. We look forward to introducing the football governance Bill without any further delay and to working with my hon. Friend and colleagues to ensure that we introduce the strongest possible protections to put fans back at the heart of the game, where they belong.

The Government are committed to strengthening protections to ensure that people can continue to enjoy gambling as a pastime without the harms that can ensue from problem gambling. We have a dedicated Minister for gambling, Baroness Twycross, who has met representatives across the industry and those affected by problem gambling to seek the widest range of views and ensure that the Government have a robust policy in place.

Many of us in this House have encountered harrowing stories from constituents of the devastating impact of gambling suicide. The Gambling Commission estimates that 2.5% of the population meet the threshold to be categorised as suffering from problem gambling and in need of NHS treatment. My constituency is considered a high-problem gambling area, which means that we have a high number of people who meet the threshold. Are steps being taken to progress towards an independent statutory levy on the industry to fund the gambling treatment and independent information that so many people urgently need?

The Government are committed to reviewing all the available evidence and listening to the first-hand constituency experience of Members of Parliament such as my hon. Friend. That way, we can strike the right balance and ensure not only that the industry, which brings joy to many people, continues to thrive, but that we have the most robust protections in place to prevent problem gambling. I will update the House soon on the Government’s strategy, and Baroness Twycross will be happy to discuss the issue with MPs on both sides of the House who have personal experience and evidence that we will want to consider.
