Commons ChamberMr Speaker, thank you very much indeed for your words at the beginning of questions. I also thank the shadow Secretary of State, the right hon. Member for Wentworth and Dearne (John Healey). You were both very kind indeed to say what you said.
The UK armed forces are meeting all of their commitments, but there is no mistaking that they are very busy, as one would expect at such a turbulent geopolitical time. People across the Army, Navy, Air Force and strategic command are working incredibly hard, and we are very grateful to them and their families for their forbearance while they do so. The Government are investing £1.95 billion extra in our resilience and readiness, but more than investment is needed, which is why all three services are getting back into the business of being ready for warfighting. The 3rd (United Kingdom) Division recently exercised its combat service support echelons for the first time in decades; the Royal Navy is operating concurrent task groups as well as forward presence, a test of our naval logistics; and the Royal Air Force is refining its abilities to disperse the force through its agile combat employment mechanism.
Of course, we commend the efforts of all those in our armed services, but the Defence Committee’s “Ready for War?” report substantiates that our armed forces are constantly overstretched and are being deployed above their capacity. When are the Government going to respond appropriately to the scale of the geopolitical challenges by driving up recruitment and retention and making sure that we can face the challenges that we see ahead of us—that we can take them full-on, and are ready for whatever comes our way?
There is no escaping the fact that the world is incredibly complicated at the moment. In the Euro-Atlantic, we face the challenge of Russia; in the middle east, the challenge of Iran and its proxies; in the Indo-Pacific, the growing competition with China; and then across Africa and other parts of the world there remains the challenge of violent extremism. At a time of such crisis, one would expect the armed forces to be as busy as they are. That does not mean that we should take for granted the effort that they are putting in, but if we were not reaching for them as extensively as we are right now, we would have to question when on earth we would reach for them, given the demands on our nation.

Commons ChamberMy right hon. Friend is right to point to the importance of the training effort. That gives me the opportunity to reflect on this week being the 10-year anniversary of the Russian invasion of Crimea, which gave rise to Operation Orbital. Since then, across Operation Orbital and Operation Interflex, 60,000 Ukrainian troops have been trained. Continuing to train them, not as individuals but increasingly as formations, is undoubtedly the key to unlocking the real potential of the Ukrainian armed forces.
We have all seen the events that have taken place in the past few days regarding the Russian offensive in Ukraine. They must act a wake-up call to all of us. This is our problem, and our fight, with the Ukrainians, to defeat Putin. We need to make sure that we step up the amount of ammunition and arms that we ship to Ukraine. We need to do that with our European partners, and we need a plan, not just for the short term but for the long term, so that we defeat Putin. What talks are the Minister and the Cabinet Secretary having with our European allies to ensure that Ukraine wins this war?
Such conversations happen all the time. Only last week, the Secretary of State was at the latest donor conference, followed by NATO Defence Ministers. I was in Norway a week or so earlier, having exactly those conversations with allies. As the right hon. Gentleman suggests, while traditional armaments such as artillery ammunition are important, so too, increasingly, are the novel precision weapons systems that the UK is very much at the forefront of supplying to our Ukraine friends.

Commons ChamberIt is a pleasure to follow the impassioned speech of the hon. Member for Edinburgh East (Tommy Sheppard).
We are having an emergency debate on matters that are presumably of great importance and urgency, otherwise it would not be an emergency. Yet, having spoken in the Standing Order No. 24 debate roughly this time last week, one has to conclude that we seem to be having exactly the same discussion today as we had last week. It is therefore rather hard to understand exactly how this is an emergency. I suppose this debate was the insurance policy. One cannot blame SNP Members for seeking it, because I suspect they had their doubts about the ability of the Labour Front Benchers to put forward the motion that we thought we were all going to be debating today.
As I asked the Secretary of State earlier—he blushed and declined to answer—it is not quite clear whether it was the ineptitude or the invertebrateness of the Leader of the Opposition that led to the SNP motion being preferred over the official Opposition’s. But here we are, effectively having exactly the same debate that we had last week—yet more time in which we are chewing over exactly the same issues as we have been for hour after hour over the recent weeks and months.
The Prime Minister and her Ministers have spent hours in this Chamber, taking questions at the Dispatch Box. The debate on the meaningful vote was three days in. I have to admit that I caught sight of the Whips’ book while I sat near them during those three days, and every single line read, “Disagree”. The mood of the House towards the deal as it stood then was absolutely obvious. Rather than proceeding to a meaningful vote last week when it was clear that the House was against it, we went away and sought something different, and when that was not immediately achieved in last week’s summit, we said, “Okay, we’ll give ourselves the Christmas period to push even harder and see if something different can be achieved.” That seems to me to be a very rational, very sensible approach by a Prime Minister and a Government acting in the national interest.
The hon. Gentleman is making some important points. I suggest to him that the fact that Member after Member said that they disagreed with this deal, and that the European Union presidency has made it clear that it will not negotiate on it, means that we need to vote down this deal so that we can all come together to break the impasse. That is the point of this debate.

Commons ChamberI must apologise to the House. I know that many Members want to speak and I want to make progress if I can.
I remind the House that the right hon. and learned Member for Rushcliffe (Mr Clarke), the Father of the House, said yesterday that
“once President Trump had announced to the world what he was proposing, a widespread debate was taking place everywhere—including among many Members of Parliament in the media. However, there was no debate in Parliament.”—[Official Report, 16 April 2018; Vol. 639, c. 47.]
We should listen to the wisdom of the Father of the House.
As the President tweeted reckless comments, simply heightening tensions, the Scottish National party immediately called for the Prime Minister to recall Parliament for last Saturday. We have been clear: any proposed change to the role of UK forces in Syria must be subject to a vote in Parliament. Cabinet was recalled. Why wasn’t Parliament?
There is no good answer to that question, because the Prime Minister knows she should have done so. As I have said, precedent has been set. In 2013, the Prime Minister, David Cameron, recalled Parliament for a debate and vote following a suspected chemical attack on Syrian civilians in the suburbs of Damascus. After the 2013 vote, Professor Malcolm Chalmers of the Royal United Services Institute commented:
“It is now hard to see how any UK Government could undertake significant military action without the support of Parliament, or indeed of the wider public.”
We know what a lack of rigorous analysis and thought can lead to. We must—absolutely must—have learned the lessons from the Iraq war, and we must fully endorse the conclusions of the Chilcot report. A full debate in Parliament would have allowed for many questions about the UK’s military action and role to be asked. For example, what is the Government’s long-term strategy for Syria?
Chilcot has been cited a number of times by Opposition Members. The Iraq war was voted on in this place, but on the basis of incomplete information. What intelligence would the right hon. Gentleman propose to compromise to Members of the House so that they could make a better decision and what analysis has he made of the impact of sharing that intelligence on the operational security of those who would prosecute the mission thereafter?
None. How do we— [Interruption.] Well, look. I am trying to be— [Interruption.] I see the hon. Member for Chelmsford (Vicky Ford) waving her arms. I have already made the point, as the hon. Member for Wells (James Heappey) would know if he had been listening to what I have been saying, that I do not expect the Government to have to share intelligence information with Members of Parliament. Let me also be clear, for the absence of doubt: I accept the case that has been put that the Syrian regime is responsible for the chemical weapons attack. I am happy with the explanation that has been given, and, in my case, I have been made aware of some of the intelligence information.
Let us not say that Parliament cannot take action on the basis of being told what it can be told. But it does not need to be told what is sensitive intelligence information. That is the way Parliament has worked, and we are asking that parliamentary democracy continues to take place.
Taking military action is not easy; we accept that. Finding a way through the morass in Syria and offering hope to the people is more difficult, but that is an issue that, as part of any plan for military action, has to be discussed.
