London once had a Mayor who cut crime by 25%, cut the murder rate by 30% and built twice as many affordable homes as the current incumbent. What London needs is another Conservative Mayor.

Q3. May I add a personal note of thanks to Lord Mackay of Clashfern, who is retiring? He is a highland gentleman and has been very helpful to me for a number of years, and I am extremely grateful to him.The Prime Minister knows that harnessing wind power is crucial to the United Kingdom. He also knows that the highlands have faced great historic difficulties over the years, so I hope that he agrees that a green freeport in the Cromarty Firth is vital to harnessing wind energy; it has the full support of the industry and is vital to the prosperity of the region.

I can confirm that we are committed to funding two new green freeports in Scotland to the tune of £52 million. That would not be possible, of course, if the SNP got its way and we returned to the EU.

I thank my hon. Friend very much for what he says about people in East Sussex. I know how tough it is for people who have been short of power for days on end, and it is no consolation to them for me to say that 97% of those who lost power have now been reconnected. We are working as fast as we can with local authorities and the electricity companies to ensure that they get their power back, but also to ensure that we build in more resilience for the future.

Let us be clear about this: is it not an absolute disgrace that a Privy Counsellor, adviser to the Queen and former First Minister of Scotland sees fit to broadcast his half-baked world views week after week on Russian television?

That was a brilliant, powerful question with which I think the whole House assented. Would it not have been more powerful if it had come from the leader of the Scottish National party?

Ukraine

My hon. Friend makes an excellent point. The crisis around Ukraine will be replayed across the whole map of eastern Europe if we fail now, and if we do not stand up to Putin. She is entirely right in what she says about the Balkans.

It is not just Ukraine; we have military forces in Estonia, which is a member of NATO and a true friend of the UK. The Prime Minister said that if Russia invades Ukraine, we will bolster up our NATO allies. Should we not have more forces in Estonia now?

The hon. Gentleman makes a very good point. I have been to see the 850 troops in Tapa, as I am sure he has. They do a fantastic job in Estonia. We are looking potentially to increase our presence in the NATO south-eastern flank as well.

I am sorry that we have not yet found time to discuss this matter properly, person to person. The Government are very much interested in what my hon. Friend says about geothermal projects, so I will ensure that a meeting is arranged as soon as possible.

I am sure that the Prime Minister will be as pleased as I am that the Scottish Land Court has this week given the final green light to establishing a space launch facility in Sutherland. This is great for the UK, and it is time to bury party political differences. On behalf of the delighted crofters of the community of Melness, I extend a warm invitation to the Prime Minister to come to the first launch, where he will be given a delicious highland tea, including some home-made scones.

I thank my hon. Friend for his imaginative suggestion; it is one that I actually considered many years ago and researched quite deeply. Unfortunately, the reality is that we would not achieve the result that he suggests. All that would happen is that the farmers in Afghanistan—the Taliban-controlled farmers in particular —would grow not only legal opium for medicinal use but illegal crops, so we would simply have a double market.

Good afternoon, Madam Deputy Speaker; greetings from the far north of Scotland.

The Prime Minister has referred to diplomatic and political efforts and to different tools, and, to my delight, he has just referred to the BBC World Service. Does he agree that the BBC World Service is a national treasure and one of the strongest arms of soft power that this country can wield, and that it should be enhanced and used to maximum effect to give succour to our friends in Afghanistan and all over the world?

I associate myself completely with the hon. Gentleman’s views. I can tell him that that is why we are providing, through the FCDO, almost £95 million more to the BBC World Service this year.

My hon. Friend is spot on. What this package does is set out much of the basic structure of the integrated review. We can start to see the tools that we will be using, but we will shortly be completing the review. He is absolutely right in his fundamental point that this is about having smarter forces to outwit our foes. Every time the UK has been asked to do that, we have always historically risen to that challenge. This will give us the tools to do it.

As a Scottish MP, I have no doubt as to the vital role that Scotland plays in the defence of the realm. When we think about the recruitment of personnel, as the Prime Minister mentioned, establishments such as Rosyth and RAF Lossiemouth are great examples. On 7 September 1921, the Cabinet met outside London for the very first time in history. This was to consider the Irish crisis and it met in the Town House in Inverness. May I suggest that the UK Cabinet meet again in the Inverness Town House on 7 September next year? This would be to celebrate the 100th anniversary of the 1921 meeting and to enable the Prime Minister and the Cabinet to review the defence of the UK by visiting places such as RAF Lossiemouth, and perhaps also to learn about the great role that our armed forces played, and play right now, in beating the covid pandemic?

The hon. Gentleman makes an incredibly important point about the role of our armed services in beating the covid pandemic, which I should have made earlier on myself. I was up in Scotland—actually in Lossiemouth—talking to members of our armed services who are doing the testing and helping to fly patients from remote islands to hospitals. It was wonderful to see the way that the UK armed services have helped during this pandemic, Mr Speaker/Madam Deputy Speaker—I am sorry but I can hardly see you down there with the TV screen here. What I can say is that I will keep very closely in mind the hon. Gentleman’s invitation to come to Inverness for a Cabinet meeting next year. We will study that with interest.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

The unanimous decision by Highland Council planning to grant consent for the UK’s vertical space launch site in Sutherland is clearly extremely good news. I hope that the Prime Minister agrees that this will be extremely good for the local economy of the highlands, and will provide a huge opportunity for the UK economy in the international satellite market.

Absolutely; I congratulate Launch UK on what it is doing. As the hon. Gentleman rightly says, the project would create 250 full-time jobs, including 130 at the facility in Forres. I am in no doubt that it will launch the UK on a path to ever greater presence in the global satellite market.
