If the hon. Gentleman is in his place on 2 December, he may wish to raise that matter with my colleagues at the Home Office. From everything I know, I think we are very clear that crime statistics must be accurate and properly reflect crime in an area. As in so many areas, if we are to have confidence in the accountability of organisations, the statistics on which they are held to account—the Home Secretary has been very clear that she is focused on reducing crime—must be accurate and truthful. Fortunately, we have the recorded crime statistics and the national crime survey, and they show in parallel that there has been a substantial reduction in crime under this Government.

In my constituency, Labour-run Dudley metropolitan borough council is planning to close Tenterfields children’s centre, which will affect some of the most vulnerable communities in Halesowen and leave residents having to walk 3 miles to attend another centre. May we have a statement on the new statutory guidance that the Government have issued to local authorities on the provision of children’s centres in local areas?

My hon. Friend makes an interesting point, because the plan to which he refers is being put forward by a Labour-run council. That is interesting, given what is being said by Labour Members. I am sure that that fact will not be lost on his constituents and others.

It is for local authorities to ensure that the provision they offer meets the needs of local communities. As I mentioned, the support that is being provided for early intervention this year is £2.5 billion, which is up from £2.3 billion last year. As my hon. Friend said, councils have a statutory duty to consult when they are planning changes to children’s centre provision so that parents and the public have an opportunity to influence the proposed changes.

I was not aware of that, and I am grateful to the hon. Gentleman for alerting me and the House to this fact. The hon. Gentleman may like to raise the matter again in Treasury questions on Tuesday, as the Treasury will be interested. Members of all parties might find this interesting, too, so they could together ask the Backbench Business Committee whether time could be found in Westminster Hall for a debate on these issues.

A report published yesterday by Invest Black Country in conjunction with the West Midlands Economic Forum showed that over the last two years exports by the west midlands have grown by 30%—a better performance than any other region of the UK. May we have a debate on the continuing need to support the encouraging signs of economic growth in areas such as the black country, part of which I represent?

[Mr Lansley]

My hon. Friend illustrates a very impressive record of export promotion in the black country and the west midlands generally. We have done very well in increasing exports to some of the emerging markets and key markets for the future—China, India, Brazil and Russia, for example. We need to do more, however, because exports have been depressed, not least because of difficulties in the eurozone. The Government will look continuously to try to emulate the success of the west midlands, to which my hon. Friend referred.

This House passed legislation that permitted the privatisation to go ahead, and many small investors will have seen the advantage in seeking to be party to that privatisation and part of the future of Royal Mail—a future that will be stronger by virtue of its access to private capital.

Today is world mental health day, and mental illness will be one of the major health challenges we face over the next 20 years. May we have a debate on the vital issue of achieving parity of esteem between physical and mental health conditions in the national health service?

I am grateful to my hon. Friend and it is right to recall that issue today. The Backbench Business Committee has helpfully scheduled debates in the House on two occasions, which has allowed the House to make a signal contribution to identifying the problems associated with stigma and discrimination related to mental health. We should not rest on that, however, and must pursue the issue further. The Time To Change campaign—which has now rolled out across the country, supported by £60 million of Government funding—is capable of making a big difference. I recall it was trialled in Cambridgeshire, and a lot of people appreciated how it enabled many people to change their views about the impact and character of mental health problems, which so many people in all sorts of families suffer from.

I am not aware of a planned publication date, but I will inquire with my hon. Friends about what opportunities there may be to ask questions about it subsequently.

Shortly before the last election, the Leader of the House went with me to Rowley Regis hospital, which at the time had just lost its last two in-patient wards. While he was Secretary of State for Health, the hospital opened a new in-patient reablement unit, and it has just announced that another ward will reopen in autumn. As we celebrate the NHS’s 65th birthday, may we have a debate on the steps taken by the Government to ensure that local health services are driven by doctors in partnership with local patients?

I cannot promise an immediate debate, but it is timely to recognise the work done in the NHS. I remember visiting Rowley Regis hospital—if I recall correctly it is part of the Sandwell and West Birmingham NHS Trust, which was at the forefront of clinicians taking greater ownership of the services they provide. Tomorrow is the 65th anniversary of the NHS, and universal access to comprehensive health care for all at the point of need is one of this country’s greatest assets, of which we are rightly proud.

I want personally to say to the one and a third million people who work in the NHS that we thank them and value what they do. I know, not least from personal experience on many occasions, that they want to achieve the best care for patients. That is why I put clinical leadership, with accountability for quality and excellence in outcomes and care for patients, at the heart of our NHS reforms. To be true to its mission, we need an NHS that is envied for its excellence, not just its availability. That is why the shift from a top-down target culture that covers up failure to one that is open and accountable in its outcomes will be a validation of the NHS, not a condemnation.

The hon. Gentleman makes an important point and he does it well. He will have an opportunity to raise the issue again with Foreign Office Ministers on Tuesday. He will find that my hon. Friends in the Government share his concern to ensure that we continue to keep up the pressure on Sudan to respect human rights and to maintain a level of peace in that country.

Head teachers in my constituency have told me that they have been able to use the pupil premium money to help some of the most disadvantaged pupils in their schools. Can we have a debate about the success of the pupil premium policy and ensure that schools have the freedom to make decisions on how to allocate the pupil premium budget without pressure from trade unions or local authorities trying to resist?

My hon. Friend shares my view that the £2.5 billion now in the pupil premium is making a dramatic difference, particularly for schools that have a responsibility to try to secure the best education for some of the most disadvantaged pupils—that is terrifically important. From having talked to head teachers, I know that of particular importance to them are the freedoms we have given them in a range of respects, especially the freedom to use those resources in the best interests of the school as a whole.

The Ormiston Forge Academy in my constituency is using its new freedoms to develop innovative relationships with business to improve the teaching of science and other technical subjects. May we have a debate about how academies are using their new freedoms to improve the educational experience of children in such subjects?

Yes, I agree: it has been extremely encouraging to see the considerable progress that has been made, not least with academies and free schools taking such opportunities. For example, on EBacc take-up, in 2013 the number of pupils taking triple science will have gone up by 82%. That and other increases in the number of science students are very important for the future competitiveness and success of our students.

I will ask my right hon. Friend to reply about that specific statistical point. Speaking from experience in my constituency, I know pretty much how many police there are on the streets, and in Cambridgeshire we are recruiting more police.

The Leader of the House might recall visiting Rowley Regis hospital with me before the general election. Since then, working with the local NHS trust and local commissioners, we have secured considerable new investment for a new in-patient re-ablement ward. May we have a debate on the value of local commissioning as a way of getting valuable services into community hospitals?

I am grateful to my hon. Friend. Many Members across the House will value the fact that the new clinical commissioning groups, which have been developed to bring together largish groups of GP practices, are rooted in an understanding of how services can best be provided for patients, and often that is through accessible, community-based care, which reduces the demand on hospital services so that patients are admitted to hospital only when they need to be. We understand that in some cases people have to be in hospital, but we do not want them to be there if they do not need to be.

My hon. Friend will know that London Midland has been experiencing a high level of cancellations for about two months now. London Midland is not yet technically in breach of its obligations, but if improvements are not seen in very short order, the Department for Transport will need to consider taking action against the train operator. I will talk to my colleagues and ensure that they update relevant and interested Members.

Earls high school, an excellent academy in my constituency, recently received a grant from a local company to invest in an innovative scheme to teach primary school children mathematics. May we have a debate on what more the Government can do to encourage innovative teaching methods, particularly in maths and science?

I will, of course, talk to my colleagues at the Department for Education about whether and when we might have an opportunity to do that. My right hon. Friend the Secretary of State was in Cambridge to talk to the department of mathematics there to see precisely how we can ensure improvements in mathematics teaching and I know that he, like my hon. Friend, is very exercised about improving standards in that respect. I shall seek advice about when we might be able to debate that further.

It is tremendously important, and it is the green deal, which began its implementation at the beginning of October, that will make such a difference in enabling that to happen. The green deal support, the largest such programme we have ever seen, is specifically designed to support some of the measures, such as insulation, that will make the biggest difference to energy efficiency. I hope that exactly that will happen as we get behind this programme.

Unemployment in my constituency is now at a lower level than it was at the general election. May we have a debate about how the Government can make it easier for small charities, such as Black Country Foodbank and Loaves and Fishes in my constituency, to take on jobseekers on work experience without those jobseekers fearing that they will lose their benefits?

I share with my hon. Friend the feeling of encouragement that we get from the employment figures, as they show the number of people in work and reflect the support we are giving them. I will, of course, ask my hon. Friends at the Department for Work and Pensions to address the specific point he raises.

May we have a debate on the importance of new transport infrastructure in regions such as the west midlands, focusing on the potential for investment in new airport capacity in Birmingham and on high-speed rail, to continue the important work of rebalancing the British economy?

My hon. Friend will have a good opportunity to raise that important point and related issues in the debate on the Infrastructure (Financial Assistance) Bill on Monday. The Bill will enable us to do much more to provide such important infrastructure investment by using our credibility in the international money markets and the low cost of borrowing to drive forward long-term investment in infrastructure.

My responsibility is to lead the NHS in delivering improved health outcomes in England; to lead a public health service that improves the health of the nation and reduces health inequalities; and to lead the reform of adult social care, which supports and protects vulnerable people.

The Alzheimer’s Society predicts that by 2021, there will be a million sufferers from dementia in this country. Will the Secretary of State reassure my constituents that those people suffering from it will get the support they need—now and in the future?

Yes, I can tell my hon. Friend that the response to dementia is a key priority for this coalition Government. I think we have already demonstrated it in our commitment to dementia research. We need to improve both earlier diagnosis of dementia and the possibilities for treatment. We have demonstrated our commitment to improving standards in dementia care, both in hospitals and in care homes, and, indeed, in the further work we have done on reducing the use of anti-psychotic medicines.

When we publish the alcohol strategy, there will be more to say about that, but it is already clear that we can do much more on local community alcohol partnerships, which have demonstrated their success in places such as St Neots in Huntingdonshire, so that enforcement and work to prevent young people from purchasing alcohol when they should not do so is much more successful. We can also work much more effectively on improving alcohol labelling, and we are working through the responsibility deal to look at those opportunities, too.

I welcome the Secretary of State’s statement. Does he agree that in local areas it is important for local government to work closely with the voluntary sector, particularly on preventive mental health services?
