Commons ChamberThe hon. Gentleman speaks with great passion, as well he might. I am very sorry for his loss, and I know the whole House would think the same. He speaks for so many in this country who suffered bereavement and were afflicted by covid and its dreadful consequences. We need to get to the bottom of this, and we must do that in a timely and effective way. As I said earlier in my remarks, there are decisions that are made in government that we know will be criticised, and understandably so, because people are desperate to see the result of this. None the less, there are points of principle and points of law that will have a bearing not only on this inquiry, but on all those in the future, so we find it necessary to take the step of a judicial review. I sincerely hope that it does not impinge on the ongoing work of the inquiry. As I have reassured the House, we will continue to deliver documents to add to the 55,000 already delivered. I hope the work of the inquiry is not impeded while we get, hopefully, an early hearing on this issue and it is resolved in the courts.
Many, many people will be interested in the covid inquiry, not least, of course, the bereaved themselves. It is not credible for any Government to establish an inquiry into any matter and then take the decision as to what is or is not relevant to that inquiry. Despite the Minister’s protestations, it seems that the suggestion is that the chair of the inquiry is confused as to what is or is not relevant, and has to be corrected by the Government.
By way of contrast, the former first Minister of Scotland, Nicola Sturgeon MSP, and the former Scottish Health Secretary, Jeane Freeman, have both said they will co-operate absolutely and fully with the Scottish inquiry into covid-19. Why will this Government not give the same level of co-operation? Does the Minister not realise that their slipperiness and lack of transparency only make it look as though they are hiding something? What does he think the Government have to hide?
I am grateful to the hon. Lady for bringing to bear her experience of the Scottish inquiry under Lady Poole, which I believe is also being held under the 2005 Act. We all have an obligation to support the inquiry in its work. This is a matter, given the nature of the UK inquiry and the question it has posed, about whether it should include within scope information that is unambiguously irrelevant. I do not know whether any requests for emails have been made to Nicola Sturgeon, whether those are purely covid-related or on all manner of issues over a period of time, or with whom. I do not know whether she made those remarks having received, or prior to receiving, an invitation to provide information. I certainly agree with the hon. Lady that people should wish to support the inquiry and ensure that it does its work, but there is a point of law on whether material that is unambiguously irrelevant stands, and that is something we need to get sorted.

Commons ChamberI should have said this in response to the hon. Member for Vauxhall (Florence Eshalomi) but, in response to the Father of the House, I have greatly appreciated spending time with him and the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who has been a tireless campaigner on this, as has the entire all-party parliamentary group on haemophilia and contaminated blood. I very much appreciated the time they spent with me.
I absolutely recognise the point on preregistration, which is one of the issues at the forefront of our minds as we go through this. The Father of the House recognises that there are particular issues, including in relation to medical records that may have been lost over time, dating back decades. There needs to be a clear system so that people know how to take advantage of the scheme.
On compensation and scams, I share my hon. Friend’s concern. I am not certain how we will be able to address that. It is obviously an issue that afflicts many of our constituents in many circumstances, but I am sure that it will not be impossible to deliver timely advice alongside the scheme.
In terms of tax, the recommendation is clear that this should be tax free and should be disregarded for benefits. In relation to inheritance tax in particular, there are complexities that need to be examined. Whether we need to have legislation as part of that process is one of the issues that we are working on. If my hon. Friend or other hon. Members have detailed questions, they are more than welcome to write to me and I shall respond.
We in the SNP pay tribute to those affected by the infected blood scandal—one in three infected with HIV were children—and their continued decades-long struggle for justice. Today’s announcement of a swift response to Sir Robert Francis’s final recommendations relating to compensation is indeed welcome, but the Minister will understand the widespread disappointment about his inability to commit today to a date for publishing a response to Sir Robert’s compensation framework report.
The Minister will be aware that there is understandably a significant and remaining lack of trust between those impacted by infected blood, the UK Government and existing support schemes. Recommendation 16 of Sir Robert’s study calls for an arm’s length body to
“administer…compensation…with…independence of judgement and accountable directly to Parliament”.
I hope the Minister will tell us today that he will keep the House updated on the progress of that.
Thousands of families across the UK have experienced great trauma after they have cared for loved ones suffering—or in many cases dying—due to contaminated blood. Does the Minister support the notion of the interim scheme being extended to families and carers who have cared for people with infected blood?
There are two points in particular. On the arm’s length body, a persuasive case is made in recommendation 16. Looking at the principles of that, particularly on independence, we are not yet ready to commit to an ALB, but we definitely want to have a body that will have the trust and respect of those whom we are seeking to support. Work is going on as to how that will best be constituted, but recognition of independence is key behind the principles of the recommendation of an ALB. I look forward to updating the hon. Lady on other issues as the work progresses.

Commons ChamberI would very much like to see this vehicle as an export opportunity, and I believe it can be. The noise that has been quite rightly and legitimately raised in respect of the issues in the demonstration phase is understandable, but it probably will not help the vehicle’s export potential immediately. I hope that, during the demonstration phase, we can resolve what we need to resolve, and I would love to see a situation in which I can confirm to the House that all is well, that we have hit IOC and that we are going to proceed to FOC. Incidentally, someone asked about FOC earlier but I did not come back to them: we are doing work with Tony Meggs from the IPA to make certain that we get an agreed FOC. I should have said that earlier, but it is now on the record. I hope to get that sorted and then proceed to export what will be a transformational vehicle in service with the British Army to our allies and friends around the world, meaning more jobs for this country.
In addition to issues with the Ajax programme, the Government are still struggling to get on top of the massive black hole in their equipment plan, with the most recent report from the National Audit Office having found that it “remains unaffordable” for “the fourth successive year”. That is another warning from the NAO that has not been properly heeded by this Government, and the plan is up to £13 billion overdrawn. What plans does the Secretary of State have to plug the huge financial black hole?
With the greatest respect to the hon. Lady, the report to which she referred was published prior to the injection of the additional £24 billion earlier this year. As a result of that, we will be publishing an equipment plan that will add up. I recognise that that will be for the first time in many years, and under successive Governments, but we will have a plan of which we can all be proud.

Commons ChamberTwo hundred and seventy-five civilian scientists and 13 embedded military personnel from the Defence Science and Technology Laboratory are currently deploying their unique capabilities right across Government. That includes statistical analysis, decontamination trials, assistance on testing laboratories, and experiments on how the virus survives in the atmosphere.
It has been reported that the Defence Science and Technology Laboratory is conducting studies on Citriodiol, an ingredient found in insect repellent, to test its effect on covid-19. Can the Minister tell us if and how our armed forces are involved in those tests? If the tests show that the ingredient is effective against the virus, when will it be available for use on the covid frontline?
As the hon. Lady will be aware, Citriodiol is a natural extract of lemon eucalyptus oil, and it is readily available to the public in a range of insect repellents. It has been issued to members of the armed forces to use at their discretion if they wish to. We are aware that it was efficacious against SARS. There is no evidence as yet as to whether it is useful against covid-19, but I can confirm, as per the hon. Lady’s question, that, at the request of the Surgeon General, DSTL is conducting tests on this product to see whether it is efficacious. If it is, we will of course let the House know and let that be known more widely as soon as possible.
