Commons ChamberShoplifting is still a criminal offence, irrespective of the financial value of what is taken. We have made a clear commitment to ensuring that shopkeepers are protected and that the retail environment is safe. That is why we have put in place funding to put more police officers on the street and why, as my right hon. Friend the Member for Croydon South (Chris Philp) just mentioned, neighbourhood policing numbers are up. We have committed the police to pursuing all reasonable lines of inquiry, and I am proud that we have put in place a specific criminal offence of assault against a retail worker.
For our high streets to thrive, people need to perceive them as safe places to be, but there is real concern that the Mayor of London is failing to get the Met to take retail crime seriously enough. Does my right hon. Friend agree that we need a new Mayor for London, Susan Hall, to ensure we have more effective policing on our high streets?
Quite frankly, the Mayor of London has been a massive disappointment when it comes to the policing of London. The Met is the only police force in the country to see its police numbers reduce. It has failed to meet its recruitment targets. Quite frankly, Londoners deserve better.

Commons ChamberI have no doubt that, in the aftermath of the brutal terrorist attacks on 7 October and Israel’s defensive response, there will be an assessment of what has happened. We would want any such assessment to be as comprehensive and independent as possible.
Will the Foreign Secretary make representations to his Pakistan counterpart about deeply worrying human rights abuses committed against Hindus and other minorities, especially women and girls subjected to forced conversion and forced marriage?

Commons ChamberI thank the hon. Gentleman for welcoming the measures that we have taken. He asks once again about proscription. He will have heard my earlier response that we always keep options available.
Within his question, he outlines one of the key issues, when he says that his party is calling on the UK Government to proscribe the IRGC, and goes on to ask for an explanation of the difference between proscription and sanction. I recognise that people see proscription as the most desired outcome, without necessarily understanding that much of what they suspect they want to see from what they believe will be the outcome of proscription is actually already in place, such as asset freezes and travel bans.
As I say, the suite of responses is kept constantly under review, but I can assure him that, as we have set out in the statement today, we will always take actions that we believe are in the best interests of protecting British nationals, both here and overseas, and those Iranians who have made their home in the UK.
He asks about the timetabling for legislation. The House will understand that I will need to discuss that with the Leader of the House and the business managers, but I assure him that we regard our response to Iran as a priority and will seek to bring that legislation forward with as much expediency as we are able.
A constituent of mine has repeatedly raised serious concerns about connections between the Islamic Centre of England, the IRGC and the Office of the Supreme Leader. He also believes there could be such connections between the Supreme Leader and an Islamic centre in Manchester. What are the Government doing to ensure that UK-based charities such as those two centres can never be a threat in any way to the security of Iranian dissidents in the United Kingdom?
My right hon. Friend raises an important point. My Department has discussed that with the Home Office. Indeed, I have discussed it with the Minister for Security, my right hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat). I reassure her and the House that he takes the actions of the organisations that she has mentioned very seriously indeed. We wish to ensure that the Charity Commission also full discharges its duty to ensure that any organisation under its remit is not used to harass or persecute foreign nationals, or indeed British people, here in the UK.

Commons ChamberAs I said in response to a similar question, we work closely with the Home Office. The Security Minister has conducted a review on this issue, and I have made it very clear to the Chinese Government that any such activities are completely unacceptable in the UK. They have committed that they will not continue.
In its 2030 road map for Israel-UK bilateral relations, the Government committed to working closely with Israel on the threat from Iran. I urge the Secretary of State to do that. Will that include proscription of the Islamic Revolutionary Guard Corps?
I have spoken regularly about the process by which proscriptions are made. We do not routinely speculate on future proscriptions. Our relationship with Israel is key. I met the Israeli Foreign Minister and signed a UK-Israeli bilateral road map on 21 March. We continue to hold their safety and security as a priority in our bilateral relationship.

Commons ChamberI will pass my hon. Friend’s comments to our noble Friend Lord Ahmad, who I know takes these issues incredibly seriously. He visited New York in October to hold events with Afghan women and to speak in the UN’s annual debate on women, peace and security. My right hon. Friend the Foreign Secretary has visited a number of countries in the region and beyond to solicit their support in alleviating the situation in Afghanistan.
The Open Doors world watch list identifies Afghanistan as the most dangerous place in the world to be a Christian. Will the Government put the protection and support of Christians around the world and in Afghanistan at the heart of their foreign policy?
Freedom of religion or belief remains an incredibly important strand of UK foreign policy. The plight of Christians in Afghanistan is dire, but indeed that reflects the plight of a number of other religious and ethnic minorities in Afghanistan. A cornerstone of our foreign policy is our pursuit of genuine freedom for all, and freedom of religion or belief is an important part of that—without it, is anyone really free at all?

Commons ChamberI thank the hon. Gentleman for his recognition of the diplomatic work that the UK Government have put in. I can assure him that we remain fully committed to an immediate ceasefire, and we are working to that end. As I have said, the Foreign Secretary spoke with his Jordanian opposite number only a few days ago, and I spoke to ambassadors from the region this morning.
Some of the diplomatic efforts are done, quite rightly, very visibly through institutions such as the United Nations. Some—I am sure the hon. Gentleman will understand why—are perhaps done more discreetly and quietly. The international community is pulling together, both in the region and in Europe and the United States, to try to bring about a meaningful ceasefire and work towards what can only be the right way of bringing permanent peace to the region, which is through negotiated political means.
Israel has the right to defend its citizens from terrorist attack, and I welcome the Minister’s strong confirmation of that this morning. Will he go further, however, and send a message about terrorism by proscribing the whole of Hamas as well as the Islamic Revolutionary Guard Corps, which is making possible these horrific rocket attacks?
I thank my right hon. Friend for the points that she has made. She will know that the military wing of Hamas is recognised internationally as a terrorist organisation, and the entirety of Hamas has no contact—we have a no-contact policy—from the UK Government. We enjoy good working relationships with the leadership of the Palestinian Authority. Solutions need to be achieved —they must be—through negotiated political means, rather than through military means. She will also understand that we do not speculate on future proscriptions.

The short answer is that we do not have an absolute guarantee, but as in so much of the work that we do with Israel and the Palestinian Authority, human interaction, persuasion and good old-fashioned diplomacy can bring about change, and that is what we seek to do in our relationship, hence my right hon. friend the Secretary of State engaging so quickly with the Palestinian Authority’s Education Minister.
As I have said, we expect the interim report in the spring and the full report later this year. It is ultimately for the European Union to decide whether it puts the report in the public domain; it is, after all, its report. However, it has been said on both sides of the House that transparency is our friend in this instance, and we will continue to encourage the EU to put that report in the public domain. I think it is worth waiting for that report to underpin the basis for our response to these concerns and our interaction with the Palestinian Authority. We have regular interaction with our European partners on the review and we encourage transparency.
The Government are firm believers in the positive power of education. We are proud of the support that we are providing for education around the world, including in the Occupied Palestinian Territories. It is a vital part of our wider effort to improve lives. In 2018-19, UK aid enabled 26,000 young Palestinians to be educated, and half of them were girls. We do not want to lose that, which is why I treat with caution calls to withdraw funding from UNRWA, because some young people—particularly girls—might lose the opportunity to have an education at all if that were the case. We are very uncomfortable with that option and that risk.
Our money to support education on the west bank goes into a specially dedicated bank account and is paid only to the individuals who are vetted through the Palestinian-European socio-economic management assistance mechanism. Each payment is individually audited to ensure that the money is received by the intended recipient. It is a rigorous process, which means that the UK can be confident that none of our aid is diverted. No UK aid is used for payments to prisoners or their families. Helping to meet essential education needs does not contradict our clear and long-standing message to the Palestinian Authority about prisoner payments.
I apologise for not being present for the start of the debate; I had a Select Committee meeting that clashed. I first raised this issue with a parliamentary question in the European Parliament 19 years ago. Why has the problem not been fixed?
I detect in the tone of my right hon. Friend’s question her frustration at the delay in resolving some of these problems. She is far from alone in feeling frustration that the peace process in the middle east has not progressed as quickly as we would like, but we are actively engaging on this issue. I reiterate that my right hon. Friend the Secretary of State has engaged quickly and directly with the Palestinian Authority, and we genuinely hope that a balanced and independently produced report will be the key that unlocks what has been an intractable problem until this point. We will use that, and our position as a respected, honest broker between the Palestinian Authority and the Israeli Government, to try to push for improvement and reform.

Commons ChamberWe certainly need an uncompromising approach to pursuing criminality wherever it is found. It is also important to harness the activities of wider society. One of the problems in getting convictions for things like paramilitary assaults is that people feel afraid to come forward and give evidence. We need to reflect on what more can be done to give them the confidence to confront these individuals in their communities and to come forward and give evidence in court when those individuals commit crimes.
The assessment makes it clear that the time of large-scale mass violence by paramilitaries is a thing of the past, but there is a danger, as the years from that period to now extend, that people will romanticise that period of violence and that people who formally or informally associate themselves with paramilitary groups will take independent violent action. What steps is my right hon. Friend’s Department taking to ensure that this romanticisation is nipped in the bud and that people who aspire to relive what they perhaps believe to be some glorious bygone era have their minds set straight and do not embark on individual acts of violence?
My hon. Friend makes an important point. There is a tendency among some to try to rewrite history. That is something that this Government will never support and will always firmly oppose. There is no possible means by which one could romanticise a campaign that saw thousands of people murdered. That is at the heart of our approach to the institutions on the past to be created under the Stormont House agreement. They must be balanced, objective, fair and impartial to make sure that we establish all the facts about the history of the troubles, and do not enable anyone to seek to rewrite the history of the troubles and to draw some wholly unacceptable form of equivalence between terrorism and police officers.
