Changes were made to the sentencing regime in 2015, but it is right that, when we consider the responses to the rise in serious violence and, especially, the tragic deaths that have occurred, we make sure our sentencing is right. That is why, through the work being done across the Government, it is time for us to look again at sentencing.
I grew up under the cloud of gang violence in Birmingham. When I was a teenager, it was really quite bad. It was dangerous for us when we lived there, and in the years since, I have found myself working tirelessly to try to improve the situation, which we had managed to do. Now I receive letters from my children’s inner-city comprehensive school about how to spot whether my children are in a gang. We have gone straight back to day one. Nothing the Home Secretary has said allays my fears as a parent of a teenage boy in Birmingham. There used to be a police officer based at almost every inner-city school in Birmingham. None of them is there now. Why is that the case?
I hear what the hon. Lady says very clearly, and I am listening carefully. I also grew up in a place that, sadly, had lots of gangs and crime, and no one wants to see that in any community. I understand what she says. She specifically asks me about policing, and just last week I went to see some of the work that West Midlands police are doing with other police forces. Much more resource is going into fighting both gangs and drugs. As I mentioned earlier, the increased resourcing will directly lead to many more officers on the frontline.
One of the lessons that has already come from this tragedy is about trying to make sure, across the country, that we take a fresh look at planning for civil emergencies. That work has already begun, led by the Cabinet Office.
Based on the intelligence of survivors, it appears that a number of the flats were severely overcrowded. We have to assume that those flats were being sub-let illegally and inhabited by people with unstable immigration status, and possibly even those who had been trafficked, as that has been identified as a problem in the borough of Kensington and Chelsea. What are Ministers doing to ensure that private landlords, legal or otherwise, are properly declaring vulnerable people who were in the building on the night of the fire, and not potentially profiteering from any properties or finances being offered to survivors?
The hon. Lady will know that one of the steps that we have taken to recognise this picture, which absolutely may well have been happening where there was illegal sub-letting, was yesterday’s announcement by the Director of Public Prosecutions that we want everyone with any piece of information to come forward. That was why the guarantee that they will not be prosecuted was offered, and I think that that will help and make a big difference.
It is important that we are clear on this. The coroner did not say in her 2013 report that all high-rise buildings should have sprinklers; she said that they should be considered where they are appropriate.
I want to follow on from the point made about immigration status by my very welcome hon. Friend the Member for Kensington (Emma Dent Coad). Having worked with people with a very fragile immigration status who have suffered a trauma, I know that until people have a stable immigration status, they will never feel safe to speak out. The Secretary of State asks what we can do. We could give those people a message today that we will fast-track them for indefinite leave to remain, with access to public funds, so that they can go through the inquiry without fear or favour. Will he agree to that?
It is a very important point. I think we can show appropriate sensitivity to victims who feel that they have challenges with their immigration status and treat them more favourably.
Again, my hon. Friend highlights the importance of the new homes bonus to meet some of those additional pressures. By having the reform, we have made sure that we keep the principle of helping those authorities that are doing the right thing and building those homes. My hon. Friend asked me specifically about consulting on the changes. I should point out that the consultation has happened: it started in December 2015 and is now complete. However, I said that there was a potential new change, which concerns whether the new homes bonus should be available if planning permission is granted on appeal, and we will consult on that.
This morning, children in Birmingham woke up to a £20 million cut in their schools funding. My son’s school already has more than 30 children in every class. He has special educational needs provision, which will now be taken away. That was done following what Government Members might call the “shroud waving” by Conservative Back Benchers about the underfunding of schools in their areas. I am therefore here to tell the Secretary of State that the social care funding disparity in this country deserves exactly the same redistribution. In his constituency of Bromsgrove, the older adult weekly rate in social care homes is £100 less than in the constituency of the Secretary of State for Health in Surrey. Will the Secretary of State stand here in front of me and tell me that it is okay that his constituents already get £100 a week less than those of his Front-Bench colleagues who live in still leafier areas?
In rightly referring to her constituency in Birmingham, the hon. Lady mentioned my constituency of Bromsgrove, which is next door. I think that she was somehow trying to demonstrate that Bromsgrove gets more per head on average.
I am comparing Bromsgrove with Birmingham and it gets on average a lot less per head than Birmingham. I assure the hon. Lady that that is noticed locally. I guess her wider point was about fairness in the allocation of funding. She knows that some areas have less power to raise money locally through the precept because of the size of their council tax base, and that is precisely why we have introduced the better care fund. Today’s announcement will help Birmingham significantly through the precept, but Birmingham will also benefit from the additional £240 million, which is allocated on need.
