I share the shadow Secretary of State’s outrage and shock at this latest development and I agree that such transgressions happen far too frequently. At the Paris summit, the Secretary of State has already raised his deep concern about the latest report with Nick Clegg, the head of global affairs and communications for Facebook—[Laughter.] I am sorry that hon. Members find that amusing, but he is the senior head of global affairs for Facebook. He sits on the main board and is therefore the appropriate person for my Secretary of State to raise this matter with at the outset.
Of course, I share the shadow Secretary of State’s particular concern. WhatsApp is an encrypted service and therefore users are entitled to have even greater confidence in their privacy when they use it than when they use other social media platforms. The hon. Gentleman asked me what we are doing about it and when I was informed. I was informed of the breach, along with everybody else, earlier this week. I will have to find out from my Secretary of State later today exactly when he was informed.
I share the hon. Gentleman’s concern that the spyware was placed seemingly so easily on the WhatsApp service through using the phone contact part of it merely to call another number. That call, whether it was answered or not, meant that the spyware was installed directly on the user’s device. It is extremely worrying.
We are fortunate in Britain to have the National Cyber Security Centre and GCHQ, which are across those matters daily. We recently published the third cyber-security strategy, which includes several cyber-defence measures that are taken routinely and constantly, and updated. They are designed to deter and disrupt adversaries, to develop critical capabilities in the UK and to address systemic vulnerabilities as soon as they are identified. I meet the NCSC executive reasonably regularly and I take my responsibilities for cyber-security from the Department’s perspective extremely seriously.
I share the concern that a state could use this kind of attack to monitor human rights activists. That is deeply worrying. I am assured by the NCSC that we should all follow its current advice and that it is investigating the likelihood of any UK users being victims of the latest attack. As yet, I have no further information on that point to give to the House.
Does the Minister agree that the incident reveals the evolving nature of the threat from cyber-space, and that the Government need to redouble their efforts across Government to work on the national cyber-security strategy, as well as to develop co-operative relationships with businesses, large and small, so that the threats can be robustly combated?
My hon. Friend is right that the threat is evolving all the time and morphing from one aspect to another. It is therefore important that we keep business and citizens informed of what they can best do to protect themselves against the threats. As part of the national cyber-security strategy, we provide advice: the Cyber Essentials guide for businesses of all sizes and a small business guide on the NCSC website. The NCSC can provide tailored advice to companies when they are under a particular threat.

Commons ChamberI do not want to cast aspersions relating to cover-ups and the like on some of the NHS management in Wales, but I think that some members of the hon. Gentleman’s own party have some salutary tales to tell on that front.
However, as was pointed out by my hon. Friend the Member for Sherwood (Mr Spencer), this is not just about spending; it is about how we control the budget and what we get for the money that we spend. I appeal to those who rate the Labour party on the basis of its health policies to reflect on its record. They should remember how much Labour was borrowing when it was running the NHS, and that it was spending money as though it were going out of fashion.
Under the last Government, the number of managers increased three times as fast as the number of nurses, and managers’ pay increased far faster than nurses’ pay. The management pay bill more than doubled under the last Government, but we have reduced it by nearly a fifth. There was absolutely no integration of health and social care under the last Government, although they had 13 years in which to put that right. Despite severe financial constraints, our record has been so much better than theirs, and that is the position I will put to my electorate when the time comes. We have produced 13,000 more doctors and nurses, and 21,000 fewer administrators and managers. That is what the public want to see. They know that this Government have the right priorities. In my area, that has translated to 353 more nurses and 84 more doctors in my hospital since this Government came to power. I congratulate our health ministerial team on not caving in all the time to producer interests—another facet of the last Government, with their command and control culture.
I want to mention a few of the things I am proud this Government have achieved within severe spending constraints. We have ended the indignity of mixed sex-wards. We have reduced infection rates dramatically. C. difficile infection rates have come down by a staggering 63%. The last Government grappled with this issue for 13 years, leaving a disaster when they left office. They had an appalling record. Another great innovation—one of many; I have not got time to mention them all—is the Cancer Drugs Fund, which has helped many of my constituents to get the treatment they were denied under the last Government, with all their spending largesse. That has also flowed through to the hospital sector—imaging and radiodiagnostic tests have increased by 34%. All these benefits have been achieved with very small real-terms increases in spend. That is what this Government have been able to do: deliver more with less.
Under the previous Government, all the in-patient wards in one of my local hospitals, Rowley Regis, were closed, but during the last four and a half years they have reopened, and there has been lots of innovation and new services coming into that hospital.

It is a pleasure to serve under your chairmanship, Mr Weir, and to see my hon. Friend the Member for Halesowen and Rowley Regis (James Morris) present for the debate. I suspect that he, like myself, is here because he was deeply concerned last month when proposals to cut by 40% the budget for children’s centres in Dudley were published by Dudley metropolitan borough council. I was outraged further because three of the seven children’s centres earmarked for closure were in my constituency. Virtually half of the centres earmarked for closure were to come from a quarter of the borough.
That there was no reasonable basis for the proposal ensured its early demise, and I am pleased and relieved that Dudley council withdrew the proposal two weeks ago. Undoubtedly, a major reason for the council’s change of heart is the excellent work of our children’s centres and their ability to galvanise hundreds of parents, together with the wider community that they serve, to communicate in no uncertain terms just how vital is their contribution to families and communities not only in my constituency, but across the metropolitan borough of Dudley.
Three weeks ago, I held a meeting with the principals and parents from Hob Green, Quarry Bank and Peters Hill, the three main children’s centres that were to be closed by the proposals. I was tremendously impressed by their commitment, excellence and the breadth of work undertaken on the behalf of families and communities.
The council’s proposal, albeit withdrawn, has unnerved everyone involved. A will therefore now exists to ensure that the role of children’s centres and the value that they provide are properly understood. It has also been recognised that, as with all public services, there is a need constantly to assess service delivery and value for money in ways that work ever more efficiently in future. For those reasons, I am pleased to be holding this debate today.
Children’s centres provide many new parents with a structure of support that is a lifeline to them and their children. To help new parents and babies get off to a good start, they offer antenatal classes, breastfeeding support, baby massage, maternal mental health support and other such classes. Maternal mental health support can be absolutely crucial to women suffering from post-natal depression and other mental health states that can impact so negatively on babies and small children.
As babies grow into toddlers, a social divide can start to open up, but children’s centres are doing outstanding work to counter it. Parenting classes, help with behaviour, healthy eating and educational play sessions form the bedrock of support for families with toddlers. Since Hob Green children’s centre opened in 2008, the percentage of children attaining the standard expected at the early years foundation stage has increased from 78% to 88%. That is an increase of 10% in only four years.
Dawn Swingler, the foundation stage manager at Hob Green primary school, in whose premises the children’s centre is sited, said:
“It is very apparent when children join the nursery if they have attended sessions in the Children’s Centre. If they have, they arrive ready to engage, happy to leave their carers and ready to learn. If they have not then we as a staff have to devote time to settling children in, building trust and relationships from scratch, all of this takes time and for these children learning cannot begin for many weeks, sometimes months. Whilst we are happy to do this, the knock on effect is that our range of activities for all children is diminished as staff are involved in this crucial work with individual children.”
Although it is right that children’s centres should help families that are deemed hard to reach, the needs of babies and families with young children do not always correlate with their socio-economic status. A single parent who uses our children’s centres told me of her struggle to get off benefits and into work, but she said that she felt strongly that her children are not deprived. That is true of many parents in similar positions. There are many families who struggle on low incomes and benefits, but whose children cannot be described as deprived or disadvantaged. Conversely, there are families on average or above average earnings whose children are seriously disadvantaged.
I congratulate my hon. Friend on securing this important debate. She is making an important point about disadvantaged backgrounds. Does she agree that the Government’s provision of free nursery care for two-year-olds from disadvantaged backgrounds is extremely valuable? Does she also agree that central and local government should look at ways of using the new funding to offer a package of holistic support for two-year-olds and their families, and that children’s centres are often an ideal place to provide support, because they have the benefits and services that she described?
I strongly agree. I was not implying that we should disregard socio-economic status. I merely meant to point out that it is just one factor that we should consider. I support the Government’s decision to increase the support for disadvantaged two-year-olds by providing 16 hours a week of nursery care. Children’s centres are an ideal place for some of that learning to take place.
There are also families on above average earnings whose children are victims or witnesses of domestic violence or some other horror. Although those children do not fit neatly into a disadvantaged sector by socio-economic standards, they are seriously disadvantaged by any other measure. Domestic violence is not defined by socio-economic status, yet it is a substantial indicator of deprivation among the children of families who are affected by it. The same can be said for alcoholism and drug addiction.
The Government’s classification of wards by socio-economic data, which labels some areas as deprived, is a useful indicator of need but it is only one of many indicators. In isolation, socio-economic analysis is too limited to be the sole driver of policy at a local level. The original proposal to close our children’s centres in my constituency was determined almost entirely by that one measure of socio-economic advantage or disadvantage.
My hon. Friend is making a very important point. In my constituency, the centre that was proposed for closure at Tenterfields was deemed to be not serving a disadvantaged community. In reality, the people living in the Highfields estate in Halesowen who used that centre would have had to travel 2 or 3 miles down the road to other service providers, had the centre closed. The whole of the Dudley proposal was predicated on a nonsensical analysis.

Commons ChamberEven before the disturbances of the last few days I had become increasingly concerned about active antisocial behaviour in my constituency, but the acts that we have seen over the past seven days have succeeded in crystallising that concern in my mind. We have seen astonishing and completely unacceptable acts of mindless violence in communities across Britain. I am bitterly disappointed and appalled that in recent days they have reached parts of Birmingham, West Bromwich, Sandwell—part of which I represent—and Wolverhampton in the west midlands, very close to my constituency. The perpetrators must and will be punished by the full extent of the law.
However, we also need to reflect on how this has happened. Let me quote from an e-mail that I received from a constituent:
“I may be wrong but I believe that the riots are symptomatic of a disrespect of values and we can trace the causes to a lack of discipline in schools; to a contempt of values ranging from litter, graffiti, antisocial behaviour through to more serious crime. I am convinced links exist.
I hope, perhaps in vain, that on this occasion, that sympathy will not be extended to the culprits of riots but to the victims. Instead of sympathising with the perpetrators, I hope that the Government will look to discipline in society that is currently weak and is a major factor in our present circumstances…Now is the time and the responsible public will be with you.”
It is important to stress that the overwhelming majority of people have been appalled by these actions, and are decent, law-abiding citizens. However, in my constituency there have been plenty of examples of low-level antisocial behaviour and crime which I believe could lead to wider problems. For instance, a couple of months ago there was a case of arson in a factory in Malt Mill lane, Blackheath. Metal theft has been a big problem throughout the black country, and the roof of Halesowen Church of England primary school has been stripped on several occasions. Graffiti in Stourbridge road and other parts of Halesowen have been a persistent and constant problem. My local police commander, Inspector Steedman, recently arrested five youths for that offence. They went before the magistrates court, and were fined a total of £29.
I thank my hon. Friend and constituency neighbour for giving way. Is he shocked to learn that there are reported to be more than 1,000 arson attacks a year in the borough of Dudley, and that I believe that to be a gross under-report? Every day when we read the Express and Star, we learn of arson attacks.
My hon. Friend makes an excellent point. That is very worrying.
I am a great believer in the “broken windows” approach to tackling crime. Allowing low-level disorder simply encourages further criminality in the same area.
The next point to consider is why this situation was allowed to spiral out of control more broadly across the west midlands. The police acted bravely, and I want to pay tribute to the chief constable of West Midlands police, Chris Sims, and his officers in Birmingham and other areas of the west midlands, who did an excellent job in quelling this disorder.
