This Government have a very good record on energy efficiency and we want to help the hon. Gentleman’s constituents and others to cut their bills through energy efficiency. The hon. Gentleman is right to say that we made some changes to ECO, and that was in order to take £50 on average off people’s bills. I hope he supports that and that he will tell his constituents about that cut in their bills which this Government have delivered.

My hon. Friend is absolutely right to raise that issue, because there are some really cost-effective and good wins to be had. That is why we introduced the electricity demand reduction strategy in the Energy Act 2013. We will have a pilot—we expect it to go forward later this year—which will be the first ever electricity demand reduction project in this country.

T6. Later this morning I will take part in a meeting to assess the progress and way forward on implementation of carbon capture and storage. Alstom, from my constituency, will be taking part. Will my right hon. Friend please update the House on how the UK is leading the world in carbon capture and storage technologies?

Yes. The UK is extremely well placed to take forward critical low carbon technology. We have all the experience from the oil and gas offshore industry in the North sea. The North sea has some of the largest reserves of carbon dioxide in Europe, and our universities and companies have some of the greatest engineers and scientists who are able to take forward this incredibly low carbon opportunity for the world.

My right hon. Friend will know that I have spoken to our right hon. Friend about that. We have also ensured that the regulatory regime applying not just to west Sussex but across the country is as tough as any regulatory regime anywhere in the world and we keep it under review to ensure that it remains that tough. He might be interested to learn that the Minister of State, Department for Business, Innovation and Skills, my right hon. Friend the Member for Sevenoaks (Michael Fallon), as Energy Minister, will meet west Sussex MPs next week to discuss the issue.

T8. With the development of new sources of many types of generation in many locations on and offshore, what measures is my right hon. Friend the Secretary of State taking to speed up the strengthening of the grid, which is essential for the efficient transmission of electricity?

My hon. Friend will know that Ofgem recently announced the settlement for national grid investment going forward, and the offshore transmission network regime has been strengthened. All these things are very important for the reasons that he outlined.

We are taking forward a lot of analysis, not just on that scheme, but on a number of other things. COP 18 in Doha at the end of the year will be really important; I met the Deputy Prime Minister of Qatar recently, to discuss how we can make sure that it is a successful set of discussions.

First, I am not going to apologise for working hard. My right hon. and hon. Friends are working extremely hard. However, I can assure the right hon. Lady that the UK’s excellent health and safety standards will not be compromised as a result of this review. It will focus on unnecessary bureaucracy. I wonder whether she has spoken to businesses in her constituency—I have spoken to them in my constituency—who complain that, in order to comply with some of the complex bureaucracy of some of the health and safety rules, they have to employ consultants. We need to ensure it is easier to comply, but that in no way should undermine the importance of health and safety.
