9. What steps he is taking to tackle illegal migration.

The Government have a plan to tackle illegal migration by means of a number of methods, and that plan is working. Small-boat crossings are down compared with those in other countries across Europe, where they are up. We are working closely with our international partners, including our nearest geographical neighbour France, we are dismantling the organised criminal gangs who are smuggling people, and we are taking action to reform the asylum system.

I can assure my hon. Friend that the excellent working relationship we have with Rwanda—on which I worked in my former role—will give us the opportunity to have a treaty that addresses the issues in the Supreme Court judgment. However, she is right to say that the legislation that will accompany that treaty must make it absolutely clear that the will of the British people, as exemplified by the actions of this Government, means we will work to get flights to Rwanda to make it plain that if people come here illegally they will not stay here. I can give her my commitment that we will do everything we can to make that happen.

Further to those points, will my right hon. Friend give me a categorical assurance that he will do everything he can to enable us to deliver the Rwanda policy, and will introduce all the necessary legal exemptions so that we can get on with those flights as soon as possible and provide the necessary deterrence to illegal migration?

The Rwanda scheme is an extremely important part of our basket of responses. I will do everything to ensure that we drive down small-boat arrivals: that is the promise we have made to the British people, and that is the commitment I will deliver.

I remind my hon. Friend that we are already seeing success, and that success is accelerating because of the measures we have put in place. He is right to say that we need a deterrent for people making those dangerous crossings, and a deterrent for the illegal criminals. We are determined to deliver that, and we will do so in the face of the Opposition, who are desperately trying to prevent us from doing so.

I very much hope that the measures my right hon. Friend has set out will allow us to deliver the Rwanda plan as soon as possible. Will he also look—I have asked for this on a number of occasions—at other third countries that we could form partnerships with, to deliver more processing overseas in a number of those locations?

I assure my hon. Friend that in addition to the conversations with Rwanda, which are well progressed, we are having similar conversations with a number of other countries. Indeed, our policy is now being adopted in large part by a number of other European countries whose circumstances are considerably worse than ours. We are absolutely leading the field on this issue.

T5. The behaviour of Iran is increasingly concerning, particularly that of the Islamic Revolutionary Guard Corps, as my hon. Friend the Member for Buckingham (Greg Smith) said earlier. What more will my right hon. Friend do, particularly by working with our allies, to ensure that we attack that threat head on?

We have sanctioned individuals and entities in response to their malign behaviour, including the sanctioning of the IRGC in its entirety. We continue to work very closely with our international allies and friends in the region to deter Iran and the IRGC from further such actions.

Violence in Israel and Palestine

The hon. Lady is right that we should focus on bringing about a speedy resolution to the conflict. As I said, the rocket attacks from Gaza are unacceptable, unjustified and completely illegitimate. Israel does have a right to defend itself and we have made it clear that, in doing so, it must abide by international humanitarian law and make every effort to minimise civilian casualties. Ultimately, the two-state solution is, in our assessment, the best way of bringing about lasting peace for the people of the region, and that will continue to be a priority area for UK foreign policy in the region.

It is deeply upsetting that we are again witnessing such violence and division, especially when the Abraham accords signed between Israel and gulf partners last year showed that peace is achievable. What discussions have my right hon. Friend and the Foreign Secretary had with Israeli and Gulf counterparts on how the current tensions can be de-escalated?

As I say, the Foreign Secretary has spoken with his Israeli counterpart and will shortly be speaking with the Palestinian Prime Minister, among other calls that Ministers and senior officials have been making and will continue to make. We will use our significant diplomatic strength to be a passionate and powerful voice for de-escalation and peace, and I am sure that many others in the international community will join us in doing so.

I thank my hon. Friend for raising this point and for the consistent approach that he has taken to this issue. We remain concerned about the allegations in Palestinian Authority textbooks and have lobbied European partners to bring forward their report in a timely manner. I have also discussed the issue directly with the Palestinian Authority’s representative in the UK, and we have regular discussions with the EU to encourage it to get this report into the public domain. In the interim, the UK will continue to raise our concerns bilaterally with the Palestinian Authority at the very highest levels.

T5. As office costs are substantially cheaper in Stoke-on-Trent than in London, and it is only an hour and a half away on the train, does my right hon. Friend agree that it would be the perfect place for the relocation of civil servants?

First, let me thank my hon. Friend for being such a passionate and effective advocate for the city of Stoke-on-Trent. Let me also welcome my hon. Friends the Members for Stoke-on-Trent North (Jonathan Gullis) and for Stoke-on-Trent Central (Jo Gideon), who have joined him on these Benches.

The Government have made it clear that the civil service needs to be less London-centric if it is to attract the best talent and do the best possible job. The Cabinet Office has established the Places for Growth programme to drive the necessary planning and preparation in Departments for the relocation of roles, including senior grades, out of London and into the regions in all parts of the United Kingdom.
