The Minister for Europe and North America (James Cleverly)
Last month the UK co-hosted a donor conference with the United Nations, Qatar and Germany which raised more than £2.4 billion. We work through international agencies to ensure that the money reaches the people who need it, and that half of it reaches women and girls, who are particularly vulnerable in Afghanistan at the moment. We will continue to press the Taliban to adhere to their international commitments, and to press our international friends to ensure that the money is received by the appropriate people.

My hon. Friend makes an important point about going into relationships with China with eyes wide open. That is why this message of attribution yesterday was so very important. It sets out that the international community can see clearly what is happening and will highlight it publicly so that, wherever in the world they are, people can see what is really going on. Ultimately it is not the job of the UK Government to dictate to other countries how they interact with China, but we are and will always be a powerful advocate for human rights, for the protection of intellectual property and for those norms of behaviour that the international community, including ourselves, very much holds dear. Ultimately, we want China to amend its behaviour. That is ultimately what we will seek to achieve, and we will work with our international partners to pursue that.

I thank the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith) for securing this urgent question. He highlighted the recent indirect acquisition by a Chinese firm of Newport Wafer Fab in my constituency. This appears to have slipped through the UK Government’s screening system. My focus and commitment to the people of Newport West is on protecting jobs for people in my community. Does the Minister think that this situation shows that the Government’s security policies simply are not working?

We do value jobs; jobs matter. Jobs in emerging technologies and high-skilled manufacturing jobs are incredibly important to us, which is why we value overseas investment, but why we also take our responsibility to secure intellectual property incredibly seriously. The Government are looking at the situation with regard to Newport Wafer Fab. We will always ensure that we look at the security implications of our commercial relationships, whether with China or anyone else.

I thank my hon. Friend for the points she raises about the international nature of this situation. Of course, we work closely with our international partners —as I have said, with the E3 and the United States of America—in particular with regard to our policy towards Iran. We will work with any and all international friends and partners to bring pressure to bear for the release of their and our dual nationals in detention. The challenge is that Iran does not recognise dual national status and therefore denies us a number of the consular access opportunities we would normally have. We will continue to work to secure the release of our British nationals in Iran.

I thank my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) for her urgent question, and all that she does to champion Nazanin’s case and get her home to her family. It is a shame that the Foreign Secretary is not here today to answer the questions himself. In Newport West, the case is personal because Richard Ratcliffe’s sister is a constituent of mine, so I was determined to speak today. The United Nations has previously ruled that Nazanin Zaghari-Ratcliffe’s imprisonment is unlawful and ordered Iran to release her, so what are this Government doing to work through the international community to put pressure on Iran to follow their international obligations?

As I said in response to the previous question, we work with and will continue to work with our international friends and partners on a range of issues with regard to Iran and its destabilising behaviour, both globally and in the region.
