Following up on the earlier question about the consultation on community transport licensing, North Norfolk Community Transport has already lost contracts worth half its income during the consultation period because it cannot win any more business due to the fear that hangs over the sector. What steps will the Government take to guarantee the future of these vital community transport links? We fear losing this one.

As the right hon. Gentleman will know, we have published guidance making it perfectly clear that local authorities would be acting prematurely if they withdrew or curtailed funding through grants before further guidance, which, as my ministerial colleague has said, we expect to give before the summer.

I am grateful to the hon. Gentleman for welcoming me to my job. I have actually been in it for a while, so I am sorry not to have made more impact on him, if not on the sector. In that regard, he will have seen—I am sure he has noted it carefully—the testimony that I and one of my officials gave to the Transport Committee, which put to rest the question of whether the letter was inappropriate or had caused difficulty. There certainly has been concern, and rightly so: it is a reinterpretation of the law. Some people may not be compliant, that is true, but the vast majority will be, and we expect the consultation to be successful in further allaying concerns.

North Norfolk Community Transport says that at the moment it is unable to get new section 19 permits because it has bid for some of its services competitively, but those services are cross-subsidising vital community services and it is doing exactly what the county council urged it to do. These vital services could go under unless that uncertainty ends, so can the Minister give some reassurance urgently?

The traffic commissioners are acting speedily and effectively and as a unified group on this issue. I expect the consultation to continue to give—through the proposed exemptions and workarounds that we have been looking at—further comfort to the sector.

To return to community transport operators, many are concerned, including North Norfolk community transport, that the new ruling will push it under, with the loss of absolutely vital rural community transport links. What is the Minister doing to ensure that that does not happen? What is the timescale for the consultation? When will it actually come in, because the uncertainty is very dangerous?

I fully recognise the concern. As the right hon. Gentleman will know, the Department is being very careful. There will be no rapid over-enforcement. We will give people as much chance as possible to show that their activities are not commercial in the required sense. We will launch the consultation later this autumn and then take it from there.

Mortality from stroke has fallen by over 40% in recent years. Awareness of stroke symptoms is being raised through the Act FAST campaign. The strategic clinical networks are sharing best practice in stroke care by, for example, working with commissioners and providers to improve stroke rehabilitation services.

I thank the Minister for that reply. Effective stroke care is extremely difficult to deliver in my county of Herefordshire, because patients are often scattered and inaccessible and the necessary treatment is highly time-critical. What are the Government’s plans to protect and enhance stroke care in rural communities, especially at Hereford hospital?

My hon. Friend raises an incredibly important point. I have the same experience in my county of Norfolk. Clinical commissioning groups are responsible for commissioning stroke care. The Herefordshire CCG is working with Wye Valley NHS Trust to improve the quality of stroke services and is seeking to establish a sustainable, hyper-acute service in the county, and it is clearly necessary that that is achieved.
