The hon. Lady quotes the convention, and it is very interesting, but she skated over the key phrase, which is when police have “sufficient” evidence, and we are not in that position yet. When we are, as I have assured the House, there will be consequences if that evidence proves to be dispositive.
I understand that my right hon. Friend is a diplomat, but does he not understand that if this assault took place on the streets of this country, the individuals responsible would be in prison cells and before magistrates? The situation is therefore very simple: every single day that those responsible remain on these shores is a disgrace and a stain on our society. Can we not take the decision now to encourage my right hon. Friend and his colleagues to expel the people responsible today?
I fully recognise that the House has a very strong view of this, but if this apparent offence had taken place elsewhere on the streets of the United Kingdom, it would be subject to the same kind of police investigation and determination and, potentially, a prosecution as a result.

Will my hon. Friend confirm that the offers made to both other competing bids were exactly the same as is now on the table for Heathrow, that there have been no changes to the offer and that Heathrow has not been advantaged as a result?
I am not familiar with any changes of the kind my hon. Friend describes. It is true that the statements of principles were in substantially the same form for all three projects, and that is what we are presently addressing.

Commons ChamberTo turn from Marley’s ghost stalking the Labour Front Bench, the number of businesses in the UK continues to grow: at the start of 2016, there were a record 5.5 million private sector businesses, which is an increase of 97,000 since 2015 and 1 million more than in 2010.
This weekend, small businesses in my constituency held a Christmas market in Belmont Circle to celebrate the 10th anniversary of Eye 2 Eye opticians, which is doing a brilliant job locally. What more can my hon. Friend do to ensure that small and medium-sized businesses prosper and grow in this country?
My hon. Friend is right to recognise the central importance of small and medium-sized businesses to our economy. The Government have been supporting that vital sector of our economy through: the extension of small business rate relief; our support for the British Business Bank, which has dealt with more than 51,000 small businesses; the new productivity council, which was announced in the autumn statement; and the new patient capital review.
