11. What steps he has taken to encourage (a) cycling and (b) walking.

Cycling and walking are an important part of transport strategy for this Government, and of course they bring great benefits in terms of health, combating obesity and improving air quality, and, as the Committee on Climate Change has reminded us, with their effects on the environment more widely. We published the cycling and walking investment strategy in 2017. Since then, we have conducted a major cycling and walking safety review, as well as providing a lot more funding; about £2 billion is being invested over this Parliament. The Department is also supporting 46 local authorities with their local cycling and walking infrastructure plans, so they can deliver cycling and walking schemes according to a more phased and consistent long-term programme.

As the Minister is an MP in neighbouring Herefordshire, I hope he can come to visit the excellent new cycle track in Shropshire. It has been built by Shropshire Council between the villages of Pontesbury and Minsterley and makes it more safe to cycle between villages in our county. Will the Minister come and have a look at the scheme? What more can he do to support councils in the building of safe cycle tracks?

My hon. Friend will be aware that we have just made an award to Shrewsbury for the relief road, through the large local majors scheme. I look forward to visiting that road at some future point, and at the same time I will certainly tie in a happy cycle down the excellent cycle path between Pontesbury and Minsterley. My hon. Friend should know that, more widely, we are now investing at a high rate in cycling and walking schemes, including through the transforming cities fund, which is now up to £2.5 billion in total; the housing infrastructure fund; and our new £675 million future high streets fund, which is specifically targeted at smaller conurbations.

I am delighted that the Minister is encouraging more walking. May I urge him, as a Herefordshire MP, to spend some of his Easter holiday on the Long Mynd in the Shropshire hills, an area of outstanding natural beauty, so that he can promote walking to citizens while enjoying our beautiful Shropshire countryside?

I am very grateful to my hon. Friend. I have actually walked Long Mynd on several occasions, and I have also paraglided from the top of Long Mynd. I very much encourage him to contemplate that as a perfectly splendid additional mode of transport enabled by walking.

We continue to keep the situation under review. As the hon. Gentleman will be aware, there have been moves in that direction in Scotland. As that policy works its way through, we will continue to look closely at the issue.

13. What steps his Department is taking to improve the condition of local roads.

The Department published its latest statistics on road conditions in England in January 2018, which show that local classified roads are improving, with fewer local roads to be considered for maintenance. There is still much to do, which is why the Government have committed record levels of investment, including more than £6 billion to highways maintenance up to 2020-21, as well as having an action fund to combat potholes totalling £296 million in this Parliament, which colleagues across the House will warmly welcome.

I thank my hon. Friend for that answer. He will be aware that Shropshire Council has submitted a very effective business case, supported by our local enterprise partnership, for the funding of the north-west relief road in Shrewsbury, which is the final bit of the circular around our town. What steps is he taking to ensure that the scheme is looked upon favourably?

I am absolutely aware of that. My hon. Friend has been a tireless campaigner for that road over the years. I reassure him that we recognise the concern that he indicates. The Department has received the funding bid for the Shrewsbury north-west relief road, and it is being actively and currently considered.

My hon. Friend is absolutely right about that. I guess I was making a different point—that no one should be left out, but that it may be the case that specific demands have to be met by specific technologies.

As a Member of Parliament from a neighbouring county to my hon. Friend’s, I know that we are acutely aware in Shropshire of the problems affecting our rural communities. I would like to hear his views on this issue. We had to set aside money from our local enterprise partnership in order to deal with broadband issues. Does he agree that such money should come directly from the Government rather than requiring us to set aside money from LEP projects that should be funding other things?

My hon. Friend’s constituency and mine have the same LEP, so we are both affected by the problem. I believe it is within the scope of LEPs to top up existing money if they think that matters are not proceeding quickly enough. I only wish that they were proceeding more quickly and more thoroughly, in a way that would meet the need that my hon. Friend has described.
